I. CALL TO ORDER
Dr. Martin called the meeting to order at 7:00 p.m.
II. INTRODUCTIONS
Present: 9- Scott Dean, Val DeBrunce, Andrew Fisher, Renee Henson, James Martin, Alan
Meyer, Steve Sheltmire, Darryl Smith and Jayne Woods
Staff Present: Ms. Wibbenmeyer and Sgt. Brian Tate.
Members of the public were present.
III. APPROVAL OF AGENDA
Mr. Smith moved to approve the agenda. Ms. Woods seconded the motion. The
agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT August 10, 2016 Meeting Minutes
Mr. Sheltmire moved to approve the minutes of the August 10, 2016 regular
meeting. Mr. Smith seconded the motion. The draft minutes of the August 10,
2016 regular meeting were distributed in advance of the meeting and were
approved.
V. REPORTS
Positive Connections and Ride Alongs
Mr. Smith stated that he and Mr. DeBrunce met with five recruits on August 29, 2016.
Mr. Smith completed a ride along on September 9 from 6 p.m. to midnight.
Strategic Planning Subcommittee Report
Mr. Dean suggested that the subcommittee meet at 6 p.m. before the October CPRB
regular meeting to discuss their next steps.
Outreach Subcommittee Report
Mr. Sheltmire had nothing to report. Mr. DeBrunce said that he will be
attending the Neighborhood Watch meeting.

Ms. Wibbenmeyer told the Board that the mediator had returned the case to the Board
because a party declined to participate in mediation.
Mr. Meyer moved that the Board agree with the police chief’s decision on the
complaint. Ms. Woods seconded the motion. The motion passed with Mr. Meyer,
Mr. DeBrunce, Mr. Smith, Ms. Woods, Mr. Fisher, Mr. Sheltmire, Ms. Henson, and
Mr. Dean voted in favor of the motion. Dr. Martin voted against the motion.
VII. NEW BUSINESS
CPRB 2016-0005
Mr. Smith made a motion to uphold the police chief’s decision on the complaint.
Mr. Meyer seconded the motion. The motion passed unanimously.
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There was public comment. Ms. Forester commented on her appeal.
Ms. Woods commented that she thought the definition of misconduct may
be too broad. Mr. Dean said that the Board fought hard to get that purview.
They wanted a safety net large enough to hear cases which otherwise
would not be deemed misconduct. Mr. Dean volunteered to gather
information at the NACOLE conference regarding this issue.
Mr. Martin made a statement that he would not seek reappointment to the
Board.

XI. ADJOURNMENT
At 7:42 p.m. Ms. Woods moved to adjourn the open session and to go into closed
session pursuant to Section 610.021(14), 610.105, Records which are protected
from disclosure by law. Mr. Smith seconded the motion. Mr. Meyer, Dr. Martin,
Mr. Dean, Mr. Sheltmire, Mr. Fisher, Ms. Woods, Mr. DeBrunce, Mr. Smith, and
Ms. Henson voted in favor of the motion. The Board unanimously moved to
adjourn the open session and to go into closed session at 7:42 p.m.
