I. CALL TO ORDER
Dr. Martin called the meeting to order at 7:00 p.m.
II. INTRODUCTIONS
Dr. Martin introduced the staff present at the meeting.
Staff Present: Chief Ken Burton, Sgt. Brian Tate and Ms. Wibbenmeyer.
Members of the public were present.
Present: 8- Gabriel Dean, Val DeBrunce, Andrew Fisher, James Martin, Alan Meyer, Steve
Sheltmire, Darryl Smith and Jayne Woods
Excused: 1- Renee Henson
III. APPROVAL OF AGENDA
Mr. Smith moved to approve the agenda. Mr. Meyer seconded the motion. The
agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT April 13, 2016 Regular Meeting Minutes
Mr. Sheltmire moved to approve the minutes of the April 13, 2016 meeting. Mr.
Meyer seconded the motion. The draft minutes of the April 13, 2016 meeting
were distributed in advance of the meeting and were approved.
V. SPECIAL ITEMS
Meeting with Police Chief Burton
The Board met with the Police Chief. Chief Burton asked the Board what their goals are
with regard to the audit process. Mr. Dean explained. Chief Burton agreed to have Sgt.
Tate to bring files upon request and that Sgt Tate would advise if the meeting was
required to be open or closed.
Chief Burton discussed the procedural justice training report.
Mr. Dean thanked Chief Burton for the appointment of the LGBT liaison. Chief Burton
credited Officer Clinton Sinclair for asking to serve in that role.
Chief Burton discussed vacancies in the police department.

Chief Burton offered to pay for one member of the Board to go if the City Council did not
approve the funding request.
Mr. Smith inquired about the community outreach unit. Chief Burton said that it is
already reaping rewards.
Chief Burton discussed his plans for a new police station and for a substation in one of
the strategic plan neighborhoods.
Ms. Woods complimented the police department on its use of the next door app.
Mr. Sheltmire asked about the community outreach unit’s efforts. Chief Burton
discussed the partnership with community service agencies and the availability of the
resources to the public.
Chief Burton discussed the President’s Report on 21st Century Policing and how his
department approached the report.
Mr. Martin asked about shift coverage. Chief Burton explained the consultant ’s report
and recommendations. He also said that he moved traffic into patrol where their primary
duties are still traffic, but they take other calls as well. Chief Burton discussed his ideas
about alarm systems.
Chief Burton discussed shift issues and the new schedule. Chief Burton explained the
new Chaplaincy program. Chief Burton credited Lt. Buck for establishing the Chaplaincy
program.
Chief Burton announced that they will be starting the accreditation process with CALEA .
He explained the CALEA accreditation process.
VI. REPORTS

Nothing reported.
Strategic Planning Subcommittee Report
Nothing reported.
Outreach Subcommittee Report
Mr. Sheltmire said that he and Mr. Meyer met with new recruits last Wednesday. Mr.
Sheltmire said that there will be another on June 6. He thanked the police department for
allowing the Board to meet with recruits.
Mr. Sheltmire announced four members were present at the Race and Equity Forum.
Mr. Sheltmire inquired about translation services. Mr. Smith suggested Spanish
translation. Mr. Dean suggested partnering with the Refugee and Immigration Services
for outreach presentations rather than brochures.

Dr. Martin said that he met with Mr. Cobbins of the Columbia Vision Commission.
VII. OLD BUSINESS
NACOLE Conference - Supplemental Funds Request
Mr. Dean reported that he drafted a letter related to the supplemental funds request which
was approved by the Chair, Dr. Martin, and will be submitted to the Council soon.
Supplement to 2016 Annual Report
Mr. Dean said that he drafted the supplement and provided it to Mr. Fisher and Ms .
Henson for their review.
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There was no public comment.
IX. NEXT MEETING DATE: JUNE 8, 2016
X. ADJOURNMENT
Mr. Sheltmire moved to adjourn the meeting. Ms. Woods seconded the motion.
The Board unanimously agreed to adjourn the meeting at 7:51 p.m.
