APPROVAL OF THE CONSENT AGENDA 1. R_12768 Approval of the minutes of the Regular meeting held January 13, 2016. Sponsors: THE CHAIR Minutes of the regular meeting held on January 13, 2016 approved without objection. A motion was made by Ricardo Diaz, seconded by Lena Mitchell, that this Housing Authority Resolution be ADOPTED. R_12750 Resolution approving a contract between T-Mobile and HACM to lease space in the penthouse and roof for cellular equipment at College Court. Sponsors: THE CHAIR The contract lease is for five years with four 5-year extensions. The amount is $27,000 per year with an annual increase of four percent per year. A motion was made by Ricardo Diaz, seconded by Lena Mitchell, that this Housing Authority Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 4- Wagner, Mitchell, Witkowiak, and Diaz No: 0 Absent: 1- Van Alstine Excused: 2- Donald, and Reed Daniels 3. R_12751 Resolution approving an award of a professional services contract to SET Ministry, Inc. in an amount not to exceed $110,000 for services coordination for seniors and persons with disabilities in various highrise developments. Sponsors: THE CHAIR This is a three bedroom single family home located in the 4th Aldermanic District. This property is being sold under the market rate program to Ms. Jones, who has been a long time Hillside resident. A motion was made by Ricardo Diaz, seconded by Lena Mitchell, that this Housing Authority Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 4- Wagner, Mitchell, Witkowiak, and Diaz No: 0 Absent: 1- Van Alstine Excused: 2- Reed Daniels, and Donald 6. R_12754 Resolution approving an offer by Bradley Hauser to purchase the vacant lot located at 2558 North 38th Street for $200. Sponsors: THE CHAIR This vacant lot is being sold to Mr. Hauser who lives at 2554 North 38th Street. This parcel is located in the 15th Aldermanic District. A motion was made by Ricardo Diaz, seconded by Lena Mitchell, that this Housing Authority Resolution be ADOPTED. R_12755 Resolution approving an offer by Erica Brown to purchase the home located at 521 North 45th Street for $70,000. Ms. Brown is an eligible first-time home buyer. A motion was made by Ricardo Diaz, seconded by Lena Mitchell, that this Housing Authority Resolution be ADOPTED. REPORTS AND DISCUSSION ITEMS 1. R_12756 Resolution of a prospective revision of the mission statement for the Housing Authority of the City of Milwaukee. Sponsors: THE CHAIR Current: The Housing Authority of the City of Milwaukee will provide decent/quality, safe and affordable housing with transition options for those who desire them. "Transition option" is defined as the opportunity for residents to self-determine their interest in, and have access to, housing options that support long-term self-sufficiency. Revision: The mission of the Housing Authority of the City of Milwaukee is to foster strong, resilient and inclusive communities by providing a continuum of high-quality housing options that support self-sufficiency, good quality of life, and the opportunity to thrive. A motion was made by Michael T. Van Alstine, seconded by James N. Witkowiak, that this Housing Authority Resolution be ADOPTED. This motion PREVAILED by the following vote: Aye: 5- Wagner, Mitchell, Witkowiak, Diaz, and Van Alstine No: 0 Excused: 2- Reed Daniels, and Donald 2. R_12757 Resolution appointing Board Members to Travaux, Inc. Sponsors: THE CHAIR Commissioner Van Alstine moved to accept the nominations of Chair Mark A. Wagner, Vice-Chair Ricardo Diaz, Commissioner M. Joseph Donald and Commissioner James N. Witkowiak to the Board of Directors of Travaux Inc. Commissioner Mitchell seconded the motion. There being no objections, the motion carried. A motion was made by Michael T. Van Alstine, seconded by James N. Witkowiak, that this Housing Authority Resolution be ADOPTED. R_12760 Report from the Secretary-Executive Director Sponsors: THE CHAIR • An article from the Housing Affairs Letter entitled “Fight Mounts For Flexible Smoking Rule.” • An article from the Housing Affairs Letter entitled “FY 2016 Affordable Housing Big Win.” • A MICAH Jobs Committee/HACM Meeting Agenda that was held on January 20, 2016. • A letter and check from Greater Milwaukee Foundation (GMF) letter approving a grant of $381,000 to HACM. • Mr. Pérez shared pictures of the Pick n’ Save and Hunger Task Force food truck that delivered fresh produce, groceries and cost savings at three Housing Authority locations. • Mr. Pérez and staff updated the Board on the Choice Neighborhood Initiative (CNI) Grant. There are four phases to this project. The Housing Authority held a series of informational meetings with the Westlawn West residents and explained and answered questions of the upcoming relocation process. He further added that city, county and state officials will also be updated on this initiative. • Mr. Pérez reported the Housing Authority will unveil its new website in the near future. • Chair Wagner reported that HUD has accepted HACM’s Section 3 Plan. He also congratulated John Heinen on his recent appointment to the Board of Directors of the Housing Development and Law Institute (HDLI). This is a nationwide non-profit membership organization that serves as a legal source for stakeholders in the affordable and public housing industry. • Mr. Pérez referred to a picture of the Olga Village Green Roof that was featured on the front cover of an international periodical, Global Compact es rogramme, “Cities for the future.” City of Milwaukee Page 6 HOUSING AUTHORITY Meeting Minutes February 10, 2016 Executive Session Commissioner Diaz moved to convene in executive session at 2:50p.m. Commissioner Mitchell seconded the motion. There being no objections, the motion carried. Chair Wagner convened the Housing Authority Board in executive session pursuant to Wis. Stats. Secs.19.85 (1) (g) to confer with legal counsel with respect to litigation in which it is or is likely to become involved. Commissioner Diaz moved to reconvene in open session. Commissioner Van Alstine seconded the motion. There being no objections, the motion carried. Chair Wagner reconvened the regular meeting of the Housing Authority Board at 3:30pm. Adjournment There being no further business, Commissioner Diaz moved to adjourn the meeting at 3:33p.m. Commissioner Van Alstine seconded the motion, and it carried.
