I. CALL TO ORDER
Mr. Smith called the meeting to order at 7:00 p.m.
II. INTRODUCTIONS
Present: 8- Scott Dean, Val DeBrunce, Andrew Fisher, Renee Henson, Steve Sheltmire, Darryl
Smith, Jayne Woods and Cornellia Williams
Excused: 1- Alan Meyer
Staff Present: Sgt. Tate and Ms. Wibbenmeyer.
Members of the public were present.
III. APPROVAL OF AGENDA
Mr. Sheltmire moved to approve the agenda. Mr. Fisher seconded the motion.
The agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT February 8, 2017 Strategic Planning Subcommittee Meeting
Minutes
Ms. Woods moved to approve the draft minutes from the February 8, 2017
Strategic Planning Subcommittee Meeting. Mr. DeBrunce seconded the motion.
The draft minutes of the February 8, 2017 Strategic Planning Subcommittee
Meeting were distributed in advance of the meeting and were approved
unanimously.
DRAFT February 8, 2017 Regular Meeting Minutes
Mr. DeBrunce moved to approve the draft minutes from the February 8, 2017
regular meeting. Mr. Fisher seconded the motion. The draft minutes of the
February 8, 2017 regular meeting were distributed in advance of the meeting and
were approved unanimously.
V. REPORTS
Positive Connections and Ride Alongs
Jayne Woods reported that she met with three recruits on February 23, 2017.

Outreach Subcommittee Report
Mr. Sheltmire said that he left brochures at the bus station, Columbia College and the
armory. Mr. Sheltmire suggested additional details be left on the list of locations as to
where the brochures should be placed. Mr. Sheltmire also mentioned the upcoming
Refugee and Immigration Services meeting.
VI. OLD BUSINESS
CRPB 2016-0011
Ms. Woods moved to find that the board had jurisdiction. Ms. Henson seconded
the motion. The motion passed unanimously.
Mr. DeBrunce moved to agree with the police chief’s decision on the complaint.
Mr. Sheltmire seconded the motion. Mr. Smith, Ms. Henson , Mr. Sheltmire, Mr.
Fisher, Ms. Woods, Mr. DeBrunce, Mr. Dean and Ms. Williams voted in favor of
the motion. The motion passed unanimously.
Yes: 8- Dean, DeBrunce, Fisher, Henson, Sheltmire, Smith, Woods and Williams
Excused: 1- Meyer
VII. NEW BUSINESS
Scheduling Training
The Board discussed possible training dates and topics. The Board directed staff to
arrange the following training: use of force and the continuum of force with scenarios,
search and seizure, records and sunshine request and press releases, and the role of
liaison officer.
The Board would like the training to occur on the following dates: May 6, 20, June 24,
and July 8, 2017.
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
No member of the public commented.
Members of the Board commented. Ms. Henson announced her resignation effective
April 13, 2017. Mr. DeBrunce wanted to reach out as a member of the Board for
information on benchmark cities. Mr. Sheltmire mentioned a True False documentary
called “The Force” and his discussion with the director of the documentary about civilian
oversight. Sgt Tate mentioned the internal affairs report.
IX. NEXT MEETING DATE: APRIL 12, 2017
X. ADJOURNMENT
At 8:01 p.m., Mr. Sheltmire moved to adjourn the meeting. Mr. De Brunce
seconded the motion. The meeting adjourned at 8:02 p.m.
