The Dos de Mayo Crawl is Saturday, May 2 from 2 to 6 p.m. in downtown Woodstock.

The Brown Bag Concert Series takes place Thursdays in May from 12 to 1 p.m. in the
Park at City Center. Bring a chair and pack a lunch or pick up takeout from a downtown
restaurant and enjoy these free lunchtime concerts. Schedule available in the special
events section of woodstockparksandrec.com.
Woodstock Summer Concert Series kicks off on Saturday, May 9th as Black Jacket
Symphony presents Bon Jovi's Slippery When Wet. Full details at

The Downtown Woodstock Walking Tour Series returns April 30th with tours highlighting
Historic Families of Woodstock. Each month April to October, the Woodstock Visitors
Center offers tours on a different topic. Tickets are $5 per person and can be purchased

1. Ratify the Purchase of Neese Road - Parcel 68 (Jeff Moon)
Request for approval to ratify the purchase of Neese Road Parcel 68 in connection with
the Neese Road Improvements Project.
2. Approve Emergency Purchases - MAJBA JE 21025 - 1522 - WWTP Pump
Emergency Purchases (Jeremy Parker)
Request for approval of MAJBA JE 21025 to re-purpose funding from the Waste Water
Treatment Plant UV Disinfection project and the Lift Station First Baptist Church Pump
project to fund the emergency purchase of two Boerger permeate pumps and one Flygt
submersible EQ Pump.
3. Approve MAJBA JE 21070 - Recognize Additional Revenue & Fund Additional
Expenses for Streetscapes VI (Jeremy Parker)
Request for approval of MAJBA JE 21070 which recognizes additional TAD revenue and
DDA contributions and funds additional expenses for the Streetscapes VI project.
4. Approve MAJBA JE 21071 - Recognize 2025 URA Bond Proceeds for
Construction of Fire Stations (Ron Shelby)
Request for approval of MAJBA JE 20171 which recognizes the 2025 URA Bond
proceeds and projected interest income for use of construction of the fire stations and
fund related expenses.
5. Approve MAJBA JE 21074 - Fund Purchase of Fire Aerial Ladder Truck (Shane
Dobson)
Request for approval of MAJBA JE 21074 which uses SPLOST V reserves to fund the
purchase of the fire aerial ladder truck. The truck delivery was anticipated to be in FY
2027. However, the truck was completed and delivered ahead of schedule.
6. Approve MAJBA JE 21091 - To Fund Purchase and Installation of Market
Street Bollards (Jeff Moon)
Request for approval of MAJBA JE 21091 which uses Green Prints reserves to fund the
purchase and installation of replacement bollards on Market Street for pedestrian safety
at the trailhead.
7. Adopt Ordinance No. 2026-005 Amending Chapter 2, Article II, Section 2-66
Expenses (2nd Reading & Final Vote) (Robyn Adams)
Request for approval to adopt Ordinance No. 2026-005 to amend Chapter 2
Administration, Article II. City Council, Division 2. Meetings, Section 2-66 - Expenses as
identified in the document included in the agenda packet. This amendment updates the
Code language to align with the revisions made to the Council Policy Manual - Council
Approval Section, as referenced in the related agenda item. The first reading for this item
was held at the April 13, 2026 Council Meeting. This serves as the 2nd Reading and final
vote.
8. Adopt Ordinance No. 2026-006 Amending Chapter 34, Article V, Section 34-
139 Holidays - Addition of Federal Holiday Juneteenth as Recognized City
Holiday (Mindy Nobis)
Request for approval to adopt Ordinance 2026-006 amending Chapter 34 Personnel,
Article V Leave, Section 34-139 Holidays to add Juneteenth (June 19th) as a recognized
City Council

city holiday. This would be an addition to the holiday list provided with pay for full-time
employees. This amendment updates the Code language as referenced in the
supporting documentation in the agenda packet. The first reading for this item was held
at the April 13, 2026 Council Meeting. This serves as the 2nd reading and final vote.
9. Approve Road Closure for 2026 July 4th Freedom Run 5K and 10K (Brian
Borden)
Request for approval to close Main Street, Rope Mill Road, Market Street, Fowler Street,
Mill Street, Maple Street, and Oak Street from 6:45 a.m. to 8:30 a.m. for the July 4th
Freedom Run 5K and 10K.
ITEM 8. PUBLIC HEARING
1. Consideration of Z#167-26 & CUP#94-26, Reagan & Ridgewalk - The Pitch
(Public Hearing & Vote) (Melissa Sigmund)
Request for approval of a Zone Map Amendment, Conditional Use Permit (CUP), and
Variances to allow for the construction of a ± 12.81 acre mixed-use development located
at the southeast corner of Reagan Street and Ridgewalk Parkway (Z#166-25,
CUP#094-26) that would include up approximately 26,000 sf of commercial uses, a
soccer stadium for semi-professional/professional soccer teams, and a maximum of
236 multi-family rental units. The application seeks to rezone the property from NC
to GC-VMU and requests a Conditional Use Permit to allow multi-family rental units
and to allow the residential units to be located on the ground floor of buildings within
the development. Associated Variances are requested to the development
standards of the LDO for the amounts and locations of provided parking.
2. Consideration of CUP#093-25: 706 Robin Court (Public Hearing &
Vote) (Cameron Dunn)
Request for consideration of CUP#093-25 - 706 Robin Court. Staff recommends
approval to grant a Conditional Use Permit to allow for a development within the
Downtown District on less than five acres with concurrent site Variances, subject to the
staff-recommended and Planning Commission-modified conditions. This case was
remanded back to Planning Commission at the March 23, 2026 Council Meeting.
3. Consideration of V#220-25: 704 Robin Court (Public Hearing & Vote) (Cameron
Dunn)
Request for consideration of V#220-25 - 704 Robin Court. Staff recommends approval of
a Conditional Use Permit to allow for a development within the Downtown District on less
than five acres with concurrent site Variances, subject to the staff-recommended and
Planning Commission-modified conditions of approval. This case was remanded back to
Planning Commission at the March 23, 2026 Council Meeting.
4. Consideration of ZTA#020-26: Lot of Record/Downtown LDO Amendment
(Public Hearing/Vote) (Melissa Sigmund)
Request for approval of ZTA#-21-26, a Zone Text Amendment that amends Chapter VII
(Performance Zoning Standards) of the Land Development Ordinance to update Article
III – General Information, Article IV – Zone District Performance Standards, Article V –
Use Districts and Regulations, and Article VII – Downtown District Standards.
ITEM 9. NEW BUSINESS
1. Consideration to Adopt Ordinance No. 2026-009 Amending Chapter 34, Article
III Adding Section 34-74 Relating to Defense of Actions (1st Reading) (Robyn
Adams)
Request for approval to adopt Ordinance No. 2026-009 amending Chapter 34 Personnel,
Article III Compensation of the City Code to add Section 34-74 relating to the Defense of
Actions arising out of the performance of duties; to provide definitions, procedures, and

limitations as identified in the ordinance. This will serve as the first reading with the
second reading and final vote scheduled for the May 11, 2026 agenda.
2. Consideration to Adopt Ordinance No. 2026-010 Amending Chapter 2, Article I
Adding Section 2-6 Relating to Service of Process (1st Reading) (Robyn Adams)
Request for approval to adopt Ordinance No. 2026-010 amending Chapter 2
Administration, Article I In General of the City Code to add Section 2-6 relating to the
Service of Process as identified in the ordinance. This will serve as the first reading with
the second reading and final vote scheduled for the May 11, 2026 agenda.
3. Consideration to Adopt Ordinance No. 2026-011 Amending Chapter 30, Article
III - Special Events (Melissa Sigmund)
Request for approval to adopt an Ordinance No. 2026-011 amending Chapter 30 -
Offenses and Miscellaneous Provisions, Article III Special Events of the City Code to
provide for revised provisions for special events. Proposed changes are shown in the
redline document included in the agenda packet.
4. Consideration of Contract with Delinquent Tax Services Incorporated (Ron
Shelby)
Request for approval of a contract with Delinquent Tax Services Incorporated for the
collection of delinquent property taxes.
