RECREATION BOARD – MEETING MINUTES JUNE 16, 2026 – 7:00 P.M. The Borough of Wyomissing Recreation Board held their regular meeting in the Borough of Wyomissing Council Chambers on the above date and time. Board President Richard Weinhoffer called the meeting to order with the following persons present: Board members Sally Donato, Pamela Wetzel, and Jess Leinbach; Recreation Director Randy McKinley, Interim Borough Manager Jeffrey Stonehill, and Borough Secretary Melissa Miller. The following persons were absent: Board members Jessica Christman, Michael Sharer, Liz Toigo, Christopher Valente, and Karim Davidson. Councilmember Visitors: Kristen Gajewski Adam Berkeley Visitors: Esther Shanahen – 102 Gail Circle Maureen and David Huber – 99 Gail Circle T AF Kerry Marshall II– 101 Deborah Drive Adrian Jadic– 48 Cardinal Road Board President Richard Weinhoffer indicated that the meeting was being recorded. Public Comment: Esther Shanahen, 102 Gail Circle provided public comment related to the Wyomissing Hills basketball courts and public safety. Maureen and David Huber, 99 Gail Circle provided public comment related to the Wyomissing Hills D basketball courts and public safety. Kerry Marshall II, provided public comment related to the Wyomissing Hills basketball courts and public safety. R Adrian Jadic, 48 Cardinal Road provided public comment related to the Wyomissing Hills basketball courts, Recreation events, and Borough social media accounts. Approval of Meeting Minutes: Pamela Wetzel made a motion, seconded by Sally Donato to approve the May 2026 meeting minutes, all in favor. Approval of Financial Report: Recreation Director Randy McKinley shared that the Board had not yet received the May financial report from the Interim Finance Director, but pointed out that fishing rodeo was under budget, and playground and pool staffing salaries will appear in financials moving forward since those programs are open. Pamela Wetzel made a motion, seconded by Jess Leinbach to approve the May financial report, all in favor. Subcommittee Reports: Rick shared a brief recap for Memorial Day parade noting that the parade had moved to the rain date which caused lower participation, and the memorial ceremony went very well. Related to the July 4th parade and festivities, Rick highlighted the moonlight swim and fireworks leading up to the parade, followed by discussion of parade logistics. He noted that he will send out the parade roles, asking that the Board be available for an 8:30 a.m. check-in the day of the parade to ensure everyone has necessary information. The Board asked that the parade stager also be included during the check-in. Pamela will be in the staging area, with Sally and Liz as parade judges, and Mike T keeping the flow moving at the Stonehouse after the parade. Remaining available roles include mid- parade handicapped area attendant, and a Stonehouse coordinator for the lawn area to ensure visitors and vendors know where to go. Randy will focus on finalizing the participants list as well as where groups will go for staging. Parks & Recreation Director’s Report: AF Randy shared that there were almost $6,000 in facility rentals, with no significant change in the fundraising efforts. MyRec donations were $165, vendor fees of $750 from earlier events this year, field rental usage was $700. The baseball/softball club will be providing a donation along with the recent $500 donation received from the Wahoos swim team. Randy spoke about prior and upcoming events, touching on the new event occurring this year which was the World Cup viewing party. FastBridge Fiber sponsored the event for $500, and Randy shared that various themed games were available, along with concessions and live three on three soccer play. He noted that he was approached to potentially host another watch party; date, time, and logistics to be determined based on play schedule. He then pointed out to the Board, a misprint in the Recreation D guide for the June moonlight swim; the event is June 26th not June 29th. It was noted that the pool would like to consider more moonlight swims. Relative to July 4th, Randy pointed out that the moonlight swim will be on July 2nd due to safety R concerns with the fireworks and getting people out of the pool area. The July 3rd Fireworks will be sponsored by Reading Orthodontic Group accompanied by music from the Reading Pops during the fireworks display. The Fun Run is scheduled for July 4th prior to the parade, with the parade beginning at 10:00 a.m., activities at the Stonehouse afterwards, and the pool opening at 2:00 p.m. Randy reviewed various statistics for the numerous programs, as well as a facility usage review. Old Business: Randy explained to the Board that the Full-Service Concession agreement was finalized, but had not been to the Board or Council for final approval. Sally Donato made a motion, seconded by Pamela Wetzel to recommend Council adopt the 2026 Full-Service Concession Agreement, and recommend Council ratify the action during the July 14, 2026 Council meeting, all in favor, 5-0. In regards to the Nature Play Area, Jessica Christman had done a follow-up review with the Infrastructure committee, of which there were a few take-away action items to be reviewed before additional approval is requested. New Business: The lacrosse team as the community engagement group for the evening will need to reschedule their presentation to the Board. The Board spoke in depth about concerns raised relative to court usage during the Playground program and after hours usage at the Wyomissing Hills basketball court, as well as littering and other actions creating public safety concerns. Jeffrey noted that administrative meetings have occurred to discuss the law enforcement and public safety aspects. The Police will continue law enforcement efforts T including more Police presence at the playgrounds, with proper action planning being discussed administratively. It was reiterated to the community that if they see people in the parks after hours, or observe situations that appear off, they should call the Police non-emergency number. Jeffrey noted that on a broader scope, the park system overall should be assessed to determine if the facilities address the needs of the community. It was also noted that there could be other opportunities or ways AF to interweave basketball in the community. It was addressed that as the week went on, court patrons were getting reacclimated to the court closure during Playground times, and Randy observed positive usage and variety of usage for the facility. As was done at Happy Hollow playground, there was mention that nets could be removed and usage rules installed, however this was not the most helpful solution previously. Based on comments received related to potential promiscuous activities occurring off the basketball court, it was identified that closing and/or repurposing the basketball court will not necessarily combat other concerns in the area. There was also mention of increased lighting as a safety measure, but after hours usage was brought up. Since vehicles are often found at the Wyomissing Hills pool parking lot outside of pool hours, the question was raised if the pool was having issues, and to-date, there was no identification of concerns. D Related to the Wyomissing Hills basketball court, it was discussed that the court is in need of repairs including resurfacing, and it was pointed out that the tennis backboard had to be removed recently due R to safety concerns. A suggestion was raised to include public opinion in the decision making process for the courts. Jeffery explained to the Board the following suggested action items; perform an inventory/study of all playground facilities to understand playground usage and longevity; perform a survey or outreach for community participation; Mayor and Police department continue collaboration for consistent communication, and immediately have the Police department refreshed on Ordinances pertinent to parks system regulations, and enhance patrol. Public Comment: Maureen and David Huber, 99 Gail Circle provided public comment related to the Wyomissing Hills basketball courts and thanked the Board for hearing their concerns and taking the matter seriously. Esther Shanahen, 102 Gail Circle provided public comment related to the Wyomissing Hills basketball courts and public safety and thanked the Board for hearing her concerns to help bolster the family environment at the playground again. Adrian Jadic, 48 Cardinal Road provided public comment related to the Wyomissing Hills basketball courts, Recreation events, Borough social media accounts management, and Recreation financials.
