Review and approval of the minutes of the March 10, 2015 meeting. Ms. Clendenen-Acosta moved, seconded by Ald. Bauman, for approval of the minutes There were no objections. 3. 131712 Resolution relating to a Certificate of Appropriateness for a new sign at 2469-2483 S. Kinnickinnic Avenue, Avalon Theater, for Lee Barczak. Sponsors: THE CHAIR Mr. Jakubovich said that the Avalon Theater hasn't been showing movies for a while with the recent work being done both inside and outside, but it will soon be open. The theater has an atmospheric style, which means the interior is meant to look like an outdoor garden with twinkle lights, which wil be replaced with LED lights or fiber optic lights, to depict stars. This is on the few surviving movie palaces in the city. The original marquee sign was removed via a staff approved certificate of appropriateness (COA). The design of the new marquee sign will mimic the design of the old sign, which was built in the 1940s or 1950s. The projecting I-beams are original and will be retained. The brick behind the I-beams will need some patching with new or salvage brick to hopefully look like the original brick. The building will also be cleaned and new windows obtained, both of which will be approved through a staff COA. The sign the Commission is reviewing is being reviewed due to its rarity and its size. The proposed sign is a flag-type sign atop a marquee and is meant to reflect the original architecture of the building's Moorish look. In scale, the sign is 26 feet wide and 24 feet high and is made with reverse channel letters. On the sides, one of the City of Milwaukee Page 1 HISTORIC PRESERVATION Meeting Minutes April 15, 2014 COMMISSION modern updates, is the installation of flush-mounted LED screens so that instead of having the classic whiteboards with black letters being changed for the movies, movie changes will be advertised digitally on these screens. Mr. Jakubovich thinks that at this point the unique needs of movie theaters and churches dictate the use of these LED screens. The movie theatre itself has two movie screens. The screens are flush with the marquee sign and are on the sides only, not on the front. The recent changes to the sign from the day prior to the meeting are included in the file as "Sign 1", "Sign 2" and "Sign 3" and are not major changes. Mr. Jakubovich is quite thrilled to see this sign. The letters on the sign itself are lighted. The difficult for the owner will be in matching the brick color, but the best job will be done that can be done. Any building changes required by other departments will likely not change the design of the sign. Ald. Tony Zielinski came to the table and said that he is strongly in support of this proposal and the owner, Lee Barczak, has stepped forward and invested a significant amount of money to restore this location. Everything that Mr. Barczak has ever done has been a first class operation and this will be a tremendous, tremendous addition to Kinnickinnic Avenue and he strongly, strongly, strongly supports this. Jeff Hojnacki, Ascent Design, Inc., said that the drawings were revised due work done on Sunday and he doesn't foresee any other changes, other than to the height or elevation of the two sided blade. Ald. Bauman moved, seconded by Ms. Clendenen-Acosta, with the chair abstaining. There were no objections. A motion was made by Ald. Bauman, seconded by Ms. Clendenen-Acosta that this Resolution be ADOPTED. Sponsors: THE CHAIR Ald. Zielinski said that he wholeheartedly supports the iron well application. Best Place has offered their venue for presentation of the award and they have 4 dates on hold. The Commission chose Thursday, May 29th with doors open at 5:30. There are 11 candidates this year and members have ballots in front of them. The Iron Block Building: This is the only iron-clad building in the state of Wisconsin. The challenges to the owner were to keep the facade details. James S. Peck house - porch work, tremendous amount of restoration Duplex on N. 33rd Street had a horrendous fire and was restored. 2601 W. Wells St. was stripped and being prepared for vinyl siding and vinyl windows. Educator category: H. Summit Ave. - replaced vinyl siding and paint job to highlight the details Frank Ward Smith - addition on the southwest corner Pizza Man complex Pryor Avenue iron well - an active well owned by the Milwaukee Water Works restored by private donations from the neighborhood Conrad house bungalow - brick porch restored and removed the vinyl siding 2732-34 W. Burnham - Frank LLoyd Wright house restored, restored stucco and trim and reopened the porches in back. Members will vote and Ms. Hatala will tally the ballots and report the results. 5. Review and approval of the 2013 Annual Report of the Commission Ald. Bauman moved, seconded by Ms. Opgenorth , for approval of the report. There were no objections. 6. Updates and Announcements A letter from the Dept. of Veterans Affairs was provided to members as a response to its letter regarding housing on the VA grounds. There is also a conference on April 26th of historic preservation commissions. Mr. Jakubovich noted that there are two interns that have been very helpful in working on staff -approved COAs. 7.
