Proclamation - Girl Scouts (Michael Caldwell) 2. 2026 Arbor Day Celebration - 30 Year Employee Recognition (Michael Caldwell) As part of the City of Woodstock annual Arbor Day Celebration, we honor Fire Chief Batallion Shane Tetterton in recognition of his 30-year anniversary with the City. Thank you for your years of service and dedication to our community. ITEM 3. ANNOUNCEMENTS 1. Announcements (Stacy Brown) The downtown Woodstock Shamrock Crawl is Saturday, March 14th from 2:00 to 6:00 p.m. Participating restaurants will have festive food and drink specials. Get your stamp card to enter to win prizes at the visitors center or participating restaurants. The Spring Sip and Shop takes place in downtown Woodstock on Thursday, March 26th from 5:00 to 9:00 p.m. Tickets are $10 per person and they are available at the Woodstock Visitors Center or online at visitwoodstockga.com. CONSENT AGENDA City Council 1 1. Approve Alcohol License - Ding Teng, Inc. dba Sushi Bros (Melissa Sigmund) Hui Qin Chen has applied to the City of Woodstock on behalf of Ding Teng, Inc. dba Sushi Bros for on-premise consumption with Sunday sale of malt beverages and wine at a restaurant located at 10029 Highway 92, Suite 180, within the city limits of Woodstock. Ding Teng, Inc. dba Sushi Bros is owned by Hui Qin Chen. The registered agent will be Yan Chen. 2. Approve Pyro Productions Fireworks Agreement (Brian Borden) Request for approval of the Fireworks Display Agreement with Pyro Productions, Inc. for the July 4, 2026 celebration. 3. Approve Titan Global Enterprises Master Services Agreement & Statement of Work (Brian Borden) Request for approval of the Titan Global Enterprises Master Services Agreement and Statement of Work for security services during the 2026 event season. 4. Approve Emergency Repairs MAJBA JE 20834 - 1522 WWTP Emergency Purchases - Mixer, Lobe Blower Replacements & Membrane Cleaning (Jeremy Parker) Request for approval of MAJBA JE 20834 to re-purpose funding from the WWTP UV Disinfection project to fund the emergency purchase of three Flyght submersible mixers and one UBI 6024 two-lobe blower. Additionally, the membrane system requires immediate cleaning and maintenance to prevent potential damages which will also be funded by these re-purposed funds. 5. Approve Change of Non-Conforming Use for 105 Smokehill Lane, Suite 160 (Melissa Sigmund) Request for approval of change. Stacey Yancy has applied for a business license on behalf of ARS, Inc. to locate an emergency remediation service business at 105 Smokehill Lane, Suite 160. The business would include indoor storage of clients' belongings removed during remediation, as well as water remediation equipment. This would be considered a Warehouse use for purposes of zoning, which does not conform with the GC Permitted Uses. The building in question was constructed with loading dock doors and high-ceiling spaces consistent with warehouse uses and operations. This suite was previously used by a non-conforming book wholesale business, also approved by City Council. The Land Development Ordinance allows for an existing nonconforming use of a building to be changed to another nonconforming use of the same or higher classification, subject to the written approval of the City Council. Staff recommends approval of the nonconforming use of emergency restoration/remediation services at 105 Smokehill Lane, Suite 160. 6. Approve Surplus and Disposal of Police Department Vehicles (Brian Aligood) Request for approval to surplus and dispose of Police Department vehicles (qty 4). The vehicles will be disposed of via Jeff Dobson Auction (local auction) or other appropriate method. (FXA 2893, FXA 2910, FXA 2886, FXA 2892). 7. Waive Public Input Meeting - Paragon Accounting & Tax Solutions, 9026 Main Street (Melissa Sigmund) Request to to waive the public input meeting for Paragon Accounting & Tax Solutions per staff's recommendations. Paragon will be submitting a variance application to allow angled parking on Main Street in front of their future business location at 9026 Main Street. This would match the existing angled parking at adjacent developments, that was approved as part of entitlement packages for those developments. ITEM 8. NEW BUSINESS 1. Consideration of MAJBA 20744 - To Fund Downtown Playground Phase II City Council 2 Project (Brian Borden) Request for approval of MAJBA JE 20744 to accelerate the project by using reserves in SPLOST VII to fund the design and construction of the Downtown Playground Phase II project. It was anticipated for this project to begin in a future fiscal year; however, timing has allowed it to begin sooner. This project will complete the downtown playground project, adding additional play features and access from multiple locations. 2. Consideration of Earth Elements NM, LLC Agreement - Downtown Playground Project - Phase II (Brian Borden) Request for approval of the Earth Elements NM, LLC agreement for engineering and design along with construction management of the Downtown Playground Project - Phase II. The approval will also authorize the Mayor to sign the agreement. 3. Consideration of Earth Elements NM, LLC Agreement - Johnston Farm Park Master Plan and Related MAJBA JE 20836 (Brian Borden) Request for approval of the Earth Elements NM, LLC agreement for the development of the Johnston Farm Park Master Plan and related MAJBA JE 20836 in the amount of $33,500. The approval will also authorize the Mayor to sign the agreement. 4. Consideration of Extension for Conditional Use Permit - Daniel on Dupree - 119 Dupree Road (Melissa Sigmund) Request for approval of an extension for the previously approved Conditional Use Permit for 119 Dupree Road (CUP#071-23) to March 9, 2027. The Conditional Use Permit was originally approved on March 27, 2023 to allow the construction of five townhomes on the site. Since that date, the developer has taken action to move forward with readying the site for development. However, the City is currently pursuing a Development Agreement with the applicant to include additional Grid-Street improvements for the Goshen Lane extension with this project's infrastructure improvements over and above those required specifically for this development. The additional time required for negotiation of the development agreement, along with the potential for an extended construction timeline will delay the applicant from obtaining building permits. As a result, staff recommends Council approve the extension. 5. Consideration of Development Agreement with Beers Construction Partners, Inc. for Construction of Goshen Lane Extension (Chris Luly) Request for approval of a development agreement with Beers Construction Partners, Inc. for the construction of Goshen Lane south of Dupree Road. This street segment is shown on the City's Grid Street Plan and the City currently owns the parcel where the roadway segment is to be constructed. The roadway segment will be constructed by Beers in conjunction with Beers' previously approved, adjacent five (5) unit townhome development. ITEM 9. MINUTES APPROVAL 1.
