2. Review and approval of the minutes of January 14 and February 10, 2014.
The minutes were approved without objection.

3. 131536 Resolution relating to a Certificate of Appropriateness for the
installation of a new two-car garage at 2022 E. Lafayette Place in the
North Point South Historic District For Randy Bryant.

The Board unanimously felt that the Feb. 18th e-mail was not a written objection.
Mr. Jakubovich said that the garage will be ten feet from the east lot line and as close
as possible to the side lot line and facing Windsor Place with a shared driveway . The
garage will mimic the classical order of the house. The Lafayette elevation faces
toward the house. The east elevation is basically a blank wall and that neighbor has
recently gotten permission to put up a six foot privacy fence. Two earlier garages
were approved in basically this same area. The owner will use high-quality wood

siding and there will be no visible lights on the outside of the buiding, but there may
be some recessed lights under the entry doors. The staff recommends approval of
the plan as submitted. The garage is not brick because a concern was that making
the garage brick may result in too much brick, per Mr. Jakubovich.
Opposed:
Suzanne Jaquith - 2007A E. Windsor Place - lives in the coach house of the home -
information provided was provided Friday evening and is not complete and has other
concerns relating to location and construction. There is also no streetscape provided
so can't tell how the garage will be visible from the street or drawings involving the
apron of the garage. She feels that having the garage in the northwest corner would
lessen the effects of the garage and would like that area considered.
Heidi Adriansen - 2007 E. Windsor Place - agrees with Mrs. Jaquith and is primarily
concerned with the placement (would also prefer the northwest corner)
Mr. Bryant and Ms. Gore addressed the Commission and said that the last three
garages built in North Point South were wood and not of this quality. Two of those
homes were also red brick homes and had wood frame garages constructed. The
roofing material will be of high quality, as will the entire garage to mirror the quality of
the house. He feels that the molding and trim that one can get with wood, but not
with brick, makes the garage exceptional.
The Commission encouraged the applicant to work with the neighbor during the
construction phase.

4. 131539 Resolution relating to a Certificate of Appropriateness for openable
skylight and new second story glass doors on the balcony at 2597 N.
Downer Avenue in the Downer Avenue Historic District for Downer
Delaware LLC.
Sponsors: THE CHAIR
The owner would like to enclose the second floor area with glass doors and install a
movable skylight over the roof. The doors would have acrylic seams to be more or
less transparent and provide the illusion of an entire glass wall, rather than individual
doors. The skylight would be able to be opened in fair weather to make the space a
four-season room rather than its current seasonal room. A bump would be visible
from the street, but it would be minimal, per Mr. Jakubovich. The Commission had
previously approved removal of the roof. The staff recommends approval of both
projects.
Mr. Jarusz would like to see how far the skylight will be above the parapet and also
expressed a concern that the window frame does not match the other window
frames. With the glass doors there will be no framing.
Matt Rinka, Rinka Chung Architecture, said that the drawing presented to the
Commission is a CAD drawing and the peak is off-center, so that results in its being
lower. Mr. Jarusz wants to get a dimension on the peak. The door frame is on the
inside, rather than the outside.

Approved, with the caveat the the dimension on the peak will be obtained by staff.

5. Discussion and approval of a letter to the Secretary of Veterans Affairs,
urging the VA’s use of Section 111 of the National Historic Preservation Act
(NHPA) in order to provide effective leasing mechanisms for the
rehabilitation and reuse of the VA’s vacant historic buildings.
Other local historic groups have supported this action on the part of the VA . Mr.
Williams moved, seconded by Mr. Jarusz, for approval. There were no objections.
6. Updates and Announcements.
The insurance company will pay for the carriage doors on the cement block garage
application previously heard by the Commission and the owner is very happy. The
Cream of the City application is online and staff has identified five candidates.

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances are
required to register with the City Clerk's Office License Division. Registered lobbyists appearing
