Learning First Charter Public School October Governance Agenda 10/14/2025 Time: 5:00-6:00pm Remote Link to mtg. https://meet.google.com/wgr-gkkw-hvb?authuser=1 Attendance: School employee: Kimberly Minton BOT Members: Justin Vernon Patrick Hoey Brian Allen Marlena Eastty Start time: Adjourned: Agenda: • Approve September’s governance minutes • Charter renewal 2026: o Reflection on charter renewal Board focus group session. • Leo’s evaluation FY25: o Complete and submitted to Liz o Contract is up at the end of the FY26 school year, review current contract and finance committee input needed…initialize this process January/February 2026. • Governance committee members: o Number of Governance committee members needs to be 5 according to bylaws: Kim emailed Marlena and see if she is interested in joining Governance. As of 9/23 haven’t heard back. Will update agenda if I hear before the meeting on October 14th. Marlena responded on 9/23 and will join governance moving forward. o Financial disclosures for DESE: Liz has emailed the following Board members with a reminder that they need to complete these. She has also called the BMS and asked them to resend the email in order for them to do this. A few of the members have said that it was in their junk mail so they missed it. Brian Allen, Shantie Prashad, Sharon Thyden, Chris Saari. o Denise Fogarty is ending her second term on the Board and will need a vote in December for third term. • New business? Charter Renewal Timeline: Completed items as of July 31st highlighted. March 2025 The Department will publish the Guidelines: Application for Renewal of a Public School Charter 2025. April-May 2025 Schools should take some initial steps to ensure successful completion of the Application for Renewal (Application): • Gather documents needed to complete the Application; e.g., Accountability Plan, annual reports (2021-22, 2022-23, 2023-24), most recent site visit report, Summary of Review from the previous charter term. • Gather documents that must be submitted as part of the Application and review to determine whether they are up to date. For any documents that are not up to date, make plans to remedy the issue prior to submitting the Application: o Up-to-date Certificate of Occupancy/Occupancy Permit/Certificate of Use and Occupancy o Up-to-date Fire Inspection Certificate/Fire Department Field Inspection Report o Up-to-date Building Safety Inspection/Certificate of Inspection o Up-to-date Flammable Compounds and Liquids Certificate (if applicable) o Up-to-date Health Inspection/Health Permit o Up-to-date Insurance Certificate(s), such as liability insurance and directors’ and officers’ insurance o Most recent Asbestos Inspection (within the past three years) and AHERA Management Plan (or, if not applicable, a certification statement by the architect, building engineer, or a licensed inspector that there are no asbestos-containing materials in the building) • Determine when the school’s board of trustees will approve the completed Application May 2025 The Department will conduct calls with charter school leaders to orient you to the charter renewal process and answer any questions you may have. May-July 2025 The Department will work with schools to schedule renewal inspections. August 1, 2025, 12 p.m. Schools must submit the completed Application no later than this date. Please note: • The school’s board of trustees must vote to approve the Application, and the board chair must sign certifications within the Application attesting to that vote. The board should schedule a summer meeting for this purpose. • Additional certifications are required for Horace Mann charter schools. • Please ensure that all required signatures are obtained in a timely manner. Applications that do not contain the required certifications and signatures will not be accepted. September-October 2025 SchoolWorks, an education consulting firm, will conduct a renewal inspection at each school seeking renewal. December 2025-January Department staff will compile a Summary of Review for 2026 each school seeking renewal. February 2026 The commissioner and (potentially) the Board of Elementary and Secondary Education will make renewal determinations. For reference/Board terms: ▪ John Latino Jr. voted on 7-23-2018, in third term, up in July 2027. ▪ Ewald Charles voted on 6-16-2025 for third term. ▪ Sharon Thyden voted on 6-16-2025 for third term. ▪ Chris Saari voted on 6-16-2025 for third term. ▪ Denise Fogarty voted on 12-16-2019, ending second term, need new vote in December for third term. ▪ Shantie Prashard voted on 8-2020, in second term, third term set to begin in August 2026, will need vote. ▪ Justin Vernon voted on 11-17-2020, in second term, third term set to begin November 2026, will need vote. ▪ Brian Allen voted on 5-19-2025 for second term. ▪ Patrick Hoey voted on 8-18-2025 for second term.
