City of Columbia, Missouri Meeting Minutes Loan and Grant Committee Thursday, August 11, 2016 City Hall, Rm 1C, 701 E. 1:30 PM Broadway I. CALL TO ORDER Mr. Kasmann called the meeting to order at 1:30 pm. II. INTRODUCTIONS Introductions were dispensed with; no members of the public were present. Mr. Cole said that Mr. Ukoha had resigned from the Community Development Commission, which also required him to resign from this committee, due to a conflict of interest. He was on the board of one of the agencies that applied for Community Development Block Grant funds. A new committee member will be selected at the next Community Development Commission meeting. Present 3- Bill Kasmann, Lynn Limback, and Chris Steuber III. APPROVAL OF AGENDA Mr. Limback made a motion to approve the agenda; second by Ms. Steuber. The motion passed by a unanimous voice vote. IV. MOTION TO GO INTO CLOSED SESSION Ms. Stebuer made a motion to go into closed session; second by Mr. Limback. The motion passed by a unanimous voice vote. V. APPROVAL OF MINUTES OF JAN. 28, 2016 MEETING Ms. Steuber made a motion to approve the minutes of the Jan. 28, 2016 meeting; second by Mr. Limback. The motion passed by a unanimous voice vote. VI. MOTION TO GO INTO OPEN SESSION Mr. Limback made a motion to go into open session; second by Ms. Steuber. The motion passed by a unanimous voice vote. VIIl. SPECIAL ITEMS Multiple Project Policy Mr. Anspach said homeowners don’t always know if they need to go through our Minor Home Repair (MHR) or Rehab program; some go through one program, then need the other or additional Minor Home Repairs. A recent MHR client was a good example. She had her immediate crawl space problem addressed, then was ready to go through the Rehab program. Currently, $10,000 is the maximum amount a homeowner can use for minor home repairs; if they need more assistance, they have to go through the Rehab program, which goes up to $35,000. The proposed policy change would allow staff more flexibility in meeting the needs of homeowners, especially in emergency situations. The Rehab program requires homeowners to attend a Homeworks class, have a minimum credit score, and is a longer process. The MHR program doesn’t have those requirements, and can be addressed fairly quickly. Ms. Steuber asked if staff has projects that start as MHR’s and turn into bigger projects. Mr. Anspach said yes. If the additional cost is still below $10,000, they’ll address it with a change order to the existing project. Most projects can be handled this way. Mr. Cole said the CDBG funds in the MHR program don’t require they bring the entire house up to standards, so they can usually take care of additional repairs without moving to the Rehab program. Mr. Cole wanted the committee to be aware that they might see multiple previous assistance projects on future Rehabs put before them for approval. Mr. Kasmann asked if the MHRs are grants or 0% interest loans? Mr. Anspach said the first $1,000 is granted in the MHR program; there might be some lead paint costs granted; the rest is a 0% interest loan. They may be asked to make payments on the loan. Mr. Limback asked if they need a motion to approve the policy. Mr. Cole said no, they just wanted to run it by them to clarify their policy. The committee members said it helped do that and thought it was a good policy. IX. REPORTS City of Columbia, Missouri Page 2 Printed on 11/17/2016 Loan and Grant Committee Meeting Minutes August 11, 2016 Water and Light Rebate Program Mr. Limback asked about Water and Light’s energy program and our home repair programs. Mr. Anspach said he and Jake can do energy audits, replace HVAC, increasing insulation, etc. that Water and Light does. Our loans are 0% interest; Water and Light’s are 1, 3, and 5% interest. Mr. Cole said Water and Light doubled the rebates for energy improvements for our participants; we offer up to $2400 in rebates instead of $1200. Mr. Limback asked if someone’s income is too high for our programs, do we can refer them to Water and Light? Mr. Anspach said yes. X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF Mr. Anspach said he expects to have at least three more Rehabs for the committee to review in a couple of months. Ms. Steuber asked for an end of year meeting and summary report on the MHR and Rehab programs. Mr. Limback asked for a year to date report on projects, loans, etc. at each meeting. Mr. Cole said he puts a report like that in the annual report each year that goes to HUD on our loan portfolio, which is due in March. They can provide a report sooner than that, including successful and non-successful stories. Xl. NEXT MEETING DATE: TO BE DETERMINED XlI.
