Roll call. Meeting convened: 5:30 P.M. Members present: Kevin Ingram, Glenn Steinbrecher, Monique Liston and Melinda Scott-Krei Members excused: Joyce Mallory, Desiree Pointer-Mace and Ruben Burgos 2. Review and approval of the minutes of the January 19th meeting. Ms. Scott-Krei moved, seconded by Ms. Liston, for approval of the minutes. There were no objections 3. 160702 Communication relating to administrative matters of the Charter School Review Committee. Sponsors: THE CHAIR Janice Erleth and Susan Gramling - Children's Research Center (CRC) Ms. Gramling said that with the proposed changes in the new and old scorecards that the difference in the elementary schools is greater for the most recent year. That may be due to the change in the test administered. The CRC is recommending that the pilot scorecard be implemented this year and noted that the difference is about 10 points lower across all schools. The high school scores didn't vary as widely and that might be due to the fact that the tests were the same, which skewed the elementary school numbers. Escuela Verde and Milwaukee Math and Sciences Academy both fall below the threshhold of 70%, but both schools had improved from the previous year. Mr. Erleth said the threshhold was set by the committee after reviewing 3 years' worth of school data. CRC recommends adopting the pilot scorecard and begin using it this year. That pilot score card will be used for at least a year before setting any new academic goals. There are some standards the committee still needs to set for the scorecard, which can be set from the 2017/2018 school year if the committee wishes based upon two years of data. For the two schools below the threshhold, the recommendation is that the schools must increase their overall ratings by two points. Ms. Gramling suggested changing the last sentence to add the word "pilot" scorecard in their memo, so schools know it's not the scorecard in the report, but the pilot one. The chair said the goal is to get every school at 70 or above. Mr. Steinbrecher is concerned that the pilot scorecard may not reflect how the students are doing and used Central City Cyberschool as an example where 97.8% of eighth grade students are performing below or at the basic level, but the school has a score of 83.4. Mr. Larry Hoffman questioned why the scorecard is being changed based upon the test being used. From the last meeting, the list of submitted recommendations contained one he had made and wanted to thank the committee for acting on it. Ms. Scott-Krei moved to adopt the pilot scorecard, with items 1-4 and with the amended section on #4 with the word "pilot" added, seconded by Ms. Liston. There was one objection (Mr. Steinbrecher voting "no") In regards to the lead-in water testing, Ms. Peay said that she has been coordinating with the water quality manager and the plan is to test the schools in April or May. There will be 3 informational meetings on the protocol that the schools need to follow and what to expect. The informational meetings will be held in March. The contract language is being amended but that isn't completed yet. The testing will be done prior to the summer so any issues can be addressed in summer. Meeting adjourned: 5:59 P.M. Linda M.
