1. Review and approval of the minutes of the October 2nd meeting.
Mr. Nicolini moved, seconded by Mr. Korban, for approval of the minutes. There
were no objections.
2. Further discussion and recommendations for the Mayor's Proposed 2016 Budget.
The committee discussed the 2016 Proposed Budget.
Mr. Froh said that the City should strive to finance more of its capital budget with
cash instead of borrowing. Mr. Nicolini agreed that it would be preferable to have a
larger cash component. He said the Administration has been able to reduce reliance
on borrowing for some capital programs by using revenues, particularly revenues
from the Sewer Maintenance Fund.
Ald. Bauman said that the 2016 Proposed Budget reflects many of the
recommendations the committee has made in the past. Mr. Korban expressed
support for the 2016 Proposed Budget, saying that it reflects many of the sentiments
that were discussed here in the past.
Ms. Brengosz suggested revenue options for discussion. Ald. Bauman said alternate
revenue options would be a good discussion for next year’s budget. Mr. Nicolini
agreed that they will need to be considered at some point in the future.
Mr. Froh expressed support for the current paving strategy. He said that he has seen
an improvement in the condition of the City’s streets. Ald. Bauman agreed. He
added that the improvements that have been made have not been enough to change
the perceptions of many residents. Mr. Korban said that street paving is not an
overnight program. He acknowledged that it takes several years of serious
commitment to make noticeable changes.

Limited parking for persons attending meetings in City Hall is available at reduced rates (5 hour limit)
at the Milwaukee Center on the southwest corner of East Kilbourn and North Water Street. Parking
tickets must be validated in the first floor Information Booth in City Hall.
Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
before a Common Council committee are required to identify themselves as such. More information is
