R_12739 Resolution approving the Housing Authority of the City of Milwaukee’s 2016 Operating Budgets that include the Low Rent Program, Section 8 Program, Berryland, Northlawn and Southlawn developments, Central Office Cost Center and Homeownership Program Sponsors: THE CHAIR A motion was made by Ricardo Diaz, seconded by Michael T. R_12741 Report from the Secretary-Executive Director Sponsors: THE CHAIR Mr. Pérez discussed the following items and made note of particular areas of interest for the Boared: • Mr. Pérez reported that the Wisconsin Women’s Business Initiative Corporation’s (WWBIC) Campaign luncheon was held on December 1st. The event was highly attended and featured the Make Your Money Talk Program (MYMT) program. • Shared a letter the U.S. Department of Housing and Urban Development (HUD) acknowledging the City’s and HACM’s award of the Choice Neighborhood Implementation (CNI) grant and focus on the inclusion of 394 RAD units. • An article from the Housing Affairs Letter entitled “HUD Preps 2016 Fair Housing Push” • An article from the Housing Affairs Letter entitled “Public Housing Doors to Ex-Felons” • Referred to a draft copy of the Independent Process Review of the City of Milwaukee Inclusion Efforts Study – Findings and Recommendations • Referred to an UWM Alumni article, which featured HACM’s 28-year partnership with the UWM’s School of Nursing at the Silver Spring Community Nursing Center in Westlawn. Its location benefits residents and the community at large. • Mr. Pérez reported that the Housing Authority was recognized for exceeding its goal in the City's Combined Giving Campaign. • Mr. Pérez thanked the Board for being formidable in addressing the challenges and leading improvements in this last year with solid guidance. He presented the Board members with a Bonsai tree that conveys harmony, meditation, and order of thought. • Chair Wagner echoed Mr. Perez’s positive sentiments about the WWBIC event and added that many in the audience were touched by Ms. Woods’s story. He thanked the HACM staff, the Board members and residents for their hard work. He and the other Commissioners wished everyone a happy holiday season. Adjournment Commissioner Van Alstine made a moved, seconded by Commissioner Witkowiak to adjourn at 2:45p.m. there was no objection. R_12732 Resolution approving the write-offs of delinquent former resident accounts for various Low Rent Public Housing Developments in the amount of $18,844.72 This resolution will authorize the write-off of delinquent former resident accounts for the period April 1, 2015 to June 30, 2015. Although these accounts are written-off for accounting purposes, the City Attorney’s Office obtains judgments against all tenants evicted by court action. These judgments, and all unpaid final tenant accounts, will be sent to the Department of Revenue to intercept tax returns. 4. R_12734 Resolution approving property management services for Berryland, Northlawn and Southlawn Developments Staff is recommending award of contract to Friends of Housing Corporation. This contract annual property management services has the option to extend for an additional four, one-year terms upon mutual consent of both parties. The Proposed Contracting is 50%. The Section 3 participation does not apply to this contract. 6. R_12735 Resolution approving Amendment No. 2 to Contract No. 13-000 with Friends of Housing Corporation for property management services at Parklawn This contract allows for four separate one-year renewal options. The Contractor has performed satisfactorily during the 1st renewal period. Staff recommends that HACM exercise its second option to renew the contract, extending the contract completion date one year from September 1, 2015 through August 31, 2016 at the same per unit per month rate of $26.75 for the management fee, increasing the contract by $121,980.00. This brings the total contract to $360,240.00 for three years. Contractor has achieved 34% for W/MBE subcontract participation for the contract period September 1, 2013 through August 31, 2015. Contractor has proposed 20% MBE participation for the renewal period. The MBE subcontractors are certified as such by the Wisconsin Department of Administration’s business diversity program. Based on Contractor reporting (to-date) for the current contract, they have far exceeded the Section 3 subcontracting target goals for the 2015 calendar year, and anticipate the same for 2016. To-date, under the current contract, more than 50% of the contract award dollars have been subcontracted to Section 3 Business Concerns, (MV Cleaning and Roy’s Plumbing). 7. R_12736 Resolution approving Amendment No. 2 to Contract 13-022 with Baker Tilly Virchow Krause LLP for auditing services Staff recommends exercising the second one-year renewal of a four-year option to renew in a not-to-exceed amount of $132,625.00. This extends the contract from January 1, 2016 to December 31, 2016. With this amendment, the total contract amount is $386,375.00. To date, the contractor has satisfied its 20% W/MBE subcontract participation. Contractor has affirmed commitment to a continued 20% goal with the same MBE contractor (Coleman & Williams, LTD) for the renewal period. Although the Baker Tilly is not a Section 3 Business, Baker Tilly committed itself to “Other Economic Opportunities”, per the Section 3 Plan, to include informing HACM of employment vacancies at Baker Tilly’s Milwaukee Offices, a HACM youth tour of Baker Tilly and employment workshop for HACM residents. 8. R_12737 Resolution approving the submission of a HUD Section 18 Disposition Application to the Special Applications Center for the sale of the vacant lot located at 2558 North 38th Street to Bradley Hausler, owner of the adjacent property for $200.00 The appraisal value is $800. The offer price will cover some of the transaction costs. 9. R_12738 Motion to approve the proposed Housing Authority Board Meeting Schedule for 2016 B. REPORTS AND DISCUSSION ITEMS 1.
