Announcements (Brian Wolfe) On Tuesday, November 11th, city offices will be closed in observance of Veteran's Day. Join us to honor our nation’s heroes at the Veterans Day Ceremony at 6:00 p.m. at The Chambers at City Center. The event will feature patriotic music, a presentation of colors, and a special tribute to those who have served in the United States Armed Forces. On Saturday, November 15, 2025, from 9 AM to 1 PM, Woodstock will host two recycling events at Woodstock City Church (150 Ridgewalk Parkway). At the ’Tis the Season to Be Green! Recycling & Paper Shredding Event, recycle electronics, cardboard, cell phones, batteries, eyeglasses, hearing aids, newspapers, magazines, and more. Plus secure shredding. No registration required. The Household Hazardous Waste Recycling Event with LiveThrive is for Woodstock residents only and registration is required at LiveThrive.org/Woodstock. Dispose of paint, chemicals, pesticides, Styrofoam, plastic film, and other hazardous waste safely. This event will also include book recycling. ITEM 4. MEETING DECORUM ITEM 5. PUBLIC COMMENT ITEM 6. CONSENT AGENDA City Council 1 1. Approve Alcohol License - Private Somm Fine Wine, Inc. (Melissa Sigmund) Request for approval of alcohol license for Private Somm Fine Wine, Inc. Kevin J. Luebke has applied to the City of Woodstock on behalf of Private Somm Fine Wine, Inc. for on-premise consumption of malt beverages and wine at a market located at 8200 Main Street, Suite 1105 within the city limits of Woodstock. Private Somm Fine Wine, Inc. is jointly owned by Kevin J. Luebke and Kory J. Luebke. The registered agent will be Kevin J. Luebke. 2. Approve Alcohol License - Applebee's Restaurant Mid-Atlantic, LLC dba Applebee's #78005 (Melissa Sigmund) Request for approval of an alcohol license for Applebee's Restaurant Mid-Atlantic. Jacob A. Nebergall has applied to the City of Woodstock on behalf of Applebee's Restaurant Mid-Atlantic, LLC dba Applebee's #78005 for on-premise consumption with Sunday sale of distilled spirits, malt beverages, and wine at a restaurant located at 901 Ridgewalk Parkway, within the city limits of Woodstock. Applebee's Restaurant Mid-Atlantic, LLC dba Applebee's #78005 is corporately owned by Applebee's restaurant Mid-Atlantic, LLC. The registered agent will be William S. Voller. 3. Approve MAJBA JE 20156 - Additional Gridsmart Cell Services (Jeremy Parker) Request for approval of this major budget amendment (MAJBA JE 20156) to provide additional funding for gridsmart cell services and moves funding from Street Department operating to IT Department operating. 4. Approve MAJBA JE 20160 - Fund Landscaping Along Neese Road Southern Segment (Jeremy Parker) Request for approval of this major budget amendment (MAJBA JE 20160) to fund the landscaping along Neese Road Southern Segment in the amount of $61,125. The funding is split between SPLOST V ($40,210 Marlowe Developer Contribution) and Tree Preservation Fund ($20,915). 5. Approve MAJBA JE 20197 and WWTP Emergency Purchase - Lobe Blower #3 Replacement (Coty Thigpen) Request for approval of MAJBA JE 20197 to use W/S Tap Fee Reserves to fund an emergency purchase to replace the lobe blower #3 at the Wastewater Treatment Plant. 6. Approve Street Acceptance/Abandonment (Janis Steinbrenner) Request for approval of the abandonment of one road section and the acceptance of 6 new or extended road sections for a net total of 0.8 miles. 7. Ratify Purchase of the Previously Completed Acquisition of Easements Associated with Parcel 3 for the Walkable Woodstock-Dupree Road Construction Project (Jeff Moon) Request for approval to ratify the purchase of the previously completed acquisition of assessments associated with Parcel 3 for the Walkable Woodstock-Dupree Road Connection project. The acquisition includes 366.65 square feet of required right-of-way and 323.57 square feet of temporary construction easement. 8. Ratify Purchase of the Previously Completed Acquisition of Easements Associated with Parcel 5 for the Walkable Woodstock-Dupree Road Connection Project (Jeff Moon) Request for approval to ratify the purchase of the completed acquisition of easements associated with Parcel 5 for the Walkable Woodstock-Dupree Road Connection project. The acquisition includes 13.85 square feet of required right-of-way. 9. Ratify Purchase of the Previously Completed Acquisition of Easements Associated with Parcel 7 for the Dobbs Road Multi-Use Trail Project (Jeff Moon) City Council 2 Request for approval to ratify the purchase of the previously completed acquisition of easements associated with Parcel 7 for the Dobbs Road Multi-Use Trail project. The acquisition includes 2,343.50 square feet of required temporary construction easement and one required temporary driveway easement. 10. Approve First Amendment to Easement Agreement with SSP Woodstock, LLC (Chris Luly) Request for approval of an amendment to an existing easement agreement with SSP Woodstock, LLC. The original agreement, approved by City Council on 10/13/25, granted the City easements required for the Towne Lake Parkway widening project. The purpose of the amendment is to modify the easement area by adding an additional parcel. 11. Approve Annual Contract for Vaisala Road AI Roadway Assessment System (Jeremy Parker) Request for approval of a one-year contract with Vaisala for a Road AI Pavement Assessment System. 12. Approve Contract - RFP 2022 - 18 - I-575 @ Ridgewalk Parkway DDI - Final Design - PI 0019632 (Coty Thigpen) Request for approval of the contract and to authorize the Mayor to execute. The final negotiated contract is recommended for approval following the MAJBA 20026 approved at the Oct 13, 2025 Council Meeting. ITEM 7. PUBLIC HEARING 1. Consideration of Ordinance Authorizing Urban Redevelopment Agency Plan Amendment (2nd Reading & Vote) (Jeff Moon) Request for consideration of an Ordinance to (I) Approve an amendment to the Urban Redevelopment Plan of the City of Woodstock, Georgia; (II) Designate City of Woodstock, Georgia Urban Redevelopment Areas No. 2 and No. 3; and (III) for Other Purposes. The 1st Reading on this item was heard at the November 5, 2025 Special Called Council Meeting. ITEM 8. NEW BUSINESS 1. Consideration of Ordinance Authorizing Intergovernmental Agreement (2nd Reading & Vote) (Jeff Moon) Request for consideration of an ordinance of the Mayor and Council of the City of Woodstock, Georgia to request the issuance by the Woodstock Urban Redevelopment Agency of its revenue bond (Fire Station Facilities Project), Series 2025 in the original principal amount for the purpose of financing the cost of acquiring, installing, and equipping two fire stations to be located within the City of Woodstock Urban Redevelopment areas No. 3 and No. 4 in order to fully implement the City's Urban Redevelopment Plan; to authorize the execution, delivery and performance of an Intergovernmental Agreement of sale relating to the installment sale of certain fire station facilities from the Woodstock Urban Redevelopment Agency; and for other related purposes. The 1st reading for this item was heard at the November 5, 2025 Special Called Council Meeting. 2. Ebike - Public Input (Jeff Moon) 3.
