Review and approval of the minutes of the May 12th meeting. Mr. Hoeschen movedl, seconded by Ms. Clendenen-Acosta, for approval of the minutes of May 12, 2014. There were no objections. 2. 140131 Resolution relating to a Certificate of Appropriateness for the removal of a rear addition and the construction of a new rear porch and entry at 2425 W. McKinley Avenue, Tiefenthaler House, an individually-designated building, for the City of Milwaukee. Sponsors: THE CHAIR Mr. Jakubovich said that the Tiefenthaler house is now a city-owned property and the city is investing in the property. The front porch is being replaced by two original porches as staff approval files and a rear bump out on the first story is being removed and replaced with back porch and four-panel door. The foundation condition below the rear addition is bad and the back porch will resemble the front porches. Staff has not found anything historical about the rear addition. Ms. Hatala reviewed fire maps which showed that the one story addition seems original to the house but staff has not been able to see the inside of the rear addition and its use. Mr. Jakubovich said that staff recommends approval of the new porch on the rear and removal of the rear addition. Mr. Hoeschen inquired as to what would happen to the grading if the rear addition weretaken off and if a possible retaining wall would be constructed? Mr. Jakubovich said that a retaining wall is part of property. The new porch would be approved by staff as a staff approval file. Removal of the existing porch needs to occur first before seeing what the new porch will be like. A motion was made by Brad Hoeschen, seconded by Anna-Marie Opgenorth, that this Resolution be ADOPTED. Broadway in the East Side Commercial Historic District for Donald Arenson. Sponsors: THE CHAIR Mr. Jakubovich said that this building is part of a grouping of Italian-style commercial buildings. The proposal is to replace four original wood windows on the second and third floors to match installation of vinyl windows on fourth floor; no Certificate of Approval was obtained for the fourth floor windows. The second floor windows were replaced with wood windows. Staff recommends approval for the second floor window replacement but does not recommend approval of the third floor window replacements. Donald Arenson, the property owner, appeared. He lives at 606 N. Broadway and has no plans to replace the fourth floor windows. He thinks current proposal is a good compromise. Wood windows will cost $4,400 each window and there are four windows. Ms. Pieper Eisenbrown asked if there is any possibility of tax credits and Mr. Jakubovich said that is something that would need to be investigated. If the window work was done as part of a larger project it may be eligible for a 40% credit. Mr. Hoeschen said that his concern is not as much with the material but with the shape; one over one is common and beautiful rather than opening made into three parts. Mr. Arenson said that one over one windows would need to be custom windows and that is expensive; he has found it difficult to find contractors that have affordable one over one windows for this type of window. He was not interested in trying to obtain a facade grant for this work. Ms. Clendenen Acosta is concerned with the precedent this would set if vinyl windows were approved on the third floor. Mr. Hoeschen said that this building has one face, its front facade, and although it is not a residential building, it does look residential with the current three part windows. The applicant could go through the facade grant program if funding of the windows is a concern. Mary Yungers, 608 N. Broadway, appeared and said that she supports the proposal and applicant and she feels the staff recommendation is cost- prohibitive and unattainable. Mr. Williams said that the applicant can look at different mechanics to open double hung windows rather than slide up like hoppers and Commission staff can help the applicant look for affordable contractors. Mr. Hoeschen moved, seconded by Ms. Clendenen-Acosta, for approval of 2nd story window replacements with wood double hung windows and denial of third floor window vinyl replacements. There were no objections. A motion was made by Brad Hoeschen, seconded by Marion Clendenen-Acosta, that this Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 5- Pieper Eisenbrown, Opgenorth, Williams, Hoeschen, and Clendenen-Acosta No: 0 Absent: 2- Bauman, and Jarosz City of Milwaukee Page 2 HISTORIC PRESERVATION Meeting Minutes June 9, 2014 COMMISSION 4. 140250 Resolution related to a Certificate of Appropriateness for a new two-car frame garage at 2023 N. 2nd Street in the Brewers Hill Historic district for Tim Baldwin and Susan Smieja. Sponsors: THE CHAIR Mr. Jakubovich said that the proposal is for a new two-car frame garage in the northwest corner of the rear yard where there is currently a parking slab. The applicant has not yet settled on a siding, but it should be smooth wood board with Queen Ann style windows. Staff recommendation is for approval. Mr. Hoeschen said that the garage is attractive, but he had a question about a second floor for a garage and whether a stair is within the footprint of the garage and whether there is anything in Brewers Hill that prohibits a second story in a garage. Timothy Baldwin, the owner, appeared and said that the intent for the second floor is for storage. Mr. Jakubovich said that one option to have a drop-down stair and there is no prohibition against a second floor as long as it is not a residential unit. A motion was made by Blair Williams, seconded by Anna-Marie Opgenorth, that this Resolution be ADOPTED. Sponsors: THE CHAIR Dustin Weis and Dan Mrotek from the City Clerk's Public Information Division presented a PowerPoint on this item with different shape, font and material options for a plaquing program. Bigger plaques means increasing costs and round logos can go down as far as 7.5 inches in diameter. For examples of weathering, from the Pabst Theater, bronze rectangular plaques can age and turn green while aluminum and texture will turn dull while the color will not change much. They may have to use color with perhaps a dark color background. For colors, enamel paints are used and bronze materials are suited to brown or black paint. Aluminum can have more color and is cheaper, by 10%, while bronze is $650-$700 in 17" x 19" size. In summary, a pentagon shape can accommodate a full logo and a round style can be scaled down. Aluminum is cheaper and more compatible with colors while text could be either serif vs. sans serifs. Colors may be bronze or any other color. Mr. Williams likes the round shape and the name of property and description in serif, as well as blue and the logo "Historic Property" in a different font by itself. Mr. Hoeschen likes the first round logo used as an example and the locally designated border of the second example. Ms. Opgenorth likes the rectangular plaque although the round shape is also nice. Mr. Mroteck actually preferred one sample that was rejected earlier by the commission and was unique from other plaques. Mr. Jakubovich said that two mounting screws in mortar joints on the left and right centered sides of the round plaque is something to consider. A round shape would only need two mounting screws and he prefers aluminum. Ms. Hatala noted that the dialogue on listservs about plaques; she will collate some information to forward to Commissioners and also has seen discussion relating to more problems with aluminum. Ms. City of Milwaukee Page 3 HISTORIC PRESERVATION Meeting Minutes June 9, 2014 COMMISSION Clendenen-Acosta likes the round option because it seems balanced and fits right and she prefers a script style as it seems elegant, but she can either way, while she prefer blue. Ms. Pieper Eisenbrown prefers the round shape. Mr. Hoeschen said that Public Information Division should come back with costs for a bronze plaque with no paint and bronze with paint. The Commissioners moved for a round shape, the font from the first round sample with Garamond font only. Ms. Opgenorth moved for bronze material, seconded by Mr. Williams, with local designation to be referenced at the bottom. For the next meeting, information will be provided on the costs of a bronze plaque, bronze with brown paint, and aluminum with blue paint. 6. Updates and Announcements. Mr. Jakubovich said that the -Downer House scaffolding is up, although there is no coa for work on the house. The plans are for new roof on the house to match the original, gutters, clean the brick, and rebuild the missing porch, He assumes that plans will submitted for this work soon, which will be brought before the full Commission for review due to substantial renovation of an important house. Ms. Hatala said that feedback from the Cream of Cream City Awards was very positive. It is anticipated that Best Place will be the site next year as well. 7.
