Providing Public Comment During the Meeting Members of the public who wish to address the Commission, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members of the public may also provide written public comment submitted via email to: kazanza@townofwindsor.ca.gov, please submit them via email to the Recording Secretary by 10:00 a.m. on the day of the meeting. If a Commissioner participates from the meeting in another location that is listed on the agenda, the public may attend and provide comment only at the in-person meeting locations listed. If a Commissioner participates remotely for “just cause” under California Government Code Section 54953.8.3 and no remote location is listed, the public may attend and provide comments on Zoom. CALL TO ORDER The meeting was called to order by Chair McCabe at 2:05 p.m. 2. ADMINISTRATION OF OATH OF OFFICE TO APPOINTED COMMISSIONERS Town Clerk Irene Camacho-Werby administered the Oath of Office to the newly appointed Commissioner Carpenter. 3. COMMISSION ROLL CALL Commissioners present: Bainbridge-Krause, Carpenter, Horwedel, King, Restaino, Vice Chair William and Chair McCabe Commissioners absent: Walker Staff present: Recreation Manager Nelle Herman, Recreation Program Supervisor Jennifer Fleish, and Recording Secretary Katie Azanza. 4. PRESENTATIONS 7.1 Senior Resource Fair Jenny Helman with the Aging and Disability Commission presented on the upcoming Senior Resource Fair on Sunday, June 7th at the Huerta Gym. Commissioner Bainbridge- Krause and Vice Chair Williams volunteered to help. Senior Citizen Advisory Commission Minutes Regular Meeting, Tuesday, April 21, 2026 Page 1 of 4 8 7.2 Presentation on Council Seats Up for Election in November 2026 Town Clerk Irene Camacho-Werby presented on the upcoming election for Town Council seats and provided information on the election process. 7.3 Raise Right Fundraising Commissioner Horwedel presented on the Raise Right fundraising platform. 8. ANNOUNCEMENTS 8.1 Town Announcements Commissioners announced upcoming Town events. 9. RECREATION DIVISION STAFF REPORT 9.1 Recreation Division Staff Report Recreation Program Supervisor Jennifer Fleish announced items of interest to the Commission. Director Olivia Lemen provided an update on the pool replastering project and noted the project is on schedule to open May 1st. Director Lemen also provided an update to the Senior Center fee increases that were discussed at the last meeting. The Parks and Recreation Department is working on restructuring the fee schedule for the department’s services. The commissioners will be invited to participate in the discussions to develop a new policy that will set the structure. 10. CONFLICT OF INTEREST DECLARATION None. 11. REGULAR CALENDAR 12.1 Approval of Minutes Commissioner Bainbridge-Krause commented that the recommendation that had been made at the meeting regarding the Senior Center pool fees will not be brought to Town Council, as noted by Director Lemen in the Recreation Division Staff Report. A motion to approve the minutes of January 20, 2026, was made by Commissioner Restaino and was seconded by Vice Chair Williams. Chair McCabe opened public comment. Judy Gerstle, Windsor resident, referenced the Brooks Creek agreement (CCNR) with the Town, highlighting that the priority should be serving the senior community. She does not oppose the swim lessons, but wants to make sure the focus is on serving the seniors. She also wanted to clarify that the Brooks Creek residents are not free. Chair McCabe closed public comment. 12.3 Senior Citizen Advisory Commission Goals, Roles and Responsibilities Supervisor Fleish reviewed and updated the Commission’s Goals, Roles and Responsibilities worksheet. CHAIR AND COMMISSIONERS’ REPORTS 13.1 Individual Commissioner Reports and Comments, including Reports on Meetings and Programs Commissioners reported on recent and upcoming activities, and local resources. Manager Herman noted the individual donor sponsorship opportunity that is available for SNOG that was meant to be shared during the Supervisor’s Report. 13.2 Commissioner Requests for Future Commission Agenda Items Commissioner Restaino is interested in storytelling. Manager Herman recommended Supervisor Fleish research options for GRR. 12. Background: At the Senior Citizen Advisory Commission (Commission) meeting on October 17, 2023, two key motions were successfully passed. The first motion involved the amendment of the Outreach goal into three distinct sub-goals, while the second motion determined that the Commission would collaboratively address these three sub-goals without creating sub-committees. 1. The three distinct Outreach sub-goals are: Enhancing Community Connections: This sub-goal involves establishing valuable partnerships with various Windsor-based organizations to foster stronger ties with the Windsor Senior Recreation Center (WSRC). This collaborative effort aims to connect WSRC members with volunteer opportunities within the community and identify potential guest speakers for complimentary seminars hosted at the WSRC. 2. Community Tools: Over the past year, the Commission subcommittee developed the WSRC Membership Survey, the Volunteer Opportunities List, and the Senior Discount Flyer. Moving forward, the Commissioners will keep these three Community Tools current and up to date. 3. WSRC Program Outreach: This sub-goal includes actively engaging in outreach activities to distribute WSRC calendars and newsletters, ensuring that Sonoma County residents are well- informed about the WSRC and its available programs. In addition to these goals, the Town Council adopted Resolution No. 3821-23 (Resolution), which outlines the Commission's formally established responsibilities. At the April 16, 2024, meeting, the Goals, Roles and Responsibilities (GRR) spreadsheet was approved as the new strategic effort to align the Commission's existing sub-goals with the Resolution. By connecting the three established sub-goals with the responsibilities outlined in the Resolution, the GRR spreadsheet enables Commissioners to understand how their goals align with their assigned roles, facilitating a more effective approach towards fulfilling objectives. Discussion: The spreadsheet has evolved into the GRR Worksheet (Attachment 1), now a versatile tool designed to allow adjustments to keep tasks relevant. Each section of the worksheet will be reviewed at every SCAC meeting, allowing for discussion of new ideas and updates from staff and commissioners. Advise Town Council and the Parks and Recreation Director on policies, procedures, rules and regulations relating to the operation of the Senior Center and Pool. B. Advise on recreation programs, other services and special events as identified and approved by the Commission, and administered by the Town to meet the needs of the senior citizen community and recommend review by the Town Council as needed.
