7 Call to Order:
8 Mr. Mangum called the meeting to order at 4:00 p.m. roll call was taken of those present.

14 a. Case No. 25-06-ZA - 1034 Westmoor Road: An application seeking approval of a zoning variation to
15 allow structural changes necessary to provide new window openings and one-for-one replacement of a portion
16 of the foundation in the legally nonconforming east side building wall of the existing residence at 1034
17 Westmoor Road.
18 Jeff Harting, the architect, presented the request on behalf of the property owners, Larry and Kristina Baker.

20 Mr. Marx asked Mr. Mangum if he had any questions for Village staff. No questions were raised at this time. Mr.
21 Harting stated the request would reduce the amount of nonconformity by reducing portions of the front
22 nonconforming façade by pushing it back as well as changing the garage door on the front. He also described the
23 change to the existing change to portion of the home which necessitated the changes to the windows and the
24 doors. Mr. Mangum asked Mr. Harting if it would be a hardship to conform to the 12-foot setback in making those
25 modifications. Mr. Harting responded it would be next to impossible due to the practicality and that leaving the
26 existing windows where there are in the front of the garage would result in them falling with the new structural
27 corner of the new revised wall. He also stated due to other interior renovations, it would be impossible to leave
28 them in their existing location. Mr. Mangum stated the request would become more conforming and the amount
29 of glazing would be reduced as well as there being a reduced impact on the neighbors. Mr. Harting added the
30 request was discussed with the next-door neighbors who are fine with the request.

32 Mr. Marx noted no public comment was received. Mr. Mangum noted there is no one in the audience to provide
33 public comment. Mr. Harting stated the accommodation would make the home more usable and in the only place
34 a garage can fit. He also stated to remove 12 feet from that setback would result in taking 6.5 feet off the home
35 which would make it impractical to have a garage.

37 Mr. Mangum stated in considering the applicant’s testimony and the information provided in the packet of
38 materials as well as the responses to the standards for variations, he agreed there is a hardship, the standards
39 have been met and he granted the approval of both variations.

NOTICE OF WINNETKA ZONING ADMINISTRATOR PUBLIC HEARING
Notice is hereby given that a public hearing will be held by the Winnetka Zoning Administrator on THURSDAY,
MAY 1, 2025, AT 4:00 PM in the Council Chambers of Winnetka Village Hall at 510 Green Bay Road,
Winnetka, Illinois for the purpose of considering the following:
CASE NO. 25-06-ZA
1034 WESTMOOR ROAD – RESIDENTIAL RENOVATION
An application submitted by Larry and Kristina Baker (collectively, the “Applicant”), as the owners of the
property located 1034 Westmoor Road (the “Subject Property”) to allow work beyond ordinary repair and
maintenance to a portion of the existing legally nonconforming residence on the Subject Property. The
Applicant has filed an application seeking approval of the following:
1. A variation to allow structural changes necessary to provide new window openings in the legally
nonconforming east side building wall that provides less than the minimum required setback of 12
feet; and
2. A variation to allow the one-for-one replacement of a portion of the legally nonconforming east side
building wall foundation that provides less than the minimum required side yard setback of 12 feet.
The Subject Property (Parcel Index Number 05-17-314-004-0000) is generally located on the south side of
Westmoor Road between Rosewood Avenue and Locust Street and is zoned R-3 Single Family Residential.
The Subject Property contains an existing two-and-a-half story residence with an attached garage.
PUBLIC COMMENT & APPLICATION INFORMATION
At said public hearing and at any continuance thereof, all persons interested are invited to attend and be
