As part of the City of Woodstock annual Arbor Day Celebration, we honor those City of
Woodstock employees who have reached their 20 Year Work Anniversary during the
year by dedicating a tree in their honor. Thank you for your years of service and
dedication to our community!

1. Announcements (Colin Ake)
The vendor application for the 2026 Woodstock Farm Fresh Market is available now at
visitwoodstockga.com/market.
If you are interested in being a vendor or if you know someone who you think would be a
great fit for the market, now is the time to apply. Vendors will be approved for the Market
City Council

starting in March. Applications will be approved for the 2026 Market Season based on
quality and fit for the market, not on a first come basis. The 2026 Woodstock Farm Fresh
Market will be open every Saturday from April 18th to December 19th. Market Hours are
8:30 am to noon and the market will be located on Market Street, Elm Street and in
Reformation Brewery's backyard in Downtown Woodstock.
The Woodstock Police and Fire Departments are excited to announce the return of
“You’ve Been Egged!" On the evening of Saturday, April 4th, Woodstock police officers
and firefighters will spread Easter cheer by delivering and placing Easter eggs at
participating residences throughout Woodstock. Register your family at
woodstockga.gov/egged by Wednesday, March 23rd to join the fun!

1. Approve Surplus & Disposal via Trade-In - Various Police Weapons (Brian
Aligood)
Request for approval to authorize the surplus and dispose of various Police weapons for
the purpose of trading them in to Smyrna Police Distributors for credit toward the
purchase of new equipment.
2. Award RFQ 2026-03 (PI 0021196) and Authorize Contract Negotiations for
Design & Engineering Services for Noonday Creek Trailhead (Coty Thigpen)
Request for approval to award RFQ 2026-03 to Pond & Company and to authorize
contract negotiations for design & engineering (D & E) services for Noonday Creek
Trailhead. The final contract will be brought forward for Council approval at a future
meeting.
3. Ratify Purchase of the Previously Completed Acquisition of Right-of-Way and
Easements Associated with Parcels 45 and 46 for the Neese Road (North)
Roadway Improvement Project (Chris Luly)
Request for approval to ratify the purchase of the previously completed acquisition of
right-of-way and easements associated with Parcels 45 and 46 for the Neese North
roadway improvement project. The acquisition includes 473.23 square feet of right-of-
way, 1,343.43 square feet of permanent drainage easement, 1,278.62 square feet of
temporary construction easement for Parcel 45, and 5,680.74 square feet of right-of-way
and 3,133.62 square feet of temporary construction easement for Parcel 46.
4. Approve Arcadis Work Authorization #58 for Construction Review Submittals
and RFI Services (TLP Widening) (Chris Luly)
Request for approval of Arcadis Work Authorization #58 to provide on-call miscellaneous
construction review submittals and RFI services related to the Towne Lake Parkway
Widening project from February 11, 2026 to June 1, 2026. The agreement contemplates
Arcadis performing specified activities related to the project at certain hourly rates with
the total cost not to exceed $10,000 unless otherwise increased as directed by the City.
5. Approve MAJBA JE 20738 - Additional Funding for CDBG Dupree Road
Connection (Walkable Woodstock) Sidewalk Project (Jeremy Parker)
Request for approval of MAJBA JE 20738 which recognizes additional TAD revenue and
transfers it to SPLOST VII to fund additional costs related to the CDBG Dupree Road
Connection Walkable Woodstock sidewalk project. The additional costs are driven by
unforeseen right-of-way (ROW) acquisition costs, one essential change order, and a
critical concrete repair required at the bridge transition points for ADA compatibility.

6. Approve MAJBA JE 20763 - Additional Funding for Parking Deck Patrol (Ron
Shelby)
Request for approval of MAJBA JE 20763 which will provide for dedicated 16-hour per
week Parking Deck patrols. This Budget Amendment will use Council Contingency to
fund these patrols at a cost of $20,000, which includes related employer payroll costs. It
also provides for an additional 27 hours of patrols in case additional is required.
7. Approve Alcoholic Beverage Caterer Permits for 2026 Summer Concert
Series (Brian Borden)
Request for approval of the Alcoholic Beverage Caterer permits for Collegiate
Concessions dba Premier Events for the 2026 Summer Concert Series taking place on
May 9, June 13, July 11, August 8, and September 12, 2026.
8. Approve Road Closures - July 4th Spectacular/Christmas Jubilee Parade of
Lights 2026 (Brian Borden)
Request for approval of road closures for the 2026 July 4th Spectacular Event and the
2026 Christmas Jubilee Parade of Lights. Closures include Main Street and Rope Mill
Road, from Woodstock Elementary School at 230 Rope Mill Road to Highway 92 (Sam's
Club), on July 4 and December 6, 2026, for the City of Woodstock Holiday Parades.
Request closure of East Main St. in front of The Park at City Center for the two festivals
on the same days. Event Start Times: July 4th Spectacular Parade (10:00 am) /
December 6th Christmas Jubilee & Parade of Lights (5:30 pm). Road Closure Times:
July 4th (Parade - 9:45 am) December 6th (Christmas Jubilee Parade of Lights - 5:15
pm). Roads reopen after a pass of the street sweeper at the end of parade per police
approval.
9. Approve 2026 Summer Concert Series Band Contracts

Request for approval of RCS Productions (band) contracts for the 2026 Woodstock
Summer Concert Series.
10. Approve Change Order #11 for Noonday Creek Trail Extension from J.G.
Leone Enterprises (Chris Luly)
Request for approval of Change Order #11 from J.G. Leone Enterprises for the amount
of $79,832.00. The purpose of this change order is to construct a concrete turn up wall to
protect the bridge piles that support the State Route 92 bridge over Noonday Creek.
During the planned excavation for the trail underneath the bridge, it was discovered that
the existing bridge pile encasements do not extend far enough downward leaving the
bridge piles themselves exposed and unprotected. The trail project engineer has
designed the proposed turn up wall as a solution and this has been approved by GDOT.
ITEM 7. PUBLIC HEARING
1. Impact Fee Program Update (Coty Thigpen)
Provide update to the City's Development Impact Fee Program, including the
preparation of a new Capital Improvements Element, pursuant to the Georgia
Development Impact Fee Act. This public hearing is held in accordance with Section (3)
(a) of Chapter 110-12-2-.04 of the State’s Development Impact Fee Compliance
Requirements.
2. Consideration of Resolution No. 2026-003 Adopting Amendment to Fee
Schedule - Chapter 7.0 Water, Sewer, and Stormwater - Sections 7.1.2 and
7.1.3 (Robyn Adams)
Request for approval of Resolution No. 2026-003 adopting amendments to the fee
schedule for Chapter 7 Water, Sewer, and Stormwater in Section 7.1.2 Other Charges
and Deposits and in Section 7.1.3 Connection and System Development Charges as
City Council

identified in the redline document included in the agenda packet.
ITEM 8. NEW BUSINESS
1. Zoning Fine Appeal: Tree Removal Violation at 306 Winchester Way (Cameron
Dunn)
Staff recommends that Council amend a $22,200.00 fine assessed to Roger Connett for
the felling of five protected trees in the rear yard at 308 Winchester Way.
Recommendation: The fine be amended to require replanting in lieu of payment.
ITEM 9. OLD BUSINESS
1. Zoning Fine Appeal: Tree Removal Violation at 142 Bentley Parkway (Cameron
Dunn)
Staff recommends that Council amend the $9,600.00 fine levied against Alejandro Petz
for the felling of three (3) protected trees without approved plans or permits, allowing the
Appellant to plant three (3) trees on his property in lieu of payment. This case was tabled
at the August 25, 2025 Council Meeting.
