City Council Agenda July 22, 2026 | 7:30 PM This City Council meeting is taking place virtually and at the Woodbury City Hall in the Council Chambers. Approval of Minutes - City Council Workshop Meeting Minutes on July 8, 2026 Staff recommends Council approve the City Council Workshop meeting minutes from July 8, 2026. 6B. Approval of Public Works Patch and Reseal Drive Aisles Project; Awarding the 26-149 Construction Contract; Authorizing the Mayor and City Administrator to Sign Contracts Staff recommends Council adopt RESOLUTION 26-83, a resolution approving the Sourcewell EZIQC contract with Solid Rock, LLC., for the Public Works Patch and Reseal Drive Aisles project in the amount of $282,504.81 and authorizing the Mayor and City Administrator to sign said contract. 6C. Approval of Public Works Apparatus Bay Roof Replacement Project; Awarding 26-150 the Construction Contract; Authorizing the Mayor and City Administrator to Sign Contract; Approving Budget Amendment Staff recommends Council adopt RESOLUTION 26-84, a resolution awarding the Sourcewell EZIQC contract to Solid Rock, LLC., for the Public Works Apparatus Bay Roof Replacement Project in the amount of $265,211.66; authorizing the Mayor and City Administrator to execute the contract; and approving the associated budget amendment. 6D. Approval of Agreement Related to the Gold Line Bus Rapid Transit Project; 26-151 Approve Ownership and Maintenance Agreement for Assets Constructed with Gold Line Bus Rapid Transit Project Staff recommends that Council adopt RESOLUTION 26-85, a resolution approving the Ownership and Maintenance Agreement with the Metropolitan Council for the operation and maintenance of assets constructed with the Gold Line Bus Rapid Transit Project. 6E. Approval of 2026 Well No. 7 and Well No. 16 Rehabilitation Project; 26-152 Construction Contract Award Staff recommends Council adopt RESOLUTION 26-86, a resolution authorizing the Mayor and City Administrator to award and execute a contract with Bergerson-Caswell, Inc. for 2026 Well No. 7 and Well No. 16 rehabilitation Woodbury City Council Agenda July 22, 2026 | 7:30 PM project with a net bid of $276,255 following review of bids and qualifications by the project consultant and staff. 6F. Approval of Temporary On-Sale Intoxicating Liquor License for Woodbury Days 26-153 Council Staff recommends Council approve issuing a temporary on-sale intoxicating liquor license to Woodbury Days Council effective Friday, August 28, 2026 between the hours of 4:00 p.m. and 10:00 p.m.; Saturday, August 29, 2026 between the hours of 12:00 noon and 10:00 p.m.; and Sunday, August 30, 2026 between the hours of 12:00 noon and 4:00 p.m. following the restrictions as listed in Council Letter 26-153. 6G. Approval of Consumption and Display Permit; Amore a Tavola Restaurant Group 26-154 dba Ronnally’s Pizza and Pasta at 1560 Woodlane Drive Staff recommends Council approve the issuance of a Consumption and Display Permit to Amore a Tavola Restaurant Group dba Ronnally’s Pizza and Pasta effective August 1, 2026 through March 31, 2027. 6H. Abstract of Bills The abstract of bills includes payments made from the operating or project budgets for expenses of the city. The expenditures are from all funds of the city. Any purchased contracts requiring signature of the Mayor and City Administrator are hereby approved. Staff recommends approval of the abstract of bills for June 26, 2026 in the amount of $6,086,101,65 and July 3,2026 in the amount of $2,834,596.67. 7. Public Hearing In order to allow for a full airing of all speaker comments, individual remarks may not exceed 10 minutes each. If a speaker determines that more time is necessary, they are advised to make a request in writing to the Mayor at least three days prior to the hearing. If there are more than three (3) green sheets submitted to make comments at a public hearing, the Mayor may reduce the individual time allotted to each speaker so that all interested parties have the opportunity to provide their comments within the aggregate thirty-minute (30) public comment period of the public hearing process. Remarks or points already made by someone else should not be repeated, unless simply to state that they are “opposed” to, or “favor” the issue. Remarks should be limited to the subject at hand only. Speakers are encouraged to coordinate presentations to the extent possible. Minutes Woodbury City Council Workshop Wednesday, July 8, 2026 6A Pursuant to the due call and notice thereof, a workshop meeting was held at Woodbury City Hall, 8301 Valley Creek Road, on the 8th day of July 2026. Present: Mayor Anne Burt; Councilmembers Kim Wilson, Jennifer Santini, Donna Stafford, and Steve Morris. Others Present: Jeffrey Dahl, City Administrator; Angela Gorall, Deputy City Administrator; Jason Schirmacher, CFO/Controller; Jason Posel, Public Safety Director/Police Chief; Mary Van Milligan, Public Works Director; Rob James, ICT Director; and additional staff present in-person and on-line. Meeting was called to order at 5:36 p.m. Workshop Discussion Items 1A. Introduction and Overview of Long-Term Financial Plan 2027-2036 Presentation provided by a consultant from Abdo with Council questions, comments, and discussion throughout. Council provided direction to staff to provide the property tax levy slide as presented to include the past 10 years for Council review. No further direction was provided to staff specific to the plan. Council expressed support for continued refinement of the plan and on-going annual development. 1B. Review of Long-Term Staffing Plan 2027-2031 for Inclusion in 2027 Proposed Annual Budget Presentation provided by staff with Council questions, comments, and discussion throughout. Respective Department Heads providing details on proposed 2027 position requests. No specific direction was provided to staff on changes to positions as to be incorporated into the 2027 Proposed Annual Budget at this time. Guidance was provided to budget for the Building Maintenance position based on the expected start date of the position. Council provided guidance to staff to provide further justification of the ICT PIO position request; further details of the justification are desired. Council provided further guidance on changes to future presentations and timing of the discussion being preferable after being presented with annual performance measures. 1C. Update of Public Safety Strategic Initiative: Safer Community through Culture, Connections, and Crime Prevention Presentation provided by staff with Council questions, comments, and discussion throughout. Council provided no specific direction in regard to information presented and the overall strategic initiative. Council was supportive for staff to further promote and share presented results with the community. Administrator Comments and updates None Mayor and City Council Comments and Commission Liaison Updates Wilson provided concerns about corporate purchasing of homes in Woodbury. Wilson will share further information to Dahl, to then share with the full Council. Council will then provide direction on potential future discussion. Wilson provided comments on the sidewalk located on the west side of Woodlane Dr. (south of Lake Road), asking for consideration of features to improve crossing safety. Staff to provide Council the final design for this segment for Council to further review and provide direction on potential future discussion. Dahl, City Administrator Subject: Approval of Public Works Patch and Reseal Drive Aisles Project; Awarding the Construction Contract; Authorizing the Mayor and City Administrator to Sign Contracts Summary The Public Works apparatus bay consists of a concrete floor that has deteriorated in numerous locations. While many areas have been patched over the years, some repairs are failing and have become trip hazards. Several sections now require full-depth concrete replacement, while other deteriorated areas can be repaired using an acrylic filler. Following these repairs, the entire floor will be sealed to help prevent future deterioration and improve long-term maintenance and cleanability. In late 2025, staff solicited a proposal from Solid Rock, LLC., to replace deteriorated sections of the apparatus bay floor, repair additional areas that remain structurally sound, and reseal the entire floor. Solid Rock, LLC., submitted a competitive proposal in the amount of $282,504.81 through the Sourcewell Cooperative Purchasing Program. Recommendation Staff recommends Council adopt the attached resolution approving the Sourcewell EZIQC contract with Solid Rock, LLC., for the Public Works Patch and Reseal Drive Aisles project in the amount of $282,504.81 and authorizing the Mayor and City Administrator to sign said contract. Fiscal Implications The 2026 Adjusted Annual Budget includes funds in the amount of $295,000 for the Public Works Patch and Reseal Drive Aisles Project from the Capital Improvement Fund. Sufficient funds are available for a contract with Sourcewell EZIQC Contract with Solid Rock, LLC., in the amount of $282,504.81. Council Letter 26-149 July 22, 2026 Page 2 Policy Purchasing policy AD-FIN-4.8 requires Council approval for contracts exceeding $175,000 and for budget amendments. Public Process This is the first public process for this item. Background The Public Works apparatus bay was built in numerous divided sections over a period of several remodels and additions, with the last remodel being completed in 2019. Sections of the floor are failing and require replacement. The apparatus bay concrete floor has not been resealed since that remodel. Dahl, City Administrator Subject: Approval of Public Works Apparatus Bay Roof Replacement Project; Awarding the Construction Contract; Authorizing the Mayor and City Administrator to Sign Contract; Approving Budget Amendment Summary During the winter of 2025-2026, the Public Works building experienced roof leaks in several areas of the finished office space. Staff anticipate the existing synthetic rubber roof membrane (EPDM) will continue to deteriorate, increasing the likelihood of larger failures within the roof system. A 2025 roof inspection completed by The Garland Company determined that the EPDM membrane has reached the end of its expected service life and recommended complete replacement of the affected roof sections. In late 2025, staff obtained a proposal from Solid Rock, LLC., to replace the roof sections over the finished office areas. The proposal, totaling $265,211.66, was obtained through the Sourcewell EZIQC Cooperative Purchasing Program, which satisfies Minnesota procurement requirements and does not require additional competitive proposals. The as bid cost exceeded the original budget estimate due to increases in the price of EPDM roofing materials and other associated construction materials. Recommendation Staff recommends Council adopt the attached resolution awarding the Sourcewell EZIQC contract to Solid Rock, LLC., for the Public Works Apparatus Bay Roof Replacement Project in the amount of $265,211.66; authorizing the Mayor and City Administrator to execute the contract; and approving the associated budget amendment. Fiscal Implications The 2026 Adopted Annual Budget includes funds in the amount of $250,000 for the Public Works Apparatus Bay Roof Replacement Project from the Capital Improvement Fund. The total estimated project cost, including a Sourcewell EZIQC contract with Solid Rock, LLC., and a seven percent Resolution 26-150 July 22, 2026 Page 2 construction contingency is $285,000. Sufficient funds are available for a budget amendment in the amount of $35,000 for the Use of Fund Balance from the Capital Improvement Fund. An increase of expenditures is also necessary to have full appropriation for completion of the project. Policy Purchasing policy AD-FIN-4.8 requires Council approval for contracts exceeding $175,000 and for budget amendments. Public Process This is the first public process for this item. Background The Public Works facility roof consists of multiple sections that were constructed during several building additions and renovations over many years. Some sections of the roof use a built-up roofing system, which consists of multiple layers of asphalt and reinforcing materials that are installed together to create a durable waterproof barrier. Other sections use a rubber membrane roofing system (EPDM), which consists of a single sheet of flexible rubber material installed over the roof surface to keep water out. The rubber membrane sections of the roof have reached the end of their expected service life and have begun to deteriorate, resulting in roof leaks in portions of the building. The project will replace the deteriorated roof sections to address current issues and reduce the likelihood of future roof failures. Dahl, City Administrator Subject: Approval of Agreement Related to the Gold Line Bus Rapid Transit Project; Approve Ownership and Maintenance Agreement for Assets Constructed with Gold Line Bus Rapid Transit Project Summary The City of Woodbury and Metropolitan Council have collaborated to establish an Ownership and Maintenance Agreement (OMA) that defines the responsibilities for assets constructed with the Gold Line Bus Rapid Transit (BRT) Project. This agreement outlines ownership, maintenance, and cost- sharing responsibilities for public infrastructure including utilities and roadway assets along the Gold Line corridor. Recommendation Staff recommends that Council adopt the attached resolution approving the Ownership and Maintenance Agreement with the Metropolitan Council for the operation and maintenance of assets constructed with the Gold Line Bus Rapid Transit Project. Fiscal Implications There are no direct fiscal implications with the agreement. Utility and roadway assets will be maintained through appropriate operating and enterprise funds and planned for future replacement through the Capital Improvement Planning process. Assets identified with a cost share between both Woodbury and Metropolitan Council include an invoicing process for reimbursement. Policy Intergovernmental agreements require approval by the City Council by resolution. Public Process No specific public process is required for the approval of this agreement. The Gold Line BRT Project underwent an extensive public engagement process, and asset ownership and maintenance responsibilities were identified as part of that effort. Council Letter 26-151 July 22, 2026 Page 2 Background The Gold Line BRT Project, led by the Metropolitan Council, enhances transit connectivity within the region. As part of this initiative, sanitary sewer, watermain, storm sewer, roadway and other public capital assets were constructed within Woodbury. The Joint Powers and Construction Cooperation Agreement (JPCCA) between the City and Metropolitan Council acknowledged that the details of ownership and maintenance of infrastructure constructed by the Gold Line project would be addressed in future cooperative agreements. The assets necessary for operation of the Gold Line BRT line are identified for ownership and maintenance by the Metropolitan Council. Assets typically owned and operated by the City remain under jurisdiction of the City of Woodbury. The agreement ensures a clear delineation of responsibilities, including cost-sharing arrangements for operations, maintenance, and system component replacements that have a shared purpose. The ownership and maintenance obligations covered within the agreement are consistent with those drafted during the design stage of the project and provided in the Maintenance IRT Ownership & Maintenance Responsibility Memorandum – Final dated June 20, 2019. Written By: Tony Kutzke, Assistant Engineering Director/City Engineer Approved Through: Chris Hartzell, Engineering Director Attachment: Resolution Resolution 26-85 Resolution of the City of Woodbury, Washington County, Minnesota Approving the Ownership and Maintenance Agreement with the Metropolitan Council for the Operation and Maintenance of Assets Constructed with the Gold Line Bus Rapid Transit Project WHEREAS, the Gold Line Project is a 10-mile primarily dedicated Bus Rapid Transit (BRT) line that connects Saint Paul, Maplewood, Landfall, Oakdale, and Woodbury; and WHEREAS, the City and Council have entered into a Joint Powers and Construction Cooperation Agreement (JPCCA), identified as Council Contract #21I058 and City Agreement #2022- 30-920, describing the agreed upon duties and obligations related to the construction of the Gold Line Project; and WHEREAS, the JPCCA acknowledged that the details of ownership and maintenance of infrastructure constructed by the Gold Line Project would be addressed in future agreements; and WHEREAS, a separate agreement between the City, Council, and Washington County, identified as Council Contract #23I098 and City Agreement #2024-10-1230, addresses Ownership and Maintenance responsibilities for traffic signals constructed by the Project within the City; and WHEREAS, a separate agreement between the City, Council, and MnDOT, identified as Council Contract #25I007 and City Agreement #2025-30-1558, addresses Ownership and Maintenance responsibilities for the Bielenberg Bridge over Interstate 94 constructed by the Project within the City; and WHEREAS, a separate agreement between the City, Council, and MnDOT, identified as Council Contract #22I052 and City Agreement #2023-30-1208, addresses Ownership and Maintenance responsibilities for the Woodlane Park and Ride constructed by the Project within the City; and WHEREAS, a separate agreement between the City of Woodbury and the City of Oakdale will address Ownership and Maintenance of the Stormwater Best Management Practice constructed by the Project in Menomini Park; and WHEREAS, the Council and Washington County entered into a Vehicle Use and Maintenance Council Agreement #25I121 City of Woodbury Agreement #2026-30-1647 Agreement (VUMA), identified with Council Contract #24I031, to address maintenance, including snow and ice control, for the BRT Guideway; and WHEREAS, snow plowing services provided by Washington County and funded by the Council under VUMA 24I031 for the BRT Guideway in Woodbury includes (1) plowing of City Owned and Maintained vehicle travel lanes adjacent to the Dedicated BRT Guideway on Bielenberg Drive and (2) plowing of the portion of Guider Drive which the Project operates within; and WHEREAS, VUMA 24I031 with Washington County terminates March 21, 2030, unless the term is extended by a formal amendment; and Resolution 26-85 July 22, 2026 Page 2 WHEREAS, it has been determined that an Ownership and Maintenance Agreement is necessary to establish the roles and responsibilities of the City of Woodbury and the Metropolitan Council regarding the operation and maintenance of assets constructed by the Gold Line BRT project; and WHEREAS, a cooperative effort among the City and Metropolitan Council is the appropriate method to ensure the proper operation and long-term maintenance of these assets; and WHEREAS, the Ownership and Maintenance Agreement outlines the responsibilities for ownership, maintenance, and cost-sharing among the City and Metropolitan Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Woodbury, Washington County, Minnesota as follows: 1. The Ownership and Maintenance Agreement with the Metropolitan Council for assets constructed with the Gold Line Bus Rapid Transit Project is hereby approved. 2. The City conducts maintenance of municipal wells as an annual rehabilitation program. Wells are typically placed on a ten-year cycle for major rehabilitation to ensure continued reliability and availability to meet the City’s water demand. Bids for the 2026 Well No. 7 and Well No. 16 Rehabilitation Project were received at 1:00 p.m. on June 25th, 2026, and opened virtually using Microsoft Teams along with Quest Construction Data Network VirtuBID. A total of three bids were received for this project, and the lowest bid was received from Bergerson-Caswell, Inc. Recommendation Staff recommends Council adopt the attached resolution authorizing the Mayor and City Administrator to award and execute a contract with Bergerson-Caswell, Inc. for 2026 Well No. 7 and Well No. 16 rehabilitation project with a net bid of $276,255 following review of bids and qualifications by the project consultant and staff. Fiscal Implications The 2026 Adopted Annual Budget includes funds in the amount of $370,000 for the well rehabilitation project. The engineer’s estimate for the construction phase of the Well No. 7 and Well No. 16 rehabilitation project is $346,960. Sufficient funds in the amount of $331,506 are available from the Water and Sewer Utility Fund – Water Division for a contract of the lowest bid from Bergerson-Caswell, Inc. for $276,255 with a total not to exceed price for this project containing a 20 percent contingency of $55,251. Policy The Well No. 7 and Well No. 16 rehabilitation project aligns with the City’s 2025–2028 Strategic Initiative for Drinking Water, which supports a reliable and sustainable water supply. As done in previous years, Woodbury Days Council has submitted an application for a temporary on-sale intoxicating liquor license to be used at Ojibway Park during Woodbury Days. The request will allow the service of intoxicating beer and wine. Woodbury Days Council has requested permission to sell alcohol on the following days and times: 1. Friday, August 28, 2026 4:00 p.m. to 10:00 p.m. 2. Saturday, August 29, 2026 12:00 Noon to 10:00 p.m. 3. Our compliance officer will provide this training at no cost to the applicant. Staff as well as the City attorney has reviewed the application. A Consumption and Display Permit allows a business establishment to permit the consumption and display of intoxicating liquor on the premises. The permit does not authorize the sale of intoxicating liquor. The licensing requirements are set by State Statute and the City approves the permit with final approval from the State. The license year of a Consumption and Display Permit is the same as the City’s liquor licensing term which is April 1 through March 31 of each year. Amore a Tavola Restaurant Group will be required to renew their permit prior to March 31, 2027. Recommendation Staff recommends Council approve the issuance of a Consumption and Display Permit to Amore a Tavola Restaurant Group dba Ronnally’s Pizza and Pasta effective August 1, 2026 through March 31, 2027. The proposed project includes 4.1 miles of residential roadway and utilities within the Woodbury Heights neighborhood, east of Century Avenue and south of Interstate 94 as shown on the attached map. The proposed improvements include full roadway reconstruction, replacement of aging watermain infrastructure, sanitary sewer rehabilitation and replacement, replacement of water and sanitary sewer services, storm sewer repairs and rehabilitation, stormwater quality improvements, trail rehabilitation, park improvements, and rehabilitation of the Upper Afton Road Fire Station parking lot. The majority of the existing infrastructure within the project area was originally constructed in the late 1950s and has reached the end of its useful service life. To proceed with the 2027 Roadway Reconstruction Project, Council is requested to hold the Public Improvement Hearing, approve the preliminary report, order the project, approve the Letter of Engagement (LOE) with Bolton & Menk for preparation of plans and specifications, authorize preparation for the plans and specifications, and acquisition and, if necessary, condemnation of easements. A super majority of four votes is required to move the project forward in accordance with Minnesota State Statute. Recommendation Staff recommends Council adopt the attached resolution approving the preliminary report, ordering the project, executing a Letter of Engagement with Bolton & Menk, Inc., in the amount of $374,450 for final design, authorizing preparation of plans and specifications and authorizing preparation, acquisition and, if necessary, condemnation of easements for the 2027 Roadway Reconstruction project. Fiscal Implications The 2027-2031 Adopted Capital Improvement Plan along with the 2025 and 2026 Adopted Annual Budgets include total funds in the amount of $24,695.00 from a combination of the Afton Road Fire Council Letter 26-155 July 22, 2026 Page 2 Station Parking Lot project and the 2027 Roadway Reconstruction Project. Funding sources include the Street Reconstruction/Maintenance Fund, Storm Water Utility Fund, Water and Sewer Utility Fund, Parks and Trails Replacement Fund, Capital Improvement Fund, and special assessments to the benefiting properties. The total cost for the 2027 Roadway Reconstruction Project is currently estimated at $24,812,700. Policy The 2027 Roadway Reconstruction Project follows the procedures set by Minnesota State Statutes regarding competitive bidding and special assessments. The project is consistent with the Safety- First Policy Council Directive and Safe Streets for All Action Plan and the project process included collecting feedback from the neighborhood regarding traffic safety. A pedestrian refuge island is proposed on Upper Afton Road and staff previously reviewed pedestrian improvements with City Council on January 8, 2025. Public Process Public engagement has been an important component of the project development process. Two neighborhood open houses have been held to share project information, discuss the proposed improvements, and collect resident feedback. The first open house was held on November 13, 2025, and the second was held on May 28, 2026. Feedback received during the public engagement process has influenced the proposed project scope. Rath Drive currently terminates at Shawnee Park without a cul-de-sac. The proposed project includes construction of a new cul-de-sac on City-owned park property at the end of Rath Drive to better accommodate vehicle turning movements, improve traffic operations, and enhance winter maintenance and snow removal activities. That the appraisal of damages for the subject takings is hereby approved as the official appraisal of the City. 8. That staff and legal counsel are hereby authorized to take all necessary steps to acquire possession of the subject property pursuant to the provisions of Minnesota Statutes Chapter 117. 9. The area to be assessed to pay the cost of the said improvement shall include the property described in said notice. 10. Said improvements shall hereafter be known and referred to as the 2027 Roadway Reconstruction Project. 11. The Council directs the City Engineer to prepare plans and specifications for the public improvement and directs the City Engineer to approve the plans and specifications and file them with the Clerk in conformance with Minn. Authorization is given to enter into a contract with Bolton and Menk, Inc., for engineering professional design services for the 2027 Roadway Rehabilitation Resolution 26-87 July 22, 2026 Page 3 Project.
