8 Mr. Mangum called the meeting to order at 2:00 p.m.

14 a. Case No. 25-23-ZA - 1320 Westmoor Trail: An application seeking approval of a zoning variation to allow
15 construction of an attached garage addition to the existing residence that would provide less than the minimum
16 required front yard setback at 1320 Westmoor Trail.
17 Mr. Mangum described the request for the proposed addition. He stated he had reviewed the materials and asked
18 the applicant for their presentation.

20 Healy Rice, the project architect, introduced herself and the property owner, John Newell, and described the
21 request to expand the existing garage approximately 6 feet further north of the existing front of the home to
22 reorient it to become a front loaded garage. She also stated the existing garage is substandard in size and
23 described the difficulty in accessing it with a vehicle. Ms. Rice stated that they explored several alternatives and
24 the proposal is the most logical and simplest location to expand the existing garage. She stated that they planned
25 to reduce the side yard setback which would enable the garage to be accessed from the front as well as have room
26 for storage while using a portion of the garage to create a mudroom which the home did not have. Ms. Rice stated
27 the neighbor’s home to the east sat further forward and that there would be no impact to the neighborhood feel
28 as it would keep with other homes in the area.

30 Mr. Marx confirmed no written comments were received regarding the application. Mr. Mangum noted there are
31 no audience members present to provide comments. He stated upon reviewing the submitted information and the
32 applicant’s responses to the findings of fact and standards, he found that the standards have been met and the
33 zoning variation is approved for the front yard setback. He described the request as a minor change and referred
34 to the home’s layout, the garage’s substandard size and its accessibility.

NOTICE OF WINNETKA ZONING ADMINISTRATOR PUBLIC HEARING
Notice is hereby given that a public hearing will be held by the Winnetka Zoning Administrator on FRIDAY,
OCTOBER 31, 2025, AT 2:00 PM in the Council Chambers of Winnetka Village Hall at 510 Green Bay Road,
Winnetka, Illinois for the purpose of considering the following:
CASE NO. 25-23-ZA
1320 WESTMOOR TRAIL – RESIDENTIAL ADDITION
An application submitted by Jessica and John Newell (collectively, the “Applicant”), as the owner of the
property located at 1320 Westmoor Trail (the “Subject Property”) to allow construction of an attached
garage addition to the existing residence of the Subject Property. The Applicant has filed an application
seeking approval of the following:
1. A variation to provide less than the minimum required front yard setback of 50 feet from the
northern private road easement along Westmoor Trail. *
*Required front yard setback is measured from the edge of an ingress-egress easement, rather
than the property line, for properties located along a private road.
The Subject Property (Parcel Index Number 05-18-403-003-0000) is generally located on the south side of
Westmoor Trail, west of Hibbard Road, and is zoned R-2 Single Family Residential. The Subject Property
contains an existing two-story residence with an attached garage.
PUBLIC COMMENT & APPLICATION INFORMATION
At said public hearing and at any continuance thereof, all persons interested are invited to attend and be
heard. The agenda and materials for the meeting will be posted on the Village’s website -
