A. APPROVAL OF THE CONSENT AGENDA

Minutes of the regular meeting held on April 14, 2016 were approved without
objections.
A motion was made by Ricardo Diaz, seconded by James N. Witkowiak, that
this Housing Authority Resolution be ADOPTED. This motion PREVAILED by
the following vote:
Aye: 6- Witkowiak, Van Alstine, Wagner, Diaz, Reed Daniels, and Donald
No: 0

2. R_12778 Resolution approving Amendment No. 1 to Contract No. 15-006 with
Hero Plumbing, LLC for annual plumbing maintenance services and
emergency after-hour services at various Housing Developments
Sponsors: THE CHAIR
Staff recommends exercising the option to renew the contract for another year
pursuant to the terms of the contract. The current contract authority is a not
to-exceed amount of $170,000.00, expiring May 31, 2016. The amendment will add a
not-to-exceed amount of $171,400.00 to the contract and extend the through May 31,
2017. All other terms and conditions of the contract remain in effect, including the
rate of $83.00 per hour. The Contractor is 100 percent MBE, and will not trigger
Section 3.

Mr. Perez discussed the following items and made note of particular areas of interest
for the board.
- An article from the Housing Affairs Letter entitled “Landlords Must Accept Felon
Tenants”
- An article from the Housing Affairs Letter entitled “HUD Explains Criminal Tenant
Move”
- An article from the Housing Affairs Letter entitled “Push For Section 8 As
legitimate Income”
- An article from the Housing Affairs Letter entitled “Housing Trust Gets First Cash
Infusion”
- An article from the Housing Affairs Letter entitled “HUD Rocked By New
Scandals”.
- A letter from HUD regarding waiver request from HACM to use CFP funds to fund
Public Safety program
- Press release: “HUD and Justice Department Award $1.75 Million To Help
Justice-Involved Youth find Jobs and Housing”
- A support for the Health Department’s application for HUD funding for lead
abatement and healthy homes private housing
- Section 3 Contracting Seminar held on May 17, 2016
- WWBIC’s Make Your Money Talk Program Orientation Schedule
- Employment opportunities notices for HACM S College Summer for Internship
- Mr. Pérez reported that the Tech Force Center will be opening soon at the Adult
Learning Center
- Mr. Pérez recently attended the United Community Center event that was
inspirational and praised UCC’s successful programs that addresses education and
community services.
- Fernando Aniban reported that the Housing Authority received $631,000 in Low
Income Tax Housing Credits (LIHTC) for Victory Manor which will part of the
revitalization of the westside of Westlawn.
- Mr. Pérez reported that the Housing Authority received a positive letter from HUD
regarding its review of our Section 3 program.

There being no further business, Commissioner Diaz moved to adjourn the meeting
at 2:50pm
