1. R_12767 Approval of the minutes of the Regular meeting held on December 9,

Minutes of the regular meeting held on December 9, 2015 approved without
objection.

2. R_12742 Resolution approving the submission of two tax credit applications to
the Wisconsin Housing and Economic Development Authority to
support the Choice Neighborhoods grant Transformation Plan
Sponsors: THE CHAIR
One of the applications is for Victory Manor, a new 60-unit midrise with 54 affordable
and 6 market rate one bedroom apartments) that will be built at 68th and Silver
Spring (northwest corner of the Westlawn development). This new 3-story midrise will
preserve 44 public housing units that are being converted under the Rental
Assistance Demonstration program. There will be an admissions preference for
veterans, and Victory Manor will include 15 units of integrated supportive housing in a
partnership with Center for Veterans Issues, Ltd.
The other application is for Westlawn Renaissance II. Westlawn Renaissance II is a
30-unit Scattered Sites development for families that is being developed as part of
HUD’s Rental Assistance Demonstration program in conjunction with the Choice
Neighborhoods Implementation grant that was awarded to the City of Milwaukee in
partnership with the Housing Authority of the City of Milwaukee. Westlawn
Renaissance II includes 28 units of new infill housing in duplexes and townhomes on
the eastern half of Westlawn and 2 city-owned foreclosures that will be acquired and
rehabbed. These Scattered Sites include 14 2-bedroom units (766-1030 sf), 8
3-bedroom units (1,415 sf), and 8 4-bedroom units (1,715 sf) and will help to meet the
need for housing larger families. Eighteen of the Scattered Sites will be converted
under the Rental Assistance Demonstration program, and Westlawn residents will
have a priority for these Scattered Sites. The remaining 12 Scattered Sites will be
“tax credit only” units.

3. R_12743 Resolution approving an amended Section 3 Plan
Sponsors: THE CHAIR
This resolution will approve an amended Section 3 Plan. The HACM Board of
Commissioners approved submitting a draft Section 3 Plan to HUD on January 14,
2015. After discussions with the HUD Office of Fair Housing and Equal Opportunity,
HUD requested and HACM agreed to some language to strengthen preference for
hiring of higher priority Section 3 residents (i.e., public housing residents) by HACM
and by contractors/subcontractors. Prior to the change, preference was given to
higher priority preference residents “when all requirements are met and remain
equal.” This language was deleted and the following language was added to help
define “preference:”
“For the purposes of this Section 3 Plan, the term “preference” is to be given the
legal definition of “prior right or precedence” in order to ensure that, at a minimum,
30% of all new hires are Section 3 Residents consistent with the above order of
priority preference.
• For an example, if both a Section 3 Resident with a Category 1 preference and a
Section 3 resident with a Category 4 preference meet at least the minimum
requirements for a position, the Section 3 Resident with the Category 1 preference
will be awarded the position.
• In the case that an objective standard is used to decide the qualifications of an
applicant by means of some type of testing, a passing score should be decided upon
prior to administering said test to any potential hire. A Section 3 Resident with a
Category 1 preference with a minimum passing score should be awarded the position
above a Section 3 Resident with a Category 4 preference with a higher score.
HACM shall submit this backup documentation to HUD as part of its regular
semi-annual reports.”

B. REPORTS AND DISCUSSION ITEMS
1. R_12746 Discussion of a prospective revision of the mission statement for the
Housing Authority of the City of Milwaukee
Sponsors: THE CHAIR
Fernando Aniban, HACM’s Chief Financial Officer, John Heinen, HACM’s City
Attorney, and Ken Barbeau, HACM’s Director of Community Programs & Services,
discussed a prospective revision of the mission statement for the Housing Authority
of the City of Milwaukee.
The current mission statement is: “The Housing Authority of the City of Milwaukee will
provide decent/quality, safe and affordable housing with transition options for those
who desire them. "Transition option" is defined as the opportunity for residents to
self-determine their interest in, and have access to, housing options that support
long-term self-sufficiency.”
The prospective revision presented was: “The mission of the Housing Authority of the
City of Milwaukee is to foster strong, resilient and inclusive communities by providing
a continuum of high-quality housing options that support self-sufficiency, good quality
of life, and the opportunity to thrive”
The Commissioners provided feedback on the statement itself and the areas of focus
for the organization, which staff will take into consideration when drafting a final
version of the mission for discussion at HACM’s February Board Meeting.

2. R_12747 Report of the HACM presentation to the City of Milwaukee’s Zoning,
Neighborhoods and Development Committee regarding Choice
Neighborhoods and Section 3
Sponsors: THE CHAIR
Ken Barbeau, HACM’s Director of Community Programs and Services, reported on
the Housing Authority’s first bi-annual presentation to the City of Milwaukee’s Zoning,
Neighborhoods and Development Committee regarding Choice Neighborhoods and
Section 3.
Mr. Barbeau provided a short summary of the information that was provided to the
members of the Zoning, Neighborhoods and Development Committee.
3. R_12748 Report from the Secretary-Executive Director
Sponsors: THE CHAIR
Mr. Pérez discussed the following items and made note of particular areas of interest
for the Board:
• A postcard sent to Westlawn residents entitled “Job Opportunities for Housing
Residents” regarding a January 22, 2016 recruiting event for jobs related to
the Choice Neighborhoods grant.
• An article from the Housing Affairs Letter entitled “Minor Increases For Housing
Programs.”
• An article from the Housing Affairs Letter entitled “Lobby, Think Tank At MTW
Odds.”
• An article from the Housing Affairs Letter entitled “Moving To Work Plan Cut
Back.”
• An article from the Housing Affairs Letter entitled “HUD Rush To Finish Rule
Changes.”
• A thank you letter from New Concept Self-Development Center for a recent
donation. HACM has previously partnered with the organization.
• A thank you letter for a recent donation from the Adult Learning Center, who
HACM is working with on the TechForce Training Center.
• The winter 2015 newsletter of the Adult Learning Center, which includes a story
about the TechForce Training Center on page 3.
• The event program from the HACM/WWBIC Make Your Money Talk Graduation
Event from December, 15, 2015. It featured a record number of 129
graduates. Mayor Barrett was the keynote speaker.
• A letter from the Greater Milwaukee Foundation and a check for $387,000 from
the HACM Endowment Fund for Supportive Services to HOPE VI and
Scattered Sites developments.
• The 2014-2015 Annual Report from Carmen Schools, whose Northwest Campus
is near Westlawn.

4. The Housing Authority may vote to convene in Executive Session, pursuant to
Wis. Stats. Secs. 19.85 (1) (G), to confer with legal counsel with respect to
litigation in which it is a party to. The Authority may then vote to reconvene in
open session
Commissioner VanAlstine made a motion to convene in executive session at
2:52p.m. Commissioner Mitchell seconded the motion. There being no objections,
the motion carried.
Chair Wagner convened the Housing Authority Board in executive session pursuant
to Wis. Stats. Secs. 19.85(1)(g) to confer with legal counsel with respect to litigation
in which it is or is likely to become involved.
Commissioner Diaz made a motion to reconvene in open session. Commissioner
VanAlstine seconded the motion. There being no objections, the motion carried.
Chair Wagner reconvened the regular meeting of the Housing Authority Board at
3:01p.m.
5. R_12749 Resolution approving Amendment #2 to Contract 13-001 with Michael
Best and Friedrich LLP for legal services associated with the Convent
Hill Construction Litigation

There being no further business, Commissioner Diaz made a motion to adjourn the
