WATER SERVICES
211106 Authorizing an $865,570.00 construction Change Order No. 1 with SHEDIGS IT, L.L.C.,
for the Emergency Contract for Cleaning the 120-Inch Shoal Creek Sanitary Sewer
Interceptor project for a total contract amount of $1,465,570.00; and recognizing this
ordinance as having an accelerated effective date.
Matt Bond and Matt Thomas, Water Services, testified that this ordinance will
authorize execution and expenditures of a construction change order for
Emergency Cleaning of the 120 inch Shoal Creek Sanitary Sewer Interceptor with
SHEDIGS IT, LLC. The Water Services Department received approval from the
City Manager authorizing an emergency contract with SHEDIGS IT, L.L.C. to clean
and repair a portion of the Shoal Creek Sanitary Sewer Interceptor from the
connection of the Little Shoal Creek Sewer to the Birmingham Pump Station. A
build up of debris blocked the inside of the pipe that needed to be removed to
re-establish flow capacity to the sewer. This project will improve the sanitary
sewer asset owned by Kansas City by performing necessary sewer cleaning

211107 Authorizing a $2,318,126.00 Amendment No. 2 to a Design Professional Services contract
with Black & Veatch Corporation, for the Wastewater SCADA; and authorizing a total
contract amount of $4,687,987.00.
Matt Bond and Chris Herrera, Water Services, testified that this ordinance will
authorize execution of a design professional services amendment for the
wastewater SCADA (Supervisory Control and Data Acquisition) project with Black
& Veatch Corporation. This project is to expand and integrate all remaining
pumping and treatment locations into the communications backbone and SCADA
server platform developed in Phase I merging connections and monitoring of
various wastewater treatment plants and pump stations. This design work will be
performed at 50 various wastewater pump stations, treatment facilities, green
infrastructure, and flow/level monitoring systems throughout Kansas City, Missouri.

Landside Pavement Design project at KCI Airport; and authorizing a maximum expenditure
of $920,953.00 for the amendment for a total contract amount of $1,973,766.33.
Jade Liska and Mallie Koehler, Aviation, testified that this ordinance will authorize
amendment 4 to the Design Professional agreement with Crawford, Murphy & Tilly
to redesign the Landside Pavement at KCI Airport. This amendment will provide
for the design, biddings, and construction phase service for KCI landscaping
improvements, dam and weir structural repair, and Economy Lot B rehabilitation.
Continuous rehabilitation of existing infrastructure represents a highly sustainable
investment for Kansas City compared to the cost to construct new pavements at

previously appropriated funds.

Upgrade at KCI Airport; authorizing a maximum expenditure of $1,564,750.00.
Jade Liska and Mallie Koehler, Aviation, testified that this ordinance will authorize
a construction contract with MegaKC Corporation for the Post Gate 6 Upgrade at
KCI Airport. The project will replace the current gate with a new rolling gate and
card readers, construct a new concrete entrance and exit road on Oslo Drive,
install LED light poles, and complete a mill and asphalt overlay of JP Cooper Road
to the Terminal C apron. Improvements to the existing infrastructure represents a
highly sustainable investment for the City of Kansas City, Missouri by increasing its
usefulness in reducing travel times and fuel usage. An electronic copy of this

authorize the Director of Public Works to execute a construction contract with
Gunter Construction, for traffic calming measures for locations throughout the City
as part of the Vision Zero initiative. Neighborhoods and residents throughout the
Kansas City limits have complained about speeding issues. The project will
improve the overall safety by reducing/eliminating fatalities, injuries and crashes.

design services in the comprehensive sidewalks construction prioritization plan; and
recognizing this ordinance as having an accelerated effective date.

Jason Waldron, Public Works presented this ordinance. Authorizing the Director of Public
Works is authorized to enter into a Design Professional Agreement with Alta Planning + Design
for the creation of a prioritization plan for sidewalk construction. This project aims to develop
a comprehensive plan for sidewalk construction across the City. The prioritization process will
take into consideration the current condition of sidewalks, equity factors, public and
community engagement, analysis of the shortest paths for pedestrians, as well as pedestrian
and bike crash data. Investing in sidewalks in good condition will encourage the use of
alternative modes of transportation and will contribute to the economic prosperity of all areas
within the City.

Complete Streets policy and enacting in lieu thereof a new section of like number and
