ANNOUNCEMENTS 1. Announcements (Colin Ake) Carly Pearce performs at the Woodstock Summer Concert Series on Saturday, June 13th. The event starts at 7:30 p.m. in the Northside Hospital-Cherokee Amphitheater. More info at woodstockconcertseries.com. Visit Woodstock's June Family Fun Night joins the soccer craze sweeping the world with Kickin' It In Woodstock on Thursday, June 18th in downtown Woodstock. This night of soccer fun in Woodstock will feature soccer themed activities throughout downtown, and culminating in “The Big Green” on the big screen on the Woodstock Arts Event Green. More info at visitwoodstockga.com. ITEM 4. MEETING DECORUM ITEM 5. PUBLIC COMMENT ITEM 6. CONSENT AGENDA 1. Approve ZTA#020-26: Lot of Record/Downtown LDO Amendment (2nd Reading) (Melissa Sigmund) Request for approval of ZTA#-21-26, a Zone Text Amendment that amends Chapter VII (Performance Zoning Standards) of the Land Development Ordinance to update Article City Council 1 III – General Information, Article IV – Zone District Performance Standards, Article V – Use Districts and Regulations, and Article VII – Downtown District Standards. 2. Approve Agreement with Precision Blasting, LLC - Little River Park (Brian Borden) Request for approval of an agreement with Precision Blasting, LLC for the drilling and blasting of rock at the entrance of Little River Park near Trickum Road portion. The location of the entrance road and supporting utilities to this section of the park from the recently completed Nocatee Trail Roundabout will require the removal of non-rippable rock. 3. Approve Agreement with Blankenship Siteworks - Little River Park (Brian Borden) Request for approval of an agreement with Blankenship Siteworks for the excavation and removal of shot rock from the entrance to Little River Park. 4. Approve Elm Street Pedestrian Plaza Proposal (Coty Thigpen) Request for approval of proposal from Pond & Company for design and engineering services for the Elm Street Pedestrian Plaza. 5. Approve an Agreement and Release of Special Provision with CRL Real Estate, LLC and ROL Real Estate, LLC related to the Lyndee Lane Extension Project (Chris Luly) Request for approval of an agreement and release of a special provision with CRL Real Estate, LLC and ROL Real Estate, LLC. A special provision the City agreed to in a right of way acquisition deed for the Lyndee Lane Extension project is that the City will provide a top coat of asphalt on private alleyways internal to the Pines at Lyndee residential development. In review of the project, City staff and the Pines at Lyndee developer have agreed that it is more practical, cost effective and efficient for the City to provide funds directly to the developer to perform the top coat themselves instead of the City performing the work for the developer. Staff recommends approval of the agreement to modify the original agreement and provide funds directly. 6. Deny Ante Litem - Richard Pearson, Jr. and Victoria Pearson (Jeff Moon) ITEM 7. PUBLIC HEARING 1. Consideration of V#221-26: Paragon, 9026 Main St & 105 Barnesdale Terrace (Public Hearing & Vote) (Niwana Ray) Request for consideration of V#221-26. Staff recommends City Council approval of a variance to allow angled on-street parking rather than parallel at 9026 Main Street and 105 Barnesdale Terrace. 2. Consideration of Z#170-26: 125 Lorraine Parkway (Public Hearing & Vote) (Cameron Dunn) Request for consideration of Z#170-26. Staff recommends approval with conditions of a Rezoning, Conditional Use Permit, and concurrent Variance requests to allow for the development of a 92,500 SF warehouse off of Olde Rope Mill Park Road and Lorraine Parkway. 3. Consideration of Z#168-26: Barnesdale Terrace Redevelopment (Public Hearing & Vote) (Natalie Faustine) Staff recommends partial approval of a Rezoning, Conditional Use Permit, and concurrent Variance requests to allow for the development of a 113-unit single-family development, subject to staff conditions. 4. Consideration of Z#169-26: 8261 Main Street (Public Hearing & Vote) (Cameron City Council 2 Dunn) Request for consideration of Z#169-26. Staff recommends approval with conditions of Zoning Condition Amendment and concurrent Variance requests to a previously approved project (Z#162-24) at 8261 Main Street to allow for a development comprised of 9,000 SF of commercial space, 34 townhomes, and 2 condominium units at the corner of Dobbs Road and Main Street. 5. Consideration of CUP#095-26: 9845 Main St (Public Hearing & Vote) (Natalie Faustine) Request for consideration of CUP#095-26. Staff recommends denial a Conditional Use Permit for a "Gas/Fuel Station" use and concurrent Variances at 9845 Main Street. 6. Consideration of Approval of FY 2027 Annual Operating Budget & Adoption of Ordinance No. 2026-013 (Public Hearing & Vote - 1st Reading) (Crystal Welch) Request for approval of the FY 2027 Annual Operating Budget and Ordinance No. 2026- 013 (Presentation and 1st reading/public hearing). The Ordinance is to provide for the adoption of a budget, its execution and effect for the fiscal year beginning July 1, 2026 and ending June 30, 2027. ITEM 8. NEW BUSINESS 1. Consideration of Ordinance No. 2026-015 - Emergency Ordinance Establishing Moratorium On Acceptance of New Application Related to Business Licensing, Development, Or Construction on Certain Properties Legislatively Annexed Into the City (Melissa Sigmund) 2. Consideration of Ordinance No 2026-016 - Impose 120- Day Moratorium on Acceptance of New Applications Related to Business Licensing, Development, or Construction on Certain Properties Legislatively Annexed into City (1st Reading & Vote) (Melissa Sigmund) ITEM 9.
