2. Approval of previous meeting minutes.
Motion by Mr. Haywood, Sr, seconded by Ms. Schneider-Peragine to approve the
minutes of the October 2, 2015 meeting. There were no objections.
3. Discussion of the Housing Trust Fund Application.
Mr. Haywood, Sr., asked if anyone had contacted Ald. Murphy with interest in
participating in the Technical Review Subcommittee. Ms. Polanco said that no new
members have been appointed to the Subcommittee as of today.
Mr. Higgins started application discussion by saying that as an advisory board,
members need to stablish their priorities before reviewing applications; that in effect
may change from year to year. For example last year due to the market and the In
past years foreclosure was a priority.
Mr. DeFino said that mortgage counseling last year did not fit many of the criteria.
Hoping this year we can exclude that priority.
Mr. DeFino asked regarding those projects that are not applying monies, how do we

verify that they in doing what they said they would do.
Mr. Higgins responded that is a responsibility of the administration and will provide
the board with an update as to the status of projects and monies disbursed.
Mr. DeFino has a concern regarding development fee, should there be a limit of the
development fees when considering the projects.
Mr. Higgins responded that as standard protocol City would not allow anything higher
than 10% developer fees; but anything over would have to be deferred. We would
contact Department of City Development to make sure project is not receiving funds
from them.
Members reviewed the application packet page by page with the scoring sheet
side-by-side.
Mr. Peters asked if we want to allow same applicant to apply for more than one
category.
Mr. Higgins said that it should be considered as a funding priority.
Remove section regarding Homebuyer counseling category.
Members discussed possible modification to the order of questions in application to
coincide with the order of the scoring categories on the scoring sheet. On page 6,
remove the language in parenthesis under item 1 third bullet point under American
with Disabilities Act.
On page seven update contact information.
No more changes were suggested for the application.
4. Meeting adjourned at 11:09 AM

Persons engaged in lobbying as defined in s. 305-43-4 of the Milwaukee Code of Ordinances
are required to register with the City Clerk's Office License Division. Registered lobbyists
appearing before a Common Council committee are required to identify themselves as such.
