Sponsors: Hall Jason Waldron, Public Works presented this ordinance. The City is looking to negotiate financing terms with Custom Lighting, also known as Black and McDonald, for the purpose of converting the standard cobra head streetlights to LED technology. This conversion aims to enhance the quality and efficiency of the street lighting system, improve driver and pedestrian safety, and reduce annual energy and maintenance costs. Additionally, the agreement will also cover the ongoing maintenance of 98,000 streetlights and 41 traffic signal intersections. Ensuring the safety of streetlights and proper working traffic signals is beneficial for everyone. Adv and Do Pass Page 1 of 6 Transportation, Infrastructure and Meeting Minutes - Final January 12, 2022 Operations Committee 220001 Authorizing the Director of Public Works to execute a design-build contract with MegaKC in the amount of $1,384,000.00; for improving the six (6) intersections throughout the City as part of Vision Zero initiative; authorizing the Director of Public Works to enter into contract changes up to including twenty percent (20%) of the original contract price; and recognizing this ordinance as having an accelerated effective date. Jason Waldron of Public Works presented this ordinance. This ordinance authorizes the Director of Public Works to execute a design-build contract with MegaKC to improve six intersections throughout the city. The contract will involve designing and constructing these six intersections in order to reduce or eliminate fatalities, injuries, and crashes. Overall, this contract aims to improve safety by reducing or eliminating these incidents. Adv and Do Pass Water Services 220002 Appropriating $5,554,000.00 from the Unappropriated Fund Balance of the Water Fund; authorizing a $5,048,908.00 construction contract with Site Rite Construction Co., for replacement of water mains in the area of Paseo Boulevard to Elmwood Avenue, East 58th Terrace to Gregory Boulevard; and authorizing a maximum expenditure of $5,554,000.00. Matt Bond of KC Water presented this ordinance, which authorizes the Director of Water Service to execute a construction contract with Site Rite Construction for the replacement of water mains from Paseo Blvd. to Elmwood Avenue, and from East 58th Terrace to Gregory Blvd. The Water Service Department is undertaking this construction project to improve the reliability of the distribution system, increase hydraulic conveyance capacity, and support fire protection. This project aims to contribute to a sustainable Kansas City by replacing aging, break-prone water mains with new ones. Adv and Do Pass Aviation 220004 Authorizing an $840,000.00 Amendment No. 4 with Crawford, Murphy & Tilly for the Design Airport Development at CBW Downtown Airport for a total contract amount of $1,319,000.00; and authorizing a maximum expenditure of $1,008,000.00 for the amendment. Mike Waller and Jade Liska from the Aviation department presented an ordinance authorizing the Director of Aviation to execute Design Professional Agreement No. 4 with Crawford, Murphy & Tilly for the design of airport development at Charles B. Wheeler Downtown Airport. This amendment will cover all necessary planning, design, and construction phase services, including pre-construction services, construction management, inspection and observation services, and final project closeout documentation. The project will adhere to FAA airport design criteria to address and provide solutions to non-standard airfield conditions. It will also focus on maximizing the life of runway pavement and investing funds necessary for capital improvements at MKC to meet current and future operational demand. Adv and Do Pass Page 2 of 6 Transportation, Infrastructure and Meeting Minutes - Final January 12, 2022 Operations Committee General Services 220018 Declaring certain real property generally located at 1811 Agnes Avenue and 3005 E. 18th Street, Kansas City, Missouri 64127 surplus to the City’s needs; and authorizing the Director of General Services to offer the sale of the City’s interest in the real property in accordance with City regulations, and execute related documents to complete the transfer of the real property while reserving easements, as necessary, for any existing City owned sewer, storm water, and water line infrastructure on the said property. Sponsors: Robinson Ashley Wise, General Services presented this ordinance, authorizing the Director of General Services to declare real property 1811 Agnes Avenue and 3005 E. 18th Street, Kansas City, Missouri to offer the sale of the City’s interest in the real property in accordance with City regulations and execute related documents to complete the transfer of the real property while reserving easements. These parcels are zoned for M1-5 light industrial and commercial. Water and sewer easements will need to be retained by the City. Adv and Do Pass 220023 RESOLUTION - Directing the City Manager to follow state law pertaining to vaccines, medical mandates, medical procedures, and medical processes, including privacy, on employees outside of any contracts for employment; removing any requirement that City employees pay for medical procedures mandated by the City; and directing the City Manager to provide a line-item breakdown of COVID-19 expenditures. Green Hills Road Improvements - N.W. 78th Street to N.W. Barry Road, Project No. 89008087, in Kansas City, Platte County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Department of Public Works; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Platte County, Missouri. Jason Waldron, from the Public Works department, presented an ordinance authorizing the condemnation and taking of private property for public use. This is for the construction, location, and maintenance of the N. Green Hills Road Improvements. The ordinance also authorizes continued negotiations and purchase by the Director of the Department of Public Works. The properties being condemned will be used by the City of Kansas City, Missouri for temporary construction easements to build a 2-lane access road that will serve the neighborhood and traveling public better throughout the construction period. Adv and Do Pass Aviation 211116 Authorizing the Director of Aviation to execute the Fourth Amendment to the Tenant Reimbursement Agreement with Southwest Airlines and increasing the contract amount by $2,125,000.00 for a total contract amount of $7,361,500.00; and authorizing the Director of Aviation to expend an amount not to exceed $2,125,000.00 for the amendment from previously appropriated funds. Pete Fullerton, Aviation presented this ordinance, authorizing the Director of Aviation to execute a 4th Amendment to Tenant Reimbursement Agreement with Southwest Airlines. The 4th amendment will provide Airline representation in the negotiations of a the new, longer term Airport use and lease agreement and to provide Airline representation for the design and during construction of the Terminal Modernization Program, and its ancillary facilities. This 4 th amendment extends term of the Agreement to October 31, 2023. Sponsors: Loar The resolution to authorize the development of office and commercial properties North of Cookingham between I-29 and I-435 has been approved. The property owner submitted a request for rezoning applications, which has been approved. Both MoDOT and the Federal Highway Administration have given the green light for converting the existing signalized interchange ramp terminals to roundabouts, providing direct access to the proposed commercial and office development. They are also willing to collaborate on the construction of these improvements. This project will involve the removal of three signalized intersections and their replacement with a roundabout interchange. Additionally, it will include parts of the KCI Corridor Trail on the east side of I-29.
