Atty. Paul Erickson - In the police incident involving locked doors, he states the doors
were locked after bar close. In regards to item #10 on the police report, the applicant
didn't realize the bartender needed a manager's license. He now has a manager's
license. The applicant was in Mexico for 2-3 months during the incident.
Ald. Donovan present at the table. He has spoken with the police captain in the area
and has heard of concerns from the police. There are concerns with the owner not
cooperating and with strippers and prostitution. He would like the applicant to call
him if there are any issues in the establishment.
Ald. Coggs arrived at 8:55 AM.

Premises License Applications With 25+ Age Distinction and Requesting Disc Jockey
and Patrons Dancing for "Colombia Tropical" at 3577 S 13th St.
The applicants state they have been in the business for 21 years. It has been 3
years since they last ran a bar. When they encounter problems in the bar, they
escort the individuals to their cars. There would be 3 security guards in the
establishment. Ms. Diez states they have a clean record and would be running a
family oriented business. She states the comparisons to a bar that was open 30
years ago are not fair.

Ald. Stamper moved to amend the application to be open only on Friday and

Individuals appearing in opposition:
Michael Wink - 3611 S 14th St - A previous bar at this location brought in more traffic,
parking issues, loud patrons, fights, individuals walking through yards, litter, and
noise. He has not had issues with restaurants on the premise. The late hours and
parking problems did not occur with the restaurant.
Jill Antczak - 3560 S 14th St - When the restaurant was on the premises, people
outside could be heard and there is a concern that a bar would cause these issues
late at night. She is concerned that loud noise will interrupt her children sleeping.
Melissa Krahn - 3586 S 14th St - She agrees with previous speakers.
Betty Rutledge - 3607 S 13th St - The previous bar caused parking issues.
Tom Rutledge - 3607 S 13th St - He agrees with previous speakers.
Bradley Johnson - 3635 S 13th St - He agrees with previous speakers. A disc jockey
will cause noise issues in the neighborhood.
Bonnie Simmer-Nanzik - 3617 S 14th St - She would prefer a restaurant at the
location as a bar will cause issues.
Scott Antczak - 3560 S 14th St - He agrees with previous speakers. He states there
are discrepancies in the application. He is concerned with smoke from outside the
establishment coming in his windows.
Thomas Mischefske - 6662 S 21st St - He owns a nearby property and agrees with
previous speakers. Night parking is needed in the area for residents.
Joe Kennedy - 3675 S 14th St - The previous bar caused noise. He agrees with
previous speakers.
Elvina Kavanaugh - 3589 S 14th St - She agrees with previous speakers.
Additional individuals appeared in opposition, but did not speak.
Ald. Witkowski present at the table. Neighbors at a recent meeting were opposed to
the application. He is concerned with noise affecting neighbors. The parking lot is
not sufficient to handle the capacity of the establishment.
Ald. Puente moved denial based on neighborhood and aldermanic testimony.

Cynthia Sommer - 3137 N Cramer - There has been vandalism in the area. She
opposes the application because of the concentration of bars in the area.
Gary Johnson - 2022 E North Ave - He runs a business at a nearby property. He is
concerned that the plan of operation is ambiguous and may cause issues.
Michelle Bielinski - 2022 E North Ave - She would like to work with the applicant to
address potential issues.
Ald. Kovac moved to make the report from Ms. Sommer part of the record - exhibit #1
(Prevailed 5-0)
Ald. Kovac states there has been some feedback from neighbors and there are still
concerns that they would like addressed. Issues involving bottle service, capacity,
food, and the floor plan still need to be resolved.
Ald. Kovac moved to hold to the call of the chair to work with neighbors and have a

the police record, he states that he was carrying a firearm and had marijuana on him.
He intends to get a permit for the firearm. The addition of alcohol will allow him to
bring more customers in to eat food.

Atty. Vincent Bobot appearing with the applicant. He states the applicant has three
unarmed security guards and eight operational cameras. He has suggested that she
obtain an ID scanner, deny re-entry to customers, walk patrons to cars, and contact a
professional security advisor. She is willing to establish a code of conduct.
The applicant agreed not to allow customers back in the establishment after placing
weapons in their cars. She agrees to get professionally trained security.
Individuals appearing
:Officer Scott Lesniewski - The applicant met with police last week to go over ideas to
combat issues. He suggested adding security training, identifiable security guards,
getting an ID reader, and banning people who have caused issues. He would like the
applicant to work with the police department.
Officer Michael Fasulo - The applicant has been cordial and cooperative. The
establishment gets a large amount of attention at closing time. He suggests that the
applicant can deny entry to problem individuals, but is also concerned about security
guards escalating situations.
Officer Yinko - The operation seems to be different when disc jockeys are performing.
He recommends the applicant not allow people in the establishment after putting

intends to have a 23+ age restriction. She has not observed any of the shootings and

Byron Henderson - He has done management work around the bar for 4-5 years and
will manage the new establishment. He has management experience in other states.
He was working security during many of the incidents listed on the police report.
When a woman was shot on December 5, 2014, he was aware that shots were fired,
but unaware that anyone had been struck. The victim drove herself to the hospital
and most of the staff had left the premises by the time that the police officers arrived.

Officer Lisa Saffold - She states she has been the Community Liaison Officer in the
area for 5 years. There were no problems at the establishment for the first three to
four years, but there have been several violent crimes in the last year and a half.

The victim had driven herself to hospital, so the Police Department responded to the
hospital first and then went to the establishment. Shells were recovered in the
church parking lot next door.

Darren Watty - 4726 W Villard Ave - Within the last year there has been an increase
in younger crowds in the area. There has been a lot of litter and he is concerned
about further damage from the establishment.
Kera Williams - 4726 W Villard Ave - Her niece was shot in December. She had to
drive herself to the hospital and no one in the establishment helped. Her 14 year old
daughter was walking a dog when the outdoor shooting occurred. Litter from the
establishment has been a problem.
Laquanda Johnson - 4825 W Villard Ave - Noise and police sirens have been waking
up her children. There is also litter in her yard from the establishment.
Henry Davis - He is the block watch captain and has lived in the area for 32 years.
He has not experienced issues with the establishment until recently. There has been
litter and noise.
Jeanette Carson Davis - There have been changes in the establishment over the
years. It was previously a quieter establishment with an older patronage. Now there
is noise and there have been shots fired. She is especially concerned with violence
because of the amount of children who live in the area.
Mercedes Blackman - She lives across the street from the establishment. She has
lived there for four years. The establishment used to have an older, quiet crowd, but
lately there have been problems with noise and litter.

prevent some of the issues mentioned by previous speakers.
Ricky Ferguson - 1322 Milwaukee Ave - He has patronized the establishment
frequently. He states the problems are not unique to the establishment, but

Terrance Houser - 3424 W Ripton - Incidents happen everywhere. He helps at the
establishment and thinks the new ownership can improve the situation.

the establishment for the last year has changed the entire dynamics of the
