APPOINTMENTS/OATH OF OFFICE 1. Swearing In of Police Chief Roland Castro (Michael Caldwell) ITEM 4. ANNOUNCEMENTS 1. Announcements (Brian Wolfe) The December 22nd Meeting of Mayor and Council is cancelled. City offices will be closed on December 24th and 25th in observance of Christmas. The Christmas Tree Chip and Dip will take place from December 26th to January 15th. Bring your Christmas trees to Olde Rope Mill Park and we will feed them to our chipper. You can also bring a shovel to the park and “dip” into the free mulch. City Council 1 ITEM 5. PRESENTATIONS AND DISCUSSION ITEMS 1. Recognition of PlanFirst Designation from Georgia Department of Community Affairs (Melissa Sigmund) The City of Woodstock has been designated as a 2026 PlanFirst Community by the Georgia Department of Community Affairs and chosen to participate in the program for three (3) years: January 1, 2026, until December 31, 2028. This designation recognizes the hard work and successful implementation of the City's Comprehensive Plan and acknowledges the City's commitment to identifying opportunities and setting the goals needed to move our community forward. Daniel Gaddis from DCA will present the recognition. The Memorandum of Understanding between the City of Woodstock and DCA was approved by City Council on October 27, 2025. ITEM 6. PUBLIC COMMENT ITEM 7. CONSENT AGENDA 1. Approve Alcohol License - Ninja Food Family, LLC (Melissa Sigmund) Request for approval of an alcohol license for Ninja Food Family, LLC. Qinzhang Lin has applied to the City of Woodstock on behalf of Ninja Food Family, LLC for on-premise consumption with Sunday sale of malt beverages and wine at a restaurant located at 9820 Highway 92, Suite 170, within the city limits of Woodstock. Ninja Food Family, LLC is owned by Qinzhang Lin and Qing Li. The registered agent will be Qinzhang Lin. 2. Ratify Purchase of Right-of-Way and Easements - Neese Road - Parcel 69 (Jeff Moon) Request for approval to ratify the purchase of the following along Neese Road on Parcel 69: fee simple right-of-way (1,099 square feet), a permanent slope and utility easement (152 square feet), a temporary easement for construction (1,368 square feet), and a temporary easement for construction of driveway (469 square feet). ITEM 8. NEW BUSINESS 1. Consideration of Zoning Fine Appeal: Tree Removal Violation at 1000 Churchill Court (Cameron Dunn) Request for consideration of a zoning fine appeal for the tree removal violation that occurred at 1000 Churchill Court. Staff recommends that Council maintain the $50,100.00 fine levied against IDC Development, LLC for the felling of fifty protected trees without approved plans or permits. ITEM 9. MINUTES APPROVAL 1.
