Proclamation - Pat & Beth Murphy (Chattahoochee Gold Swim Program) (Michael Caldwell) ITEM 3. APPOINTMENTS/OATH OF OFFICE 1. Appointment of Christopher Brazelton to Urban Redevelopment Authority (Michael Caldwell) This appointment will fill the seat previously held by Indya Miller. ITEM 4. ANNOUNCEMENTS 1. Announcements (Brian Wolfe) City offices will be closed on Monday, September 1st in observance of Labor Day. The 2025 Woodstock Scarecrow Invasion will take place in downtown Woodstock from October 1st through the 31st. Registration takes place on Tuesday, September 2 at the Woodstock Visitors Center. For more information visit visitwoodstockga.com. The Brown Bag Concert Series takes place Thursdays in September from 12:00 to 1:00 p.m. in the Park at City Center. Adopt Resolution No. 2025-024 Noticing Call for Special Election (Referendum - HB 807) - Homestead Exemption Extended to Surviving Spouses (Robyn Adams) Request for approval to adopt Resolution No. 2025-024 providing notice of a special election to the qualified voters of the City of Woodstock, Georgia to amend the act providing homestead exemption extending the exemption to surviving spouses. The special election will be held on November 4, 2025. 2. Adopt Resolution No. 2025-025 Noticing Call for Municipal General Election (Robyn Adams) Request for approval to adopt Resolution No. 2025-025 providing notice of the Municipal General Election to the qualified voters of the City of Woodstock, Georgia to fill the seats expiring on December 31, 2025 for Mayor, Council (Ward 1), Council (Ward 3), and Council (Ward 5). The election will be held on November 4, 2025. 3. Approve Resolution No. 2025-027 - Fire Station Project Fund (Fire Station Bond 2025) Borrow from W/S Tap Fee Fund (Ron Shelby) Request approval to adopt Resolution No. 2025-027 for the Fire Station Project Fund (Fire Station Bond 2025) for the construction of the Fire Station Project. Bond issuance proceeds will be received (anticipated December 1, 2025), after expenditures are anticipated to be made. 4. Approve Resolution No. 2025-028 - Reimbursement Resolution Fire Station Bond 2025 (Ron Shelby) Request for approval to adopt Resolution No. 2025-028 authorizing the reimbursement of project expenses from the proceeds of tax - exempt obligations (Fire Station Bond 2025) related to the Fire Station Construction Project. 5. Adopt Resolution No. 2025-030 and Highway 92 Development Standards Livable Centers Initiative Plan (Cameron Dunn) Request for approval to adopt Resolution 2025-030 and the Highway 92 Development Standards Livable Centers Initiative Plan. This study builds off of the existing Town Center LCI adopted by Council in January 2022. The updated plan provides analysis on development adjacent to the Highway 92 corridor roughly between Interstate 575 and Main Street, and provides proposed design themes and a regulatory framework to manage future growth along the corridor. This work product was funded with a grant from the Atlanta Regional Commission, with Lord Aeck Sargent serving as project consultant. 6. Approve Alcohol License - Succulent Hospitality, LLC dba Paloma Tequila & Tacos (Duane Helton) Request for approval to issue an alcohol license to Paloma Tequila & Tacos. Jason Sheetz has applied to the City of Woodstock on Behalf of Succulent Hospitality, LLC dba Paloma Tequila & Tacos for on-premise consumption with Sunday sale of distilled spirits, malt beverages, and wine at a restaurant located at 8184 Main St., Suite 100, within the city limits of Woodstock. Succulent Hospitality, LLC dba Paloma Tequila & Tacos is owned by Jason Sheetz and William Sigley. The registered agent will be Jason Sheetz. 7. Approve Surplus/Dispose of Various IT Equipment, Laptops, & Cell Phones (Katy Leggett) Request for approval to surplus and dispose of various IT equipment, laptops, and cell phones. Full list of items provided in agenda packet. Equipment will be disposed via E- recycle, GovDeals online auction or other appropriate method. 8. Ratify Purchase of Previously Completed Acquisition of Easements Associated with Parcel 57 - Neese Road Improvement Project (Northern Segment) (Jeff Moon) City Council 2 Request for approval to ratify the purchase of the previously completed acquisition of easements associated with Parcel 57 for the Neese Road Improvement Project (Northern Segment). The acquisition includes 88.41 square feet of required permanent easement, 574.68 square feet of temporary construction easement and one temporary driveway easement. 9. Ratify Purchase of Previously Completed Acquisition of Easements Associated with Parcel 4 - Walkable Woodstock – Dupree Road Connection Project (Jeff Moon) Request for approval to ratify the purchase of previously completed acquisition of easements associated with Parcel 4 for the Walkable Woodstock – Dupree Road Connection project. The acquisition includes 1,754.49 square feet of required right-of- way and 2,113.46 square feet of temporary construction easement. 10. Ratify Purchase of Previously Completed Acquisition of Easements Associated with Parcel 66 - Neese Road Improvement Project (Northern Segment) (Jeff Moon) Request for approval to ratify the purchase of the previously completed acquisition of easements associated with Parcel 66 for the Neese Road Improvement Project (Northern Segment). The acquisition includes 1,166.81 square feet of required right-of- way, 112.20 square feet of required permanent easement, 1,623.13 square feet of temporary construction easement and one temporary driveway easement. 11. Ratify Purchase of Previously Completed Acquisition of Easements Associated with Parcel 3 - Dobbs Road Multi-Use Trail Project (Jeff Moon) Request for approval to ratify the purchase of the previously completed acquisition of easements associated with Parcel 3 for the Dobbs Road Multi-Use Trail Project. The acquisition includes 1,040.85 square feet of required right-of-way and 987.99 square feet of temporary construction easement. 12. Approve Purchase of Police Patrol Vehicles (Brian Aligood) Request approval to purchase three 2026 Ford Police Interceptor Explorers for patrol use, as outlined in the Financial Impact section. 13. Approve 2025 LMIG Resurfacing IGA - Amendment 2 (Jeremy Parker) Request for approval of Amendment Two (2) to Intergovernmental Agreement with Cherokee County to provide resurfacing and road repairs for various roads in the City of Woodstock. ITEM 8. PUBLIC HEARING 1. Consideration of A#127-25: Putnam Ford Drive - Rezoning (Public Hearing & Vote) (Hannah Menard) Request for consideration of A#127-25 (Rezoning). Staff recommends the Council approve the annexation and rezoning of three Cherokee County parcels generally west of Putnam Ford Dr (15N05198B, 15N05198B, 15N05201) and the rezoning of one City of Woodstock parcel (15N05A368). Staff further recommends the partial approval of the concurrent Variance requests to accommodate the proposed 34-unit addition to the Summit at Towne Lake subdivision. In addition, staff recommends that the Council approve an update to the adopted Cherokee County Growth Boundary Agreement (GBA). 2. Staff further recommends the partial approval of the concurrent Variance requests to accommodate the proposed 34-unit addition to the Summit at Towne Lake subdivision. In addition, staff recommends that the Council approve an update to the adopted Cherokee County Growth Boundary Agreement (GBA). Consideration of A#129-25: Little River - Rezoning (Public Hearing & Vote) (Niwana Ray) Request for consideration of A#129-25 (Rezoning). Staff recommends the Council approve the annexation and rezoning of two parcels north of Little River totaling 36.32 acres. 4. Staff recommends the Council approve the annexation and rezoning of two parcels north of Little River totaling 36.32 acres (A#129-25). Consideration of Z#165-25: 604 Lovejoy Lane Condition Amendment (Public Hearing & Vote) (Cameron Dunn) Request for consideration of Z#165-25. Staff recommends that Council partially approve of a Condition Amendment request to alter Ordinance A#116-22, requiring the Applicant to provide solar reflective coating only drive aisles within the facility. The original Condition of Approval (COA) required that the Applicant install solar reflective coating over the entire paved surface of their parking lot. This case was tabled at the July 28, 2025 City Council meeting. 6. Consideration of V#215-25: 109 Rope Mill Rd (Public Hearing & Vote) (Natalie Faustine) Request for consideration of V#215-25. Staff recommends that Council approve a Variance to allow renovations that exceed the 30% gross floor area limit set by the LDO at 109 Rope Mill Road in accordance with Planning Commission recommendations. Subject to staff recommended conditions of approval. ITEM 9. NEW BUSINESS 1. Consideration of Zoning Fine Appeal: Tree Removal Violation at 142 Bentley Parkway (Cameron Dunn) Request for consideration of a zoning fine appeal for a tree removal violation that occurred at 142 Bentley Parkway. Staff recommends that Council maintain the $9,600.00 fine levied against Alejandro Petz for the felling of three (3) protected trees without approved plans or permits. 2. Consideration of Zoning Fine Appeal: Tree Removal Violation at 307 Cardinal Drive (Cameron Dunn) Request for consideration of a zoning fine appeal for the tree removal violation that occurred at 307 Cardinal Drive. Staff recommends that Council reduce the $28,650.00 fine levied against Stephanie Herbert for the felling of eight (8) protected trees without approved plans or permits. The recommended fine amount is $22,500.00. 3. Consideration of Growth Boundary Agreement (GBA) Amendment (Cherokee County Resolution 2025-R-073) (Hannah Menard) Request for consideration of an amendment to Growth Boundary Agreement. Staff City Council 4 recommends that Council approve the annexation and rezoning of three Cherokee County parcels generally west of Putnam Ford Dr (15N05198B, 15N05198B, 15N05201) and the rezoning of one City of Woodstock parcel (15N05A368). Staff further recommends the partial approval of the concurrent Variance requests to accommodate the proposed 34-unit addition to the Summit at Towne Lake subdivision. In addition, staff recommend that the Council approve an update to the adopted Cherokee County Growth Boundary Agreement (GBA). The associated rezoning and annexation items are under the Public Hearing section of this agenda. 4. Consideration of Donation Request from City of Mulberry (Jeff Moon) Request for consideration of approval of a donation to the City of Mulberry. The request, submitted by Mayor R. Michael Coker on behalf of the City of Mulberry is for the donation of five (5) decommissioned vehicles from the City of Woodstock to support the development and operations of their newly established city. A formal letter of request is included in the agenda packet for reference. 5. Consideration of TSPLOST IGA (Jeff Moon) Request for consideration of approval of an Intergovernmental Agreement with Cherokee County along with the City of Ball Ground, City of Canton, City of Holly Springs, City of Mountain Park, City of Nelson, and City of Waleska for the use and distribution of proceeds generated from a Transportation Special Purpose Local Option Sales and Use Tax.
