Citizens should sign up at Town Hall by 5:00 p.m. the day of the meeting. The Board is interested in hearing your concerns, but speakers should not expect Board action or deliberation on subject matter brought up during the Public Comment segment. Topics requiring further investigation will be referred to the appropriate Town officials or staff and may be scheduled for a future agenda. 5. Consent Agenda Notes on Consent Agenda: All items on the Consent Agenda are considered routine, to be enacted by one motion without discussion. If a member of the Governing Body requests discussion of an item, the item will be removed from the Consent Agenda and considered separately. a. Approval of the open session meeting minutes of the 6-9-26 regular meeting. b. Acknowledgement of previously-approved special events for August. c. Approval of special event permits for recurring events and events occurring outside of the busy season as recommended by the Parks & Recreation Advisory Committee. d. Approval of Budget Ordinance (2026) 688-B implementing the 2026-27 pay scale. e. Approval of scheduling a special called joint meeting with the Planning Board for 9-8-2026 at 4:30pm in the Town Hall Conference Room. f. Approval of 1) scheduling a special called meeting for September 21-22, beginning at 9:30am on 9-21 for the purpose of conducting a strategic planning workshop facilitated by NCLM; 2) authorizing the Town Manager to execute an agreement with NCLM to facilitate the workshop; and 3) Budget Ordinance (2026) 689-B funding the workshop.  g. Approval of rescheduling the August Board of Aldermen Meeting to 8-18-26 at 5:30pm. h. Approval of Budget Ordinance (2026) 693-B funding open purchase orders from FY25-26. 6. Presentations a. Presentation of life-saving awards to Police Department and Ocean Rescue personnel. 7. Public Hearing--None. 8. Regular Agenda a. Consider approval of the Parks & Recreation Needs Assessment Survey. b. Consider adoption of Ordinance (2026) 1872 increasing the penalty for failure to clean up dog waste. c. Consider 1) adoption of Resolution (2026) 2374 exempting the Town from the Mini-Brooks Act related to engineering services for the Waynick/Causeway/Lumina intersection project: 2) adoption of Budget Ordinance (2026) 690-B funding the project; and 3) authorizing the Town Manager to execute the contract. d. Consider approval of Budget Ordinances (2026) 691-B and 692-B which 1) add two additional Park Ranger positions to the Authorized Positions Chart; and 2) fund the additional Park Ranger positions and related vehicles and equipment. e. Consider approval of an improvement project at Harbor Way Garden. f. Consider approval of an Interlocal Agreement with New Hanover County for a building permitting system. g. Consider approval of an application in response to the WMPO's Special Call for Projects. 9. Other Items and Reports 10.
