Present 4 - Stamper, Perez, Zielinski, Johnson Excused 1 - Rainey 1. 190452 Resolution relative to the establishment of the Year 2020 Funding Allocation Plan. Sponsors: THE CHAIR Presentation by Steven Mahan, Community Block Grants Adminisration director on the Funding Allocation Plan and creation of a 5-year plan. Speakers from the public: 1. Maria Salcedo - supports Safe and Sound 2. Darlen Jose - supports Safe and Sound 3. Sarah bregant and Danitra Jones - Northwest Side Community Development Corporation 4. Debbie Knapke - Revitalize Milwaukee - keeping homeowners in their homes. They do about 400 homes a year. 5. Jenny Von Helms - Salvation Army and Shelter & Transitional Housing Task Force - they are seing more clients with higher needs in mental health care 6. Jay Tucker - Wisconsin Community services - advocating for Driver's License Recovery Program 7. Joseph Kaltenberg - wants city and MPS parks supported more. 8. Willie Smith - Northwese Side Community Development Corporation 9. Audrey List and Emily Kenney - IMPACT 211 - focusing this year on preventing homelessness. 10. Karen Higgins and Paul Smith - Milwaukee Christian Center - appreciate Youth Build. 11. Justin Hegarty - Reflo and Green Schools of Milwaukee - reducing asphalt on school yards. 12. Kelly Felder - Executve Director of BID #28 - would like the city to reimburse City of Milwaukee Page 1 COMMUNITY & ECONOMIC Meeting Minutes July 9, 2019 DEVELOPMENT COMMITTEE commercial buyers for renderings ($2,000-$2,500) and also reimburse part of the purchase price. 13. Kelly Lempa - Northwest Side Community Development Corporation Marcus White, Urban Economic Development Association, gave a very short presentation on soliciting input for the 5-year plan. A motion was made by ALD. PEREZ that this Resolution be HELD TO CALL OF THE CHAIR. This motion PREVAILED by the following vote: Aye 4- Stamper, Perez, Zielinski and Johnson No 0 Excused 1- Rainey 2. Discussion of the 2020-2024 Five Year Consolidated Plan Process & The Regional Analysis of Impediments (AI) In the event that Common Council members who are not members of this committee attend this meeting, this meeting may also simultaneously constitute a meeting of the Common Council or any of the following committees: Community and Economic Development, Finance and Personnel, Judiciary and Legislation, Licenses, Public Safety and Health, Public Works, Zoning, Neighborhoods & Development, and/or Steering and Rules. Whether a simultaneous meeting is occurring depends on whether the presence of one or more of the Common Council member results in a quorum of the Common Council or any of the above committees, and, if there is a quorum of another committee, whether any agenda items listed above involve matters within that committee’s realm of authority. In the event that a simultaneous meeting is occurring, no action other than information gathering will be taken at the simultaneous meeting.
