City of Columbia, Missouri Meeting Minutes Citizens Police Review Board Wednesday, January 11, 2017 City Hall Regular Council Chambers 7:00 PM 701 East Broadway Columbia, Missouri I. CALL TO ORDER Mr. Smith called the meeting to order at 7:00 p.m. II. INTRODUCTIONS Present: 8- Val DeBrunce, Andrew Fisher, Renee Henson, Alan Meyer, Steve Sheltmire, Darryl Smith, Jayne Woods and Cornellia Williams Excused: 1- Scott Dean Staff Present: Sgt. Tate and Ms. Wibbenmeyer. A member of the public was present. III. APPROVAL OF AGENDA Mr. Meyer moved to approve the agenda. Mr. DeBrunce seconded the mtion. The agenda was approved unanimously. IV. APPROVAL OF MINUTES DRAFT December 14, 2016 Meeting Minutes Mr. Meyer moved to approve the minutes of the December 14, 2016 regular meeting. Ms. Woods seconded the motion. The draft minutes of the December 16, 2016 regular meeting were distributed in advance of the meeting and were approved unanimously. V. REPORTS Positive Connections and Ride Alongs Mr. DeBrunce said that he met with Sgt. Horrell at the training center. Strategic Planning Subcommittee Report Mr. Meyer reported that Mr. Dean drafted a report which was emailed to you this evening. Ms. Wibbenmeyer reported that the discussion on the report will be included on next month’s agenda. Outreach Subcommittee Report Mr. Sheltmire said that he met with Kevin O’Donald at Rotary and gave him a brochure. Mr. Sheltmire discussed distribution of brochures. VI. OLD BUSINESS City of Columbia, Missouri Page 1 Printed on 2/9/2017 Citizens Police Review Board Meeting Minutes January 11, 2017 Annual Report Mr. Sheltmire moved to approve the draft Annual Report to Council. Mr. DeBrunce seconded the motion. The motion passed unanimously. Reviews of Procedures and Bylaws Mr. DeBrunce discussed new member orientation and standing committees. Mr. DeBrunce moved to approve the amended bylaws. Ms. Henson seconded the motion. The motion passed unanimously. CPRB 2016-0009 Ms. Woods moved to approve affirm the police chief’s decision to exonerate the detective on the complaint. Ms. Henson and Ms. Williams seconded the motion. The motion passed unanimously. VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF There was no public comment. Board and staff commented. VIII. NEXT MEETING DATE: FEBRUARY 8, 2017 IX.
