I. CALL TO ORDER
Members Present: Tammy Brewer, Commission on Cultural Affairs
representative; Tootie Burns, Council Appointee; Bill Williams, Commission on
Cultural Affairs representative; Kay McCarthy, Council Appointee; Joanna Witte,
Council Appointee
Staff Present: Sarah Dresser

Tammy Brewer, called the meeting to order at 12:03 p.m.
II. INTRODUCTIONS
As the meeting was called to order, Brewer welcomed Committee members and
asked them to introduce themselves. Dresser announced that this would be
Joanna Witte’s last meeting, as she is moving from Columbia. Her appointment
will become open on the Standing Committee.
III. APPROVAL OF AGENDA
The agenda was approved by consensus.
IV. APPROVAL OF MINUTES
The minutes from the last Standing Committee on Public Art Sub-Committee
meeting were approved with a motion by Burns, seconded by Witte; motion
carried.
V. NEW BUSINESS
Review of Process
The committee reviewed the criteria for addressing the traffic signal box on the
corner of 6th and Broadway. Since this is a special Partners in Education project
with Columbia Public Schools, Dresser explained the process of working with the
schools. Last year, designs were solicited from all elementary schools. This year,
the 7 CPS middle schools were eligible to submit up to three designs per school
to be considered for the Traffic Box Project.
The committee will select one design submitted by a process of elimination after
reviewing each design. Dresser stated that the chosen design is planned to be
installed before Thanksgiving.

Review of School Submissions for Traffic Box Art
The Committee reviewed the four proposals received from two schools, which
were Jefferson Middle School (7th and 8th graders) and West Middle School (8th
graders).
Discussion began with the one design from West Middle School. The teacher
included photos of the process of creating the collaborative design, which was
columns and the building from the Boone County Courthouse with dogwood
branches. The students wanted to combine both architecture and nature themes
into the design. The committee noted that the dogwood is the state tree for
Missouri.
Discussion continued with the designs from Jefferson Middle School. The three
designs had the themes of water, outer space, and the outdoors. Burns remarked
that she liked the water design with the fish and the bubbles, but questioned how
it relates to downtown Columbia. The group agreed that the outdoor and outer
space designs did not relate to downtown life in Columbia.
The top two choices were the fish design from Jefferson Middle School and the
dogwood design from West Middle School. The group liked the whimsical
elements the fish/aquarium design and that it was continuous on all panels.
However, if chosen, they would recommend not as much blue space in the final
design and that no trademarked materials (the Batman design) be used. Brewer
remarked that the design does not represent Columbia.
The group agreed that the dogwood and columns design from West looked very
professional and represents life in Columbia. The design is detailed, layered and
textured, and the blue edges of the design could connect it on the box. The
group unanimously favored the design from West. Burns made a motion to
accept the design from West for the traffic signal box, seconded by Williams;
motion passed.
Burns asked if Dresser would send feedback to Jefferson Middle School that the
student submitted very thoughtful designs and that the committee liked the ideas
represented.
Schedule of Project
Dresser reported that the OCA will pay for the installation of the vinyl wrap, and
will not pay an honorarium as in other traffic box art projects. Dresser will
contact the teacher of the winning school to begin working to translate the
artwork to vinyl, and she stated that a line of text could be added to list the
school name and grade of students who participated.
