I. CALL TO ORDER
Dr. Martin called the meeting to order at 7:00 p.m.
II. INTRODUCTIONS
Staff Present: Sgt. Brian Tate and Ms. Wibbenmeyer
Members of the public were present.
Present: 9- Gabriel Dean, Val DeBrunce, Andrew Fisher, Renee Henson, James Martin, Alan
Meyer, Steve Sheltmire, Darryl Smith and Jayne Woods
III. APPROVAL OF AGENDA
Mr. Sheltmire and Mr. Smith moved to approve the agenda. Mr. DeBrunce
seconded the motion. The agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT March 9, 2016 Regular Meeting Minutes

Mr. Smith moved to approve the minutes of the March 9, 2016 meeting. Mr. Meyer
seconded the motion. The draft minutes of the March 9, 2016 meeting were
distributed in advance of the meeting and were approved.
V. REPORTS
Positive Connections and Ride Alongs
Mr. Smith said that there was use of force training on April 2, 2016. He complimented
Andre Cook on the "Use of Force" training.
Outreach Subcommittee Report
Mr. Sheltmire reported that the translation services will cost money. Mr. Dean reported
that he and Ms. Wibbenmeyer were on Community Connections radio show at KOPN.
Strategic Planning Subcommittee Report
Mr. Dean asked the Board to start thinking about it. He will want to schedule meetings in
the near future.

VI. OLD BUSINESS
NACOLE Conference
NACOLE Conference: Mr. Dean said that the Board still needs to write the letter to the
City Council to request funding.
VII. NEW BUSINESS
CPRB 2016-0001
The Board conducted a jurisdictional review. Ms. Wibbenmeyer read a portion of Section
21-51. Mr. Dean stated that if it was timely filed, he believes that the person alleged
misconduct. Ms. Woods read the definition of misconduct. Ms. Woods said that she
believed that the complainant alleged misconduct.
Mr. Meyer moved to find that the case be referred to Chief Burton for
investigation. Ms. Woods seconded the motion. The motion passed with Dr.
Martin, Mr. Dean, Mr. Sheltmire, Mr. Fisher, Ms. Woods, Mr. DeBrunce, Ms.
Henson, and Mr. Meyer voted in favor of the motion. Mr. Smith voted against the
motion.
Yes: 8- Dean, DeBrunce, Fisher, Henson, Martin, Meyer, Sheltmire and Woods
No: 1- Smith
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There was public comment. Mr. Rick Gurley provided a letter to the members of the
Board and then addressed the board. He offered his services free of charge on one case .
Ms. Forester spoke during public comment.
Ms. Wibbenmeyer also stated that the Columbia Police Department has requested an
opportunity to provide information to the Board on how the police department will be
addressing the President’s Task Force on 21st Century Policing. Ms. Wibbenmeyer
asked if the Board desired to set a special meeting during the week and if so, what time
of day. The Board would like to schedule it for the August Citizens Police Review Board
meeting night at 5:30 p.m.
Ms. Wibbenmeyer and Mr. Dean announced that the Forum on Race and Equity which
will be held on May 3, 2016 at Hickman High School at 5:30 p.m.
Mr. Dean announced that Chief Burton will be at the May meeting. He asked Board
members to review the audit procedure before the meeting.
Ms. Wibbenmeyer told the Board about the Granicus implementation.
Mr. Dean said that some of the complaints have made their way from the facebook page
to the google site. He said that he was thankful for that.
IX. NEXT MEETING DATE: MAY 11, 2016
X. ADJOURNMENT
Mr. Sheltmire moved to adjourn the meeting. Mr. Smith seconded the motion.
The Board unanimously agreed to adjourn the meeting at 7:48 p.m.
