I. CALL TO ORDER
Mr. Smith called the meeting to order at 7:00 p.m.
II. INTRODUCTIONS
Present: 8- Scott Dean, Val DeBrunce, Andrew Fisher, Alan Meyer, Steve Sheltmire, Darryl
Smith, Jayne Woods and Cornellia Williams
Excused: 1- Renee Henson
Staff Present: Sgt. Tate and Ms. Wibbenmeyer.
No members of the public were present.
Mr. Smith welcomed Ms. Williams. Ms. Williams introduced herself.
III. APPROVAL OF AGENDA
Ms. Woods moved to approve the agenda. Mr. DeBrunce seconded the motion.
The agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT November 9, 2016 Strategic Planning Subcommitee Meeting
Mr. Dean moved to approve the minutes of the November 9, 2016 strategic
planning subcommittee meeting. Ms. Woods seconded the motion. The draft
minutes of the November 9, 2016 strategic planning subcommittee meeting were
distributed in advance of the meeting and were approved.

Mr. Meyer moved to approve the minutes of the November 9, 2016 regular
meeting. Mr. DeBrunce seconded the motion. The draft minutes of the
November 9, 2016 regular meeting were distributed in advance of the meeting
and were approved unanimously.
V. REPORTS
Positive Connections and Ride Alongs
Ms. Woods said that she and Mr. DeBrunce will meet with new recruits on Friday. Mr.
DeBrunce mentioned conversations with an officer out of state and with Sgt. Chad Gooch.
Strategic Planning Subcommittee Report
Mr. Dean said that he will type up his recommendations and the subcommittee may want

to meet before the January meeting.
Outreach Subcommittee Report
Mr. Sheltmire discussed distribution of the new brochures. Ms. Woods said a MU
student interviewed her.
VI. NEW BUSINESS
Annual Report
Ms. Wibbenmeyer asked that the Board members send any changes prior to January 1,
2017.
Reviews of Procedures and Bylaws
The Board took up the review of the bylaws. Mr. Dean suggested the removal of "Article
4 - Committees" from the bylaws.
Mr. DeBrunce discussed making CPD aware of news articles.
Mr. Smith asked if there was anything about the procedures that needs to be clarified.
Mr. DeBrunce raised the issue about how to inform the complainant that they cannot
speak. Mr. Smith agreed, but was trying to determine how to do it. Mr. Smith
encouraged the Board to bring up ideas on how to clean up the process up.
VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There was no public comment.
Ms. Williams commented on past members of the military being recruited. Mr. Smith
announced that he attended the NACOLE Regional Meeting in St. Louis and that
NACOLE said that the new standards did not apply until January 1st.
Mr. Dean said that Board may need to review the Easley case next month.
Mr. DeBrunce asked about appeals to the city manager and the city manager’s decision
on those appeals.
