Call to Order at 10:11 A.M. Approval of previous meeting minutes of August 27, 2014 minutes. Mayor Barrett, seconded by Mr. Santelle moved to approved the minutes of August 27, 2014. There were no objections. 3. National League of Cities Recap. Members shared feedback on the National League of Cities representatives visit. It was agreed among BMAAC members that a separate category needs to be created to address education and public safety issues. Mr. Mahan said that Greater Milwaukee Foundation and United Way have expressed an interest in participating as members of the BMAAC. City Treasurer, Spencer Coggs also expressed an interest in being part of BMAAC. Recommendation to the Common Council was made to request an amendment to the composition of the BMAAC by adding a representation from the philanthropic community, Business community, Youth and City Treasurer; increasing the membership to 15. Also that another County Representative be appointed since Co. Rep., Russell Stamper II is now a Common Council representative of 15th Aldermanic District. There were no objections. 5. Boys and Men of Color updates. Ms. Kunde announced the first-in-the nation Boys and Men of Color Week from October 27 through November 1, 2014; the event will focus on building opportunities and improving life outcomes. Ms. Kunde distributed a press release and brochure for this event and encouraged BMAAC members to attend. 6. Prospective Funding Proposal. Mr. Mahan presented recommendations to allocate $300,000 created by the five different subcommittees/groups of the Black Male Achievement Advisory: Driver's License Recovery Program/Employment Project Vendor: Wisconsin Community Services, Inc. Allocation: $25,000 Activity: Resolve active suspension and/or revocation against current Wisconsin driver's licenses, or resolving active suspension and/or revocation against one's ability to obtain a WI Driver's License. Five Sector Workforce Jobs Initiative Vendor: Milwaukee Area workforce Investment Board (MAWIB) Allocation: $145,000 Activity: Align, recruit and train residents for job opportunities in the Health, Manufacturing, Construction, Hospitality and Financial Services Sectors. Job Scan (Targeted) Vendor: Milwaukee Area Workforce Investment Board (MAWIB) Allocation: $25,000 Activity: Needs assessment for Sector jobs. Provide survey and assessment of employer supply chains for employment opportunities (direct hire/training) Trauma Victim Assistance and Referral Vendor: Black Health Coalition Allocation: $75,000 Activity: Provide Case Management and referral services to victims of trauma (homicide, domestic violence) MFI Micro Summit (Resource and Activity Fairs) City of Milwaukee Page 2 BLACK MALE ACHIEVEMENT Meeting Minutes October 20, 2014 ADVISORY COUNCIL Vendor: Milwaukee Fatherhood Initiative (MFI) Allocation: $30,000 Activity: Provide follow-up to the annual summit. MFI will host resources fair in targeted neighborhoods, addressing custodial and non-custodial guardian issues and needs. Appearing: Earl Buford - president of Milwaukee Area Workforce Investment Board Mr. Buford talked about Compete Milwaukee, a workforce development framework for the City to define strategic parties that connect workforce development investment with opportunities to address disproportionate factors of unemployment among city residents. It is partnership between the Mayor, Common Council, MAWIB and other community investors. Mr. Crumpt said that the activities of the MAWIB aligned with all the recommendations of the Workforce Subcommittee of the BMAAC. Ald. Hamilton said that these organizations came together as the Milwaukee Promise which is a process and recognition of resources and annual analysis the city utilizes with the purpose of alleviating poverty, eliminating disparities, and creating equity in the system using data. Ald. Hamilton said that all these resources are targeted; dealing with some of the suggestions from National League of Cities representatives and as a best practice model, there need to be a shrink in the impact areas, have high intensity areas to be able to monitor the data in each of the Milwaukee Promise Zones map (Greater Old North, Division/Harambee, Washington Park and Near South Side). Motion by Mr. David Crowley to accept recommendations and leave the Job Initiiative category open and find a partner to have a commitment for Education and Public Safety component. There were no objections (8-0) 7. Black Male Achievement Advisory Council vision statement. Mr. Rahim Islam - will be speaking at Community Conversations Town Hall on October 23, 2014 from 5:30 - 7:30 p.m. at 6850 N 53rd St - Daniel Webster School UACB Renaissance. Mr. Santelle suggested for few BMAAC members to meet to brain storm regarding the BMAAC vision statement; Steven Mahan offered to staff this group, Robert Cherry, Chair, Dr. Patricia McManus and Cheryl Blue. 8.
