City of Columbia, Missouri Meeting Minutes Loan and Grant Committee Wednesday, November 16, 2016 City Hall, Rm 1A, 701 E. Regular Meeting Broadway 1:30 PM I. INTRODUCTIONS Mr. Kasmann, Mr. Limback, and Mr. Ritter introduced themselves. Mr. Ritter is the new Loan and Grant Committee member from the Community Development Commission; he took Mr. Ukoha’s place. Present 3- Bill Kasmann, Lynn Limback, and Mitchell Ritter Excused 1- Chris Steuber II. APPROVAL OF AGENDA Mr. Limback made a motion to approve the agenda; second by Mr. Ritter. The motion passed by a unanimous voice vote. III. MOTION TO GO INTO CLOSED SESSION Mr. Limback made a motion to go into closed session; second by Mr. Ritter. The motion passed by a unanimous voice vote. IV. APPROVAL OF MINUTES Mr. Limback made a motion to approve the minutes of the Aug. 11, 2016 meeting; second by Mr. Ritter. The motion passed by a unanimous voice vote. V. NEW BUSINESS 3 Rehab projects VI. MOTION TO GO INTO OPEN SESSION Mr. Limback made a motion to go into open session; second by Mr. Ritter. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF Mr. Anspach said at the last meeting, the committee had asked for updates of past projects. He showed them pictures of a retaining wall and deck that had been replaced through our Rehab program. He and Mr. Amelunke explained the process. They used a new contractor that specialized in landscaping and retaining walls. The committee appreciated the update and said it was a good job. Mr. Kasmann asked if it went over budget, since they found some unexpected walls under the deck, engineering inspection, replacing the deck, etc. Mr. Anspach said it went a little over the estimated cost but was still within the budget. They try to leave some room for increases but need to address issues that come up regardless. VIII. NEXT MEETING DATE: TO BE DETERMINED Mr. Anspach asked if they can meet between Thanksgiving and Christmas to review the third Rehab. They said they could. Mr. Kasmann said he’ll be out the first week of December. Ms. Sides will schedule the meeting as soon as the appraisal is ready. Mr. Anspach said he’ll have three more in the spring for them to review. Mr. Kasmann asked if they have plenty of funds; Mr. Anspach said as far as he knows, they do. IX. ADJOURNMENT Mr. Limback made a motion to adjourn; second by Mr. Ritter. The motion passed by a unanimous voice vote. Members of the public may attend any open meeting.
