PUBLIC COMMENTS There is a five (5) minute maximum time limit for each individual addressing the Park and Recreation Commission during Public Comments and on all other items listed on the Agenda. Public Comment is the time reserved on each regular meeting Agenda to provide an opportunity for members of the public to directly address the Parks and Recreation Commission on matters of interest that are not already scheduled for consideration on this Agenda. Although the Parks and Recreation Commission values your comments, pursuant to the Brown Act, the Parks and Recreation Commission cannot take any action on items not listed on the posted Agenda but may refer the matter to staff or a subsequent meeting. All remarks shall be addressed to the Parks and Recreation Commission as a body through the presiding officer and not directly to any member thereof. The Parks and Recreation Commission desire its meetings to be conducted in a professional manner respectful of all participants. Therefore, the Chair may ask that speakers refrain from engaging in personal attacks, and name-calling, during their allotted time. However, public criticism of the policies, procedures, programs or services of the City, or of the acts or omissions of the Parks and Recreation Commission as a body shall not be prohibited. The Chair may use his/her discretion to select the order of speakers in a manner that ensures that a variety of issues and concerns can be presented during the initial time and he or she may allow for additional comments to be made past the time allotted. As a result, in situations where there are multiple speakers wishing to speak on a single topic not on the agenda, the Chair may ask that one speaker generally describe the issue of matter and then will provide additional speakers the opportunity to speak later on this topic. 6. Page 3 of 6 MINUTES OF A REGULAR MEETING OF THE CITY OF YORBA LINDA PARKS AND RECREATION COMMISSION HELD APRIL 16, 2026, YORBA LINDA, CALIFORNIA. CALL TO ORDER Chair Catalan called the meeting to order at 6:35 PM STAFF PRESENT Mike Kudron, Parks & Recreation Director; Jeff Ruth, Parks & Recreation Superintendent; Kelly Ridenour, Administrative Secretary PLEDGE OF ALLEGIANCE Led by Commissioner Hamilton APPROVAL OF MINUTES Motion Commissioners Dickerson/Battaglia to approve the Parks and Recreation Commission regular meeting minutes of January 15, 2026. The motion carried (5-0) pursuant to the following vote: AYES: Dickerson, Battaglia, Hamilton, McLure, Catalan NOES: None ABSENT: None ABSTAIN: None PUBLIC COMMENT Resident Chad Davis spoke to express his continued opposition to the Las Palomas pickleball courts. Stating that he believes the addition of the pickleball courts should not have been crammed in a small neighborhood and it should have been a larger county project since it has brought many people from outside Yorba Linda. He requested to start charging participants to help cover costs to have permanent law enforcement or security patrol to address the ongoing security concerns. He requested the Commission to place the Las Palomas pickleball courts on the agenda so it can be discussed further and requested the Commission revisit the sound reducing wall project as well as requesting that studies be done on the effect the pickleball courts have on home values, wildlife and traffic. Lastly, he recommended the Commission consider closing the Las Palomas pickleball courts and replace them at Eastside Park when it comes time to complete the next phase at that park. Resident Terry Aiken spoke in continued opposition to the Las Palomas pickleball courts. He explained that he received the survey distributed by the City prior to the addition of the pickleball courts but feels the survey was done insufficiently, and the results were flawed. He stated that he has attended many Commission meetings and witnessed pickleball players line the room with signs and spreading misinformation even requiring a law enforcement presence at some meetings. He feels the mitigation attempts made by the City are appreciated but minimally effective. He stated that the City of Martinez, California listened to homeowners and recently voted to remove pickleball courts after one year. Also, he claimed that the Las Palomas pickleball courts show up on the pickleball noise hotspot map online. He asked the Commission to listen to the residents and restore peace back into their neighborhoods and their lives. OLD BUSINESS None NEW BUSINESS Department Highlights Report presented by Superintendent Ruth - Superintendent Ruth presented the final department highlight report for 2025 covering September 1 through December 31. Notable highlights include the finale of the Movies in the Park series hosting a sing-along showing of Wicked as well as the annual Senior Wellness Expo with over 500 people in attendance. In addition, successful holiday events took place including the Trail & Treats Halloween Hike and the Holiday Tree Lighting on Main Street. He noted that senior programs Page 4 of 6 City of Yorba Linda Parks and Recreation Commission Meeting Minutes April 16, 2026 remain strong with the Senior Art Show & Reception featuring artwork by senior participants from the art classes at the Community Center. Finally, he reported that the Viginia DeLand Theater hosted two successful performances during the reporting period including “Little Women” and “Into the Woods” which sold over 1,700 tickets generating approximately $57,000 in revenue and both productions received award nominations from the OC Theater Guild. Commissioner Hamilton thanked staff for the report and noted that she appreciates seeing the maintenance updates included as she feels it is important for awareness and understanding funding needs for future projects. MATTERS PRESENTED BY STAFF Spring Registration and Programs presented by Superintendent Ruth - Superintendent Ruth provided a brief update on current spring registration numbers which opened for Yorba Linda residents on February 11. To date, we have received 2,900 registrations with a revenue of $219,000 and 80% of transactions being completed online. He mentioned these numbers are comparable to prior years. Upcoming programs to note include the gallery exhibit at the Cultural Arts Center titled “Pop Goes the Culture” which will be displayed until June 5, and the exhibits continue to grow with more and more art submissions received. Annual egg hunts were held in April, and both events were very successful and continue to be extremely popular each year. New this year, staff offered Photos with the Bunny for a nominal cost, and the offering was well received for parents looking to save time by not having to wait in line for photos at the Egg Hunt. He also reported that the next Comedy Night is coming up on Saturday, April 25 at the Virginia DeLand Theater and the popular Kids Community Swap Meet is coming up on Saturday, May 30 at the Community Center. He noted that staff is incorporating the America 250 theme in most of the upcoming events and will continue through summer programming. Love Yorba Linda presented by Director Kudron - Director Kudron announced the annual Love Yorba Linda event is coming up on Saturday, April 25. He explained the event will kick off with a rally at Hurless Barton Park at 8 a.m. and follow with volunteers completing a variety of service projects throughout the city. He added that the Parks & Recreation Department has four projects staff is coordinating for the day, and Commissioners are encouraged to join in the event. Commissioner McLure thanked Director Kudron for announcing the Love Yorba Linda event and added her support encouraging everyone to get involved and she noted the shirts are going to be red, white and blue for the America 250. She added that there are still several volunteer spots available for the school district projects and they hoping are hoping to get more people to sign-up. She also thanked Commissioner Battaglia for continuing to serve as project lead. Commissioner Battaglia added his encouragement for others to get involved in Love Yorba Linda and thanked staff for adding the new “Thank a Hero” program which he said should be a great addition. CDBG Update presented by Director Kudron - Director Kudron informed the Commission that a new requirement has been established for participants in the Senior Nutrition Program at the Community Center. Due to new federal regulations that mandate verification of lawful residency for participants of programs funded by Community Development Block Grants, staff had to start asking for proof of citizenship from participants starting on Monday, April 6. Director Kudron was happy to report that so far, the implementation of the new requirement has been relatively smooth, and participants have not had any issues with presenting the required documents. Wall of Fame presented by Superintendent Ruth - Superintendent Ruth informed the Commission that two nominations were received for the Wall of Fame this year and staff will report back with an update after the Page 2 of 3 Page 5 of 6 City of Yorba Linda Parks and Recreation Commission Meeting Minutes April 16, 2026 selection meeting. In addition, the date has been set for the next induction ceremony where honoree Micky Diamond will be recognized on Saturday, August 22. DIRECTORS REPORT Director Kudron apologized for the last-minute cancellation of the March commission meeting due to a threat made to staff at city hall. The cancellation was out of an abundance of caution, and he was happy to report that after law enforcement investigated, it was determined to be a non-credible threat. He added that a state funding request was one of the items on the March agenda and because the item had a deadline, staff had to respond to the request before the next scheduled meeting. Staff reviewed the projects and selected the Travis Ranch Park Playground Replacement as the best option. The project was submitted to Assemblymen Phillip Chen’s office for the amount of $650,000 and staff felt the submittal aligns well with California goals. In addition, the playground equipment at Travis Ranch Park is 27 years old and the manufacturer will no longer be making replacement parts so the playground equipment will need to be replaced in the near future regardless. Finally, he reminded Commissioners to turn in their 700 forms if they haven’t done so yet. MATTERS PRESENTED BY COMMISSION None Review of Park Assignments None Announcements Commissioner McLure mentioned that she feels a bit sad now that her kids have aged out of the youth programs and will no longer be able to participate in events like the Flashlight Egg Hunt, but she feels fortunate that our City has such a robust variety of programs that start with the youth and continue all the way to teens, adults and older adults. Her family is looking forward to Movies in the Park, Concerts in the Park and all the teen programs.
