3. Approval of minutes from the previous meeting
Mr. Sain moved approval of the March 28, 2016, seconded by Mayor Barrett.
There were no objections
4. Cease Fire Sabbath Review

Mayor said Cease Fire Sabbath Review marks the 11th event. Marcy Patterson
coordinated a breakfast with three different churches to engage the community as
summer approaches with the intent to reduce violence in the City. The event was
attended by 175 people, three community churches were present.
Mr. Mahan said that there was a big crossed denominational representation; there
was a great willingness to get involve from participants..

Captain Banks alluded to a video that is used to start the forum to reach youth
between the ages of twelve and seventeen years old. There will three forums
scheduled for this year, in addition to the May 21, 2016 at Custer High School. There
were 85 selected children from different organization in attendance. Children were
pre-selected to create a mix group of honor roll students and those consider "at-risk"
students. MPS has found, in a lot of the stolen automobiles incidents and fatal
crashes, that some children are expected to be involve in this type of behavior
because of their criminal history. However, there are other children that have no prior
criminal history. Part of the problem is to understand the reason for this behavior. The
forum had a panel discussion were the children opened up and said that they get
involve in this type of behavior because is fun, it makes them popular with the girls.
Captain Banks said that moving forward there will be follow-up on the children that
attend these forums to reduce recidivism. An officer will be assigned to each of them
to talk about their decision-making ability.
Second Summit scheduled June 4, 2016 at Bradley Tech High School.
Ald. Murphy asked how were the individuals selected.
Captain Banks said that it was a slow process through the collaboration of different
community organizations that recommended the individuals they serve to be
selected. There were children from St. Charles Youth and Family Services that
already have arrest records.
Ald. Murphy asked if MPD has the ability to produce a model to predict who is more
susceptible to commit these types of crime. He also suggested for Captain Banks to
look at MPD data in order to being proactive and prevent the activity as opposed to
detention and or encarceration.
6. Mentor update

In conclusion to the sumitt early this year, there is a need to increase volunteers in
our mentoring network. There is a need for technical assistance, an overall level of
coordination when it comes to the mentoring network within the community. Next
step, hopefully throughout the summer, will be working with Public Policy Forum to do
a feasability Study/Strategic Plan to lay out what a mentoring network will look like for
MPS.
7. MBK Plan Adoption and Future Addendums

Mr. Mahan said that MBK Plan of Action was adopted by Common Council. Still
receiving feedback to help adjusting the plan and to meeting the needs.
Mr. Mahan address the next two items of the agenda: Future addendum and survey

comments and results. future addendum are based on survey results and BMAAC
feedback. Members were handed out the full responses received in the survey tool. A
partial response did not trigger a number of the results. There were 281 views and 46
full responses. Listing of priorities have been delegated to priority #1, 5 and 7:
Priority #1.Graduate male students of color from high school ready for college and or
the workplace.
Priority #5. Increase the capacities of boys and young men of color to combat
violence and victimization.
Priority #7. Protect the physical, emotional, mental, and spiritual wellness of boys and
men of color.
The second largest priority was
Priority # 8. Fuel creative and entrepreneurial innovations among males of color.
All these priority goals are detailed in the My Brother's Keeper Action Plan found in
Common council File Number 130831

Mr. Hooper said that MPS is already collaborating to adhere to the MBK's plan.
A Photo session is schedule at for June 2, 2016 at John Paul Greco Photo Studio to
reduce some of the pictures dipicted in the action plan and add more cultural
diversity.
Ms. Gilligan asked regarding outreach to get more input to the plan, absence of
baseline data, identifying lead organizationswithin each of goal areas to organize all
people that have sign on to the plan's goal.
Mr. Mahan said that the input received by different individual and agencies, they
addressed directly those entities that expressed and interest to participate within the
different goals. He said that although the plan is a living document, still not finalized.
Teh next step is to determine who would be the lead agency. MPS is adding to this
plan, so education componet of the City's plan will definetly stronger on the MPS
side. Also reaching out to Milwaukee Succeed to identify not just public schools but
also charter choices.
Ms. Gilligan asked is there a time line by which lead agencies will sign on.
Mr. Mahan said that their happy to see MPS initiate their education component of the
plan, but the economic development is moving forward; Reggie Moore is now in
place in the Office of Violence Prevention with the CIty that, adds a key componet to
a number of bullet points. He continue saying as far as moving forward with the entire
plan.
Ms. Gilligan moved council approves the My Brother's Keeper Action Plan, to set a
deadline for June 16, 2016 to identify lead agencies that will execute the different
priorities goals, Mayor Barrett amended motion to exclude priority 6 goal 1. There
were no objections.
8. Presentation of Survey Comments and Results
Motion by Ms.Gillian moved relesed the report preliminary data available in the plan.

Mayor Barrett is concerned with Priority 6. Improve the administration of justice for
boys and men of color, before council can vote on motion.
9. Reorganization of BMAAC
Mr. Crump said that there will modifications to the organization of BMAAC.
10. Office Of Violence Prevention
Mr. Reggie Moore - City of Milwaukee Health Department Office of Violence
Prevention - Director
Mr. Moore distributed an informational sheet giving an overview of the description
and priorities of the office.
Homicide Review Commission Report was released.
Hopefully, in the next two weeks there will be an announcement of of individuals who
will be taking positions in the office. Office of Violence Prevention represented City of
Milwaukee at the National Cities United Conference and will be working with the
Mayor's staff to followup with the pastors
who participated at the breakfast, particularly in the Safe Zones (Garden Homes and
Franklin Heights) to collaborate in an effort to include churches and other faith based
institution to engage in their communities to help with the violent activities.
11. MacArthur Grant

City of Milwaukee received $150,000 dollars for planning.
Ms. Boreviec said that grant to safety and justice from MacArthur Founmdation.
Grant was given in two phases: Milwaukee received in phase 2 Milwaukee received
$2 million dollars for the next two years to be used towqrd the reform of the justice
system.
Grant is lead by Milwaukee Community Justice Council focued on 3 policy areas.
