Highway 92 Design Standards LCI Presentation (Public Hearing) (Niwana Ray) Presentation to a joint meeting of the City Council and Planning Commission by the LCI consultant team. ITEM 6. PUBLIC COMMENT ITEM 7. CONSENT AGENDA 1 1. Approve Resolution No. 2025-016 - Debt Service Fund (Park Bond 2024) (Ron Shelby) Request for approval of Resolution No. 2025-016 for the Debt Service Fund (Park Bond 2024) for the payment of related debt service. Revenue collection does not occur until 2025 Property Taxes are billed on October 20, 2025, after the expenditures are anticipated to be made. 2. Approve RFB 2025-08 - Neese Road Improvements - Northern Segment (Award and Contract) (Jeremy Parker) Request for approval of the award and contract to Summit Construction & Development, LLC for RFB 2025-08. The project consists of the widening and improvements to the northern segment of Neese Road from Washington Road to Arnold Mill. If approved, this will also authorize the Mayor to execute the contract. 3. Ratify Purchase of the Previously Completed Acquisition of Easements Associated with Parcel 1 for the Walkable Woodstock – Dupree Road Connection project (Jeff Moon) Request for approval to ratify the purchase of the previously completed acquisition of easements associated with Parcel 1 for the Walkable Woodstock – Dupree Road Connection project. The acquisition includes 66.01 square feet of required right-of-way, 586.09 square feet of temporary construction easement, and one temporary driveway easement. 4. Ratify Purchase of Parcel 15N11 042 on Brownlee Road (Jeff Moon) Request for approval to ratify the purchase of Parcel 15N11 042 on Brownlee Road (Rope Mill Off Road) Woodstock, Georgia 30188. 5. Repeal Condemnation of Parcel 15N11 042 on Brownlee Road (Jeff Moon) Request to repeal condemnation of Parcel 15N11 042 on Brownlee Road (Rope Mill Off Road) Woodstock, Georgia 30188. The tract of land is comprised of 5,191 square feet of fee simple right-of-way, 1,105 square feet of permanent drainage easement, and 2,615 square feet of temporary construction easement in land lot 948, 15th District, 2nd Section, Cherokee County, Georgia authorized by approval of Resolution No. 1330-2024 during the December 16, 2024 Council Meeting. 6. Adopt Resolution No. 2025-022 - School Safety Zone Maps (Jeff Moon) Request for approval to adopt Resolution No. 2025-022 for the adoption of School Safety Zone Maps provided by the Cherokee County School District for Woodstock Elementary, Woodstock Middle School, and Woodstock High School in accordance with O.C.G.A 16- 11-127.1; and for other purposes. 7. Approve Corrective Quitclaim Deed to DDA for Depot Building and Caboose (Brian Stockton) Request for approval of Quitclaim Deed to modify and to correct the Quitclaim Deed from the City of Woodstock, Georgia, to the Woodstock Downtown Development Authority, dated November 16, 2005, and recorded in Deed Book 8410, page 20 of the Cherokee County, Georgia records. 8. Approve Quitclaim Deed to DDA for Parcel 1 Towne Lake Parkway/Lyndee Lane (Brian Stockton) Request for approval of quitclaim deed to transfer ownership of 1.941 acres of remnant property at the northwest corner of the Towne Lake Parkway at Mill Street roundabout to the Downtown Development Authority (DDA). The DDA will transfer ownership of the parcel to SSP Woodstock in accordance with the development agreement executed in February 2025 in exchange for the construction of the Lyndee Lane extension. The right of way needed for the Lyndee Lane extension is not included in this deed and remains owned by the city. 2 9. Approve Purchase Agreement with Ridgewalk Heights, LLC for the "Commercial Tract" (Fire Station #28) (Chris Luly) Request for approval of the purchase agreement for the acquisition of property currently owned by Ridgewalk Heights, LLC, commonly known as the "Commercial Tract" in the amount of $150,000.00. The City intends to use the property for the construction of Fire Station #28. Staff recommends approval. 10. Approve Limited Warranty Deed with Ridgewalk Heights, LLC for the properties referred to as the "Commercial Tract", "Fire Station Tract", and "Future City Dedication Tract" (Chris Luly) Request for approval to execute the Limited Warranty Deed between Ridgewalk Heights, LLC and the City of Woodstock for the conveyance of three tracts: the "Commercial Tract", the "Fire Station Tract", and the "Future City Dedication Tract". The dedication of the Fire Station Tract and the Future City Dedication Tract fulfills zoning conditions associated with the development of the Ridgewalk Heights property. The previous agenda item is for the purchase of the Commercial Tract. Staff recommends approval. 11. Approve Drainage Easement and Sanitary Sewer Easement Agreement with Ridgewalk Heights, LLC (Chris Luly) Request for approval of an Easement Agreement with Ridgewalk Heights, LLC for the exchange of mutual drainage easements and a sanitary sewer easement between the City Property and the Apartment Owner Property. The agreement grants each party nonexclusive, perpetual drainage easements to connect stormwater infrastructure across the respective properties. Additionally, the Apartment Owner grants a sanitary sewer easement to the City for connection to existing sewer lines along Dover Street. These easements support utility needs for the City's Fire Station project and adjacent development. Staff recommends approval. 12. Approve Easement Modification Agreement with Ridgewalk Heights, LLC (Chris Luly) Request for approval of an Easement Modification Agreement with Ridgewalk Heights, LLC to relocate a maintenance and drainage easement held by the City since 2010. The modification adjusts the easement area to reflect current site conditions, as homes have since been built within the original easement area on property owned by Ridgewalk Heights, LLC. The easement area is also modified by removing out a portion on the "Future City Dedication" tract that is proposed to be under the City's ownership with the approval of the previous agenda item. Staff recommends approval. 13. Accept Right-of-Way Maintenance for Parodi Place and Millwood Street Extension (Chris Luly) Request for approval to accept the right-of-way for Parodi Place and Millwood Street Extension from the developer Ridgewalk Heights, LLC and assume maintenance responsibilities, subject to a maintenance bond. Acceptance authorizes the City to maintain pavement, sidewalks, storm drainage, and associated infrastructure within these rights-of-way. Staff recommends approval. 14. Consideration of Approval to Adopt Resolution No. 2025-020 Authorizing Condemnation of Parcels 45, 46, 51, 58, 68, & 69 (Jeff Moon) Request for approval to adopt Resolution No. 2025-020 authorizing condemnation by declaration of taking method pursuant to the provisions of O.C.G.A. § 32-3-4, Et Seq. of tracts of land comprised as follows: Parcels 45, 46, 51, 58, 68, and 69 as detailed in the resolution included as part of the agenda packet. ITEM 8. PUBLIC HEARING 3 1. Consideration of Approval to Adopt Resolution No. 2025-019 Amending the Fee Schedule - Chapter 7 Water and Sewer Rates (Robyn Adams) Request for approval to adopt Resolution No. 2025-019 to formally amend the Fee Schedule Chapter 7 Water, Sewer and Stormwater, Section 7.0 Water, Sewer Rates and Charges and Stormwater Fees, 7.1.1 Commodity Charges, 7.1.3 Connection and System Development Charges (Water), and 7.1.4 Connection and System Development Charges (Wastewater). ITEM 9. NEW BUSINESS 1. Consideration of Zoning Fine Appeal: Tree Removal Violation at 105 Bowles Drive (Cameron Dunn) Request for consideration of a zoning fine appeal for the tree removal violation that occurred at 105 Bowles Drive. Staff recommends that City Council maintain the $39,025.00 fine levied against Benton Anderson for the felling of twenty-five (25) protected trees without approved plans or permits. 2. Consideration of Zoning Fine Appeal: Tree Removal Violation at 1113 Cousins Road (Cameron Dunn) Consideration of zoning fine appeal for the tree removal violation that occurred at 1113 Cousins Road. Staff recommends that City Council maintain the $1,650.00 fine levied against AJ Investment of Georgia for the felling of two protected trees without approved plans or permits. ITEM 10. OLD BUSINESS 1. Consideration of Approval to Adopt the City Transportation Plan (Coty Thigpen) Request for approval to adopt the City Transportation Plan. The plan was initially presented during the Work Session held on July 21st. Public input was subsequently gathered at the Comprehensive Transportation Plan Open House on Monday, July 28th. *Public Comment will be accepted on this item. 2. Consideration of Agreement with Spratlin Construction - Woodstock Fire Station #28 - Ridgewalk Parkway (Jeff Moon) Request for approval of agreement with Spratlin Construction for Construction Manager at Risk Services starting with preconstruction for Woodstock Fire Station #28, an 11,000 square foot station at 1009 Ridgewalk Parkway, Woodstock, Georgia. 3. Consideration of Agreement with Spratlin Construction - Woodstock Fire Station - Long Drive (Jeff Moon) Request for approval of agreement with Spratlin Construction for Construction Manager at Risk Services for an 11,000 square foot fire station at 351 Long Drive, Woodstock, Georgia.
