Park Avenue Present Board Chair Dr. Phillips, Vice Chairman Steve Stutzer, Chief Examiner Ansley Butts, Board members: Dwayne Bryant, Matt Farabaugh (virtual appearance) and George Gonzalez. Also present: Fire Chief Dan Hagedorn, Police Chief Tim Volkerson and Recording Secretary Kathy Reed. Absent Zach Collins 1. Call to Order Chairman Dr. Phillips called the meeting to order and read the decorum statement. 2. Consent Agenda a. Minutes of February 10, 2026 Motion made by Ms. Butts to approve the minutes from the February 10, 2026, meeting; seconded by Mr. Bryant. The motion carried unanimously by a 6-0 vote. 3. Public Comments (for items not on the agenda): Three minutes allowed for each speaker None. 4. Action Items a. Civil Service Test applicant approval list for March Chief Volkerson requested approval of the March list of applicants who have passed the Civil Service Test. The department has two new officers starting in a week and a half, another beginning in June, and an additional applicant who will be sponsored through the academy. All incoming officers have prior law enforcement experience, two from within the state and one from Michigan. The chief emphasized the importance of keeping this list active due to the number of upcoming officers who are eligible for retirement. At this time, Mr. Bryant had several questions. Page 4 of 18 Regular Meeting of the Civil Service Board April 14, 2026 Page 2 of 3 • What are some of the elements of the Civil Service Test? Chief Volkerson informed that the Civil Service Test consists of reading, reading comprehension and basic math. The applicant is then put through a panel interview with officers and supervisors before being interviewed by a panel of senior command staff members. • Mental Health Background? Each officer must complete and pass an extensive psychological evaluation. • Why do officers transfer to Winter Park? Chief Volkerson deferred to Officer Gonzalez to respond. Officer Gonzalez transferred to Winter Park from another local agency. His response is as follows: Extremely desirable community; the benefits package is very competitive and a higher quality of life while working here. Motion made by Mr. Gonzalez to approve the Civil Service Test applicant list for March; seconded by Mr. Farabaugh. The motion carried unanimously by a 6-0 vote. b. Off-Duty Employment Request—Sergeant Rojas Motion made by Ms. Butts to approve the Off-Duty Employment Request for Sergeant Rojas; seconded by Mr. Stutzer. The motion carried unanimously by a 6-0 vote. c. Lieutenant Promotional Eligibility List-Fire Motion made by Mr. Stutuzer to approve the Lieutenant's Promotional Eligibility List; seconded by Mr. Gonzalez. The motion carried unanimously by a 6-0 vote. 5. Non-Action Items None. 6. Staff Updates a. Police Department • Announced the passing of former Officer Andy Maurer. Officer Maurer served in the City of Winter Park from 2004-2011, prior to working for WPPD he worked for FHP for 6 years and was currently working for the Cary Police Department. • The chief provided an update on the recent shooting where construction employees were shot during a robbery and theft. After a vehicle pursuit, the Page 5 of 18 Regular Meeting of the Civil Service Board April 14, 2026 Page 3 of 3 suspects were apprehended in Lake Mary. Chief commended all personnel involved for the tremendous job they did. b. Fire Department Chief Hagedorn commended all staff for their actions during the recent shooting incident, emphasizing that their extensive training—along with coordinated cross-agency exercises—enabled everyone to respond swiftly, confidently, and effectively. All fire personnel are now equipped with ballistic protective gear, allowing for faster and safer entry to provide medical aid. Recognitions will be forthcoming. Mr. Stutzer thanked both chiefs for having their staff prepared and ready to handle unfortunate events like this that take place in the city. 7. Board Comments Mr. Bryant also thanked both chiefs and their departments for the work they do. Dr. Phillips reminded board members of the attendance policy. If you miss two consecutive meetings, you may be removed from the board. Please remember to check your calendars and plan accordingly. 8. Upcoming Agenda Items 9.
