FPC TESTING AND RECRUITING COMMITTEE
Thursday, January 17, 2019 5:30 PM City Hall, Room 301-B
The Testing and Recruiting Committee of the Board of Fire and Police Commissioners will meet in
open session on the following items:
1. Election of Chair and Vice-Chair
The Director opened the meeting with the election for the Chair and Vice-Chair for the
Testing and Recruiting Committee. Commissioner McKenzie nominated
Commissioner Soler for the position of Chair, seconded by Commissioner Cabrera.
Commissioner Soler accepts the position of Chair. Commissioner Cabrera nominated
Commissioner McKenzie for Vice-Clhair, seconded by Commissioner Cocroft.
Commissioner McKenzie accepts the position of Vice-Chair.
2. FPC19452 Resolution relating to the Policy Change for the Police Lieutenant Exam
Sponsors: THE CHAIR

Commissioner Cabrera moved to recommend denial of the request from the Chief that
all Detectives be allowed to test for Lieutenant, and recommend to the full Board that
the current MOU list of Detectives remain allowed to test for Lieutenant but all other
Detectives will be required to have experience as a Sergeant. Additionally, it is
recommended that Sergeants who have prior experience as a Detective be granted
additional preference points on the Lieutenant exam. This motion was seconded by
Commissioner Cocroft, and the motion carried unanimously.
A motion was made that this Fire And Police Resolution be REFERRED TO the
FIRE AND POLICE COMMISSION due back on 1/24/2019.
3. FPC19453 Resolution relating to the promotion to Administrative Lieutenant of
Police
Sponsors: THE CHAIR
Attachments: Promotion to Admin. Lieutenant
Commissioner Cocroft moved to recommend approval of the promotion by the Board,
seconded by Commissioner McKenzie. The motion to recommend approval of this
promotion passed unanimously.
This Fire And Police Resolution was REFERRED TO the FIRE AND POLICE
COMMISSION due back on 1/24/2019.

Following an appropriate motion, the meeting on the above noticed item will be held in closed session
pursuant to Section 19.85 (1)(c), Wis. Stats., to consider employment, promotion, compensation or
performance evaluation data of any public employee over whom the Board has jurisdiction or
exercises responsibility, and Section 19.85 (1)(f), Wis. Stats., to consider financial, medical, social or
personal histories of specific candidates for employment which, if discussed in public, would be likely
to have a substantial adverse effect upon the reputation of any person referred to in such histories.
Members of the Fire and Police Commission who are not members of this Committee may attend this
meeting to participate or to gather information. Therefore, notice is given that this meeting may
constitute a meeting of the Fire and Police Commission or any of its Standing Committees, and must
be noticed as such, although they will not take any formal action at this meeting.
