Approval of October 19, 2015 minutes. Dr. Colella moved approval of minutes of the October 19, 2015 meeting. There were no objections. 5. 160952 Resolution approving an Assignment and Assumption of the Private Ambulance Service Provider Agreement and Certificate for Area #2 from Meda-Care Ambulance Corporation to Paratech Ambulance Service, Inc. Sponsors: THE CHAIR Appearing: Asst. Chief John Schwengel - MFD Atty. Franklyn M. Gimbel on behalf of Bell Ambulance Atty. Brian Randall on behalf of Paratech Ambulance Asst Chief Schwengel regarding the Ambulance Service Board Report, September 2015 - August 2016 he said that Turn-back Standard numbers are based on CAD data. It only captures the first Turn-back; or the ones that were not handled. In general all ambulance companies have been meeting the requirements of less than 2% turn back rate with the exception of Meda-Care. Question was asked as to reason for turn backs. Chief Schwengel said that there may be a lack of staffing or resources available to handle the initial call for service. Randall said that file number 160952 derives from contract seeking approval of city to transfer services from Meda-Care Ambulance Corp. to Paratech Ambulance Service, Inc. to service area #2; per requirement the updated certification supplement to give board and the city some background. Paratech will buy 8 of the meda-care vehicles, intended to be kept by Meda-care name. Mrs. Rotar asked will billing be under two different names. Atty. Randall said that patient will be billed under separate names. City Atty. Grant Langley said that city attorney has reviewed the contract. Atty. Franklyn Gimbel, representing Bell Ambulance is opposed to this resolution for lacking of the following documents: a certificate of insurance in the name of Meda-care Ambulance Service LLC, State of WI Ambulance Service license, Medacare LLC approved operational plan, WI medicare license. Mr. Larry Knuth, vice president of operations with Paratech ambulance who said that state does have 60-days to approve the submission of plan changes, that were submitted several weeks ago, EMS office process these; Paratech is near completion to having an operational plan completed for meda-care services LLC; all required documentation has been submitted. Mr. Ted Larson, owner of Meda-care business, said that it was a hard family decision to exit the market. The Ambulance Service Board approved the assignment and assumption of the private ambulance service provider agreement and certificate for Area #2 from Meda-Care Ambulance Corp. to Paratech Ambulance Service, Inc. Dr. Colella, seconded by Mrs. Rotar, to send file number 160952 to Public Safety for approval. There were no objections. 6. 160760 Resolution relating to certification of ambulance service providers for the citywide emergency medical service system. Sponsors: THE CHAIR Dr. Calvert moved, seconded by Mrs. Rotar, to approve the certification of ambulance service providers for the citywide emergency medical service system. There were no objections. 7.
