Text of Communication As we reflect on the 250 year anniversary of the Declaration of Independence this
July, I'd like us to make commitments as a city to what we stand for, and to have a
guiding light for the next two years of this council session. I'm therefore proposing
"A Resolution Proclaiming the City of Green Bay’s Commitment to an Economic
and Social Bill of Rights" (see below and attached text). Thank you!
A Resolution Proclaiming the City of Green Bay’s Commitment to an Economic
and Social Bill of Rights
WHEREAS this July 4, we celebrate the 250th anniversary of the Declaration of
Independence and our nation’s founding, an event of world-historical importance,
WHEREAS, the promise of American democracy fundamentally centers on every
American’s guarantee of life, liberty, and the pursuit of happiness,
WHEREAS, numerous Americans throughout our nation’s history—including
President Franklin D. Roosevelt, Martin Luther King, Jr., and many others—have
proclaimed the necessity of economic and social rights for Americans to fully
realize freedom and democracy,
WHEREAS, the City of Green Bay recognizes that the realization of the
unalienable rights to life, liberty, and the pursuit of happiness, in our time, requires
commitments from government at every level to promote economic and social
rights,
BE IT RESOLVED, the Common Council of Green Bay proclaims our support for
the following economic and social rights for every resident of Green Bay in every
way practicable:
1. The right to clean drinking water
2. The right to a job with a living wage
3. The right to a quality public education
4. The right to quality, accessible health infrastructure and affordable healthcare
5. The right to safe, quality housing through either affordable rental units or
owned homes
6. The right to a clean and pollution-free environment; a sustainable public
infrastructure; and affordable, reliable clean energy with maximum mitigation
against the impact of human-induced climate change
7. The right to safe, affordable, quality transportation, including roads, public
transit, bicycle, and pedestrian pathways
8. The right to worker voice in the workplace including union and collective
bargaining
9. The right to recreation, through public parks, arts, and other forms of civic
engagement
10. The right and ability to participate in free and fair elections
BE IT FURTHER RESOLVED, the Common Council of Green Bay calls on the
legislature of Wisconsin to share state revenue with local units of government and
empower them to advance these rights by restoring local controls so every
resident in Green Bay enjoys these deserved rights.

BE IT FINALLY RESOLVED, that while the City of Green Bay cannot unilaterally
guarantee every one of the rights above, the Common Council pledges to make
reasonable efforts within the bounds of our jurisdiction to secure these rights for
all.

CITY OF GREEN BAY
COMMON COUNCIL RESOLUTION NO. ______
A Resolution Requesting an Independent Operational Audit of the City of Green
Bay's Election Administration Procedures
WHEREAS, the City of Green Bay is committed to conducting elections that are fair,
accurate, transparent, and in full compliance with Wisconsin law; and
WHEREAS, the proper administration of absentee voting is essential to maintaining
voter confidence in the electoral process; and
WHEREAS, duplicate absentee ballot mailings have occurred during multiple recent
elections administered by the Green Bay City Clerk's Office, raising concerns regarding
administrative procedures and internal controls; and
WHEREAS, while the Wisconsin Elections Commission retains authority over election
administration under state law, the Common Council has a responsibility to exercise
oversight of City operations and ensure that municipal departments maintain effective
administrative practices; and
WHEREAS, an independent operational review will assist the City in identifying
procedural deficiencies, evaluating existing safeguards, and recommending
improvements designed to prevent future administrative errors;
NOW, THEREFORE, BE IT RESOLVED, that the Green Bay Common Council
requests that an independent operational audit of the City Clerk's election administration
procedures be conducted by a qualified and independent governmental auditor or
election administration consultant.
BE IT FURTHER RESOLVED, that the audit include, at a minimum:
1. A review of absentee ballot request processing procedures.
2. A review of quality assurance and internal controls intended to prevent
duplicate ballot issuance.
3. An evaluation of election management software, data management practices,
and staff procedures affecting absentee ballot administration.
4. A review of corrective actions implemented following previous duplicate
absentee ballot incidents.
5. Recommendations for improvements to policies, procedures, staffing, training,
and internal controls.
6. A determination of whether additional safeguards should be adopted before
future elections.
BE IT FURTHER RESOLVED, that the City Clerk, City Attorney, Information
Technology Department, and all other appropriate City departments cooperate with the
independent auditor by providing access to records and information consistent with
Wisconsin law.
BE IT FURTHER RESOLVED, that the completed audit report be presented to the
Common Council at a public meeting and made available to the public.
BE IT FINALLY RESOLVED, that the Common Council encourages implementation of
reasonable recommendations arising from the audit that will strengthen election
administration and reinforce public confidence in the integrity of Green Bay elections.

GENERAL ORDINANCE NO. 13-26
AN ORDINANCE
AMENDING SECTION 10-460,
GREEN BAY MUNICIPAL CODE,
RELATING TO PUBLIC VEHICLE REGULATIONS
THE COMMON COUNCIL OF THE CITY OF GREEN BAY DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 10-460, Green Bay Municipal Code, is hereby amended to read:
Sec. 10-460. Public vehicle regulations.
The owner and operator of a public vehicle are both responsible for ensuring compliance with
this section.
(1) Maintenance. No person may operate a vehicle registered under this article unless the
vehicle complies with all the conditions necessary to become a licensed public vehicle
at the time it is in operation.
(2) Receipts. Upon a customer's demand, the operator of a public vehicle shall provide a
receipt at the time of payment in legible type or writing containing the firm name,
operator's name and number, any items for which the charge is made, the total amount
paid, and the date of payment. The receipt may be provided in electronic form if payment
is made by electronic means.
(3) Rates. Public vehicles may charge for service at a rate per unit of time, a rate per unit of
distance, a flat rate per ride, or by using a taximeter.
a. Report to Clerk. The owner or operator of a public vehicle shall at all times maintain
a schedule of rates on file with the City Clerk and may not charge any rate higher
than the rate on file with the City Clerk.
b. Taximeters. A public vehicle may use a taximeter to determine the cost of service,
subject to the following regulations:
1. No person shall use or permit to be used upon any public vehicle a taximeter
which is in error more than four percent in efficiency and more than one
percent in excess interval under test.
2. After sundown, the face of the taximeter shall be illuminated by suitable light
so arranged as to be readily discernible to the passengers.
3. The case of the taximeter shall be sealed and have its cover gear intact.
4. Upon complaint to the Clerk's Office, the taximeter subject to complaint shall
be inspected by the Inspection Department.
(4) Operator ID display. No person may operate a public vehicle unless the person who is
licensed to operate it is displaying their operator's license.
(5) Location Restriction. No public vehicle may operate within Lambeau Field parking
lots during any professional or collegiate sporting events.
SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby
repealed.
SECTION 3. Effective date. This ordinance shall take effect on January 1, 2027 and after
its passage and publication.
