RECOMMENDATION FOR ACTION: Staff recommends that the SAC formally recommend to City Council that $375,000 of General Fund resources earmarked for sustainability be directed towards next year's Woodland Public Library efficiency, sustainability, and roof replacement project. 3. RECOMMENDATION FOR ACTION: Staff recommends that the SAC formally direct City staff to notify the Sustainability Advisory Committee of any pending applications for a data center project within the city’s Urban Limit Line; and provide updated background information to the SAC as requested. F. MEMBER REPORTS This is an opportunity for members of the Committee to report on relevant activities or topics related to the Committee’s charge. 4. RECOMMENDATION FOR ACTION: Staff recommends that, as part of its regular member reports, the SAC discuss a recommendation to the City regarding detention basins G. Page 1 SUSTAINABILITY PROJECTS Project Name Description Status The City of Woodland extended its waste-hauling Rollout of state-mandated green top organic bins scheduled to begin August 1 City / WM Agreement agreement with WM, effective September 1, 2025 Bins in good shape will get tops swapped, reused; others will be replaced. Old bins to be recycled per WM Second in-person public workshp on July 20 This second public workshop is an opportunity to: - Learn about what YCRRC has been up to since workshop one County-wide effort to create a Yolo Regional Resilience - Share community climate resilience updates and resources Collaborative (YRRC) that will position us for better - Connect with partners across the region Regional Resilience Grant collaboration on regional projects and additional - Provide feedback on the eight priority project descriptions that were developed from the resilience needs identified Program funding; state funded through a grant. during workshop one County-wide effort to perform an analysis for the county's ZEV infrastructure needs, positioning us better for future grant applications and investments; each Zero Emission Vehicle (ZEV) member will work with selected consultant on a Final Draft plan submitted back to County and consultants in June; expected receipt by Board of Supervisors in Action Team municipal fleet transition plan. August 2026. City-County Climate Working Regional climate and sustainability collaboration: Local City is a member and staff are actively attending meetings. Most recent meeting focused on home energy Group city and county staff in Yolo and Sacramento counties assessments. Spencer Bowen on the CRCRC Steering Committee for five years; CRCRC activities helped in efforts such as the Capital Regional Climate above OPR grant application and Federal EPA CPRG program. Resilience Collaborative Sacramento region-wide (six county) group to share (CRCRC) best practices and coordinate efforts. Will invite SAC members to next public workshop. All downtown chargers updated to new technology (Charge Point) Fleet services complying with State's "Green Fleets" rules and participating in ZEV Action Team (see above); all new, non-public safety fleet purchases are on hold due to City budget constraints. Zero-Emission Vehicle (ZEV Installation of ZEV infrastructure and procurement of New parking lot project at the Community Center also installed multiple charging ports (closer to the new pool and support vehicles Community Center) Identify and promote a citywide bike loop to promote Woodland Bike Loop active transporation City anticipates receiving roughly $14K from Clean Air Grant program for further bike loop improvements. Project officially selected as part of SACOG's Mobility Zones program Page 2 General Fund Dollars Earmarked for Sustainability – Recommendation Sustainability Advisory Committee, July 2026 Background: In 2022, Woodland City Council earmarked $400,000 General Fund dollars that originated from the American Rescue Plan Act for “Sustainability / Carbon Reduction / Climate Resiliency Projects.” After months of discussion, the Sustainability Advisory Committee is prepared to make a recommendation focused on efficiency and sustainability improvements at the Woodland Public Library Efficiency & Sustainability Improvements – Woodland Public Library Currently, the Library relies on inefficient and outdated appliances. As part of an overall effort for a new roof and updated rooftop appliances, this funding could support some more sustainable options. Should SAC recommend this funding, the project is scheduled to move forward with bid and construction in 2027. Reminder About Current Scope: The library roof project began life as a building Capital Improvement Project without a sustainability focus. That said, sustainability is considered in every part of the project. In addition to being near the end of their useful life, that HVAC units cooling the library do not comply with the State of California’s updated efficiency standards. Significant reconstruction of the HVAC platform will be required to accommodate bringing fresh outside air into the units per the state requirement. Replacing the mechanical units together with this construction increased the initial project cost estimate 3 or 4 fold. To keep the project obtainable, the City’s consultant Page 3 specified units that provided significant energy savings with a reasonable up front cost. These are not the most efficient HVAC units money can buy but are significantly more sustainable than the units currently in use. Furthermore, the proposed HVAC units also use the new, more ecologically friendly refrigerant R454B, while the current units use the older refrigerant R-22, which was banned in 2020 and is no longer available Air conditioner efficiency is measured by the Seasonal Energy Efficiency Ratio (SEER). This is the total cooling output divided by the total energy used (both in British Thermal Units). This project replaces existing 8.0 SEER units with 14 SEER units, increasing efficiency by 40%. The corresponding furnace portion of these units go from 80% efficiency to 97%. The project will also increase the efficiency of the two package units by 10% and 20% respectively. The City’s Fleet & Facilities Manager estimated that further increasing the SEER rating to the next level would only result in annual savings of about $24,000 and not provide a return on investment in a reasonable period. The estimated hardware cost alone to achieve the aforementioned increased efficiencies is $533,000, with another $85,000 to modify the HVAC mounting area to accommodate mandated outside air intakes. The replacement roof has an underlayment that increases thermal efficiency but the extent is difficult to quantify. An increase in thermal efficiency is an upgrade to the structure and will last longer than the mechanical air handling units. Without contingencies, bonds, insurance, etc., the project is currently estimated to cost $1,776,000, with roughly one third of the total focused on energy efficiency. Page 4 Sustainability Advisory Committee Notification Concerning Potential Data Center Sustainability Advisory Committee Meeting July 2026 Background: As originally suggested by Committee Member Mark Aulman Rumors have begun to circulate regarding alleged proposals for prospective large-scale data center projects within the Woodland city limits. Such projects, if approved without adequate mitigation, may be expected to result in major impacts on water, electric power and other environmental factors affecting Woodland residents and businesses. Resolved: That City of Woodland staff members promptly notify the Sustainability Advisory Committee (SAC) of any pending applications for a data center project within the city’s Urban Limit Line; and provide updated background information to the SAC as requested.
