City of Columbia, Missouri Meeting Minutes Youth Advisory Council Tuesday, February 14, 2017 Conference Room Regular 1A/1B 6:00 PM Columbia City Hall 701 E. Broadway I. CALL TO ORDER Dane Steinhauer made a motion to call the meeting to order at 6:07 p.m. Ilinca Popescu seconded the motion. The motion carried. Yes: 16 - Leuchtmann, Logue, Nguyen, Rowe, Ryberg, Steinhauer, Thomas, Cho, Cox, Keithahn, Marks, Nguyen, Prenger, Popescu, Palipatana and Geyer Excused: 4- Goyal, Washington, Chapdelaine and Loveless II. INTRODUCTIONS Dr. Lennon introduced herself to the Youth Advisory Council, and stated that she would be serving as the YAC Liaison for Hickman High School. III. APPROVAL OF AGENDA Boonakij Palipatana made the motion to approve the agenda and Laura Cox seconded it. IV. APPROVAL OF MINUTES Draft YAC Minutes from January 10, 2017 Attachments: DRAFT YAC Minutes, Jan. 10, 2017 Dane made a motion to approve the January meeting's agenda. Dzung Nguyen seconded the motion. The motion carried. V. OLD BUSINESS Accountability Attachments: Participation Guidelines for Youth Advisory Council Dane suggested that the group go over the participation guidelines in order to remind everyone of participation requirements and recommendations. The group agreed to change the 2 hour/week participation requirement to 2 hour/month. Instead of calling each component a “requirement,” Ilinca suggested that it should be changed to “expectation.” Freedcamp, a previously proposed mean of communication, was not approved by the council because it is considered a violation of Sunshine Laws, requiring the council’s activities to be transparent to the public. Michael Nguyen made a motion to approve the edited YAC Participation Guidelines. Alex seconded the motion. The motion carried. City of Columbia, Missouri Page 1 Printed on 3/29/2017 Youth Advisory Council Meeting Minutes February 14, 2017 Coat Closet Project follow-up Members from each of the high schools presented their involvement and progress with the clothing drive. Hickman has a closet with food and clothing supported by the PTSA, which can benefit from the YAC’s clothing drive. Rock Bridge’s NHS members donated an adequate amount of clothing, which was transferred to Battle for the organizing session in February. Review and final approval of YAC Report to City Council Attachments: Draft YAC Report to Council Dane presented to the group this year’s report on YAC activities, recommendations, and future plans. All council members read the report and made necessary edits. Alex Geyer made a motion to approve the report. Ilinca seconded the motion. The motion carried. The report will be presented to the City Council by the YAC Executive Team in early March. VI. NEW BUSINESS VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF The Vision Zero World Café is a worldwide initiative that aims to create a traffic accident-free community. There will be citywide sessions held by the City Hall to discuss topics regarding safety on the roads for both drivers and pedestrians. This would be a good opportunity for YAC members to provide unique youth perspectives on the issue. For more information on the Vision Zero World Café, visit visionzeroinitiative.com. Battle hosted a Neighbor to Neighbor forum, which saw a successful turnout. Some members from Hickman and Rock Bridge expressed interest in bringing the forum to their schools. Laura Cox posed questions about the Vision Zero initiative regarding its purpose and targets. Councilman Ian Thomas responded to Laura’s questions, noting that the initiative focuses less on the numbers than on the culture of acceptance of traffic deaths. The goal is to slow down traffic, establish safer speed limits, increase traffic law reinforcement, ban texting and driving, etc. Certain parts of the city with higher rates of accident will see a higher impact than others. VIII. NEXT MEETING DATE The next meeting is scheduled for Tuesday, March 14th, 2017. IX.
