A. APPROVAL OF THE CONSENT AGENDA
1. R_12812 Approval of the minutes from the regular meeting held on September
15, 2016

A motion was made by Commissioner James N. Witkowiak, seconded by
Commissioner Mitchell that this Motion be APPROVED. This motion
PREVAILED by the following vote:

2. R_12813 Resolution approving Amendment No. 2 to Contract 14-035 with Otis
Elevator Company for elevator maintenance services at various sites

Professional Service Industries Inc. for hazardous materials and
environmental hazards management consulting services at various
sites

handouts.

Mr. Perez discussed the following items and made note of particular areas of interest
for the Board:
• An article from the Housing Affairs Letter entitled “HUD To Begin Padding
Section 8 Vouchers”
• An article from the Housing Affairs Letter entitled “Tarnished Voucher Concept
Revived”
• An article from the Housing Affairs Letter entitled “Disparate Impact Rulign A
HUD Setback”
• An article from the Housing Affairs Letter entitled “Two Counties Reject HUD
AFFH Plan”
• An article from the Housing Affairs Letter entitled “Hammod Meets Fair Housing
Cudget”
• An article from the Housing Affairs Letter entitled “Study Reinforces Rental
Assistance Demo”
• An article from the Housing Affairs Letter entitled “New Report Shows HUD in
Shambles”
Mr. Perez gave an update on the Housing Authority’s conversion to RAD on nine
HACM-owned properties. The Housing Authority has issued General Information
Notice (GIN) to residents informing them of upcoming meetings regarding the RAD
process.

There being no further business, Commissioner Van Alstine made a motion to
adjourn the meeting at 2:30p.m. Commissioner Witkowiak seconded the motion.

A. APPROVAL OF THE CONSENT AGENDA
(All items listed under the Consent Agenda will be enacted by one motion unless a
Commissioner requires otherwise, in event the items will be removed from the Consent
Agenda and considered separately).

2. R_12813 Resolution approving Amendment No. 2 to Contract 14-035 with Otis
Elevator Company for elevator maintenance services at various sites

HACM is requesting to exercise its option to renew the contract for a third and final year
pursuant to the terms of the contract. The current contract authority is $327,480
not-to-exceed and expires 12/31/2016. The amendment will add $163,740
not-to-exceed and extend the contract to 12/31/2017.
The contract will not trigger EBE and Section 3 as they have no need to subcontract
and are bound by the unions’, National Elevator Industry Educational Program (NEIEP)
guidelines on both hiring and subcontracting regulations.
3. R_12814 Resolution approving Amendment 1 to Contract 15-015 with
Professional Service Industries Inc. for hazardous materials and
environmental hazards management consulting services at various sites

HACM is requesting to exercise its option to renew the contract for one year, the first of
two renewal options pursuant to the terms of the contract. The current contract authority
is $500,000 not to exceed and expires 12/31/2016. The amendment is for time
extension only to 12/31/2017. No additional contract authority dollars are required at
this time.
The W/M/EBE and Section 3 participation is 20 percent.
