litter, empty cups and bottles, vomiting, and lewd behavior. He added that the parking
lot that is being leased is full of debris and he requests revocation.
Scott Rick, manager of the premises stated he will do a better job of cleaning up trash
around the property and in the parking lot.

David Bartel 126 E Norwich St stated he is sickened by the public urination of the bar
patrons, the garbage that is left and motorcycles leaving at 1-2 AM.
Kelley Murphy 4021 S Burrell St stated she lives directly behind the bar and has
intoxicated patrons around her house littering and being loud. She stated that she
sees people on the back deck smoking and drinking. She added she has called the
bar several times to complain.
Ald. Puente moved approval with a 10 day suspension based on neighborhood and
aldermanic testimony. (Prevailed 4-0-1, Ald. Coggs abstaining)

Cpt. Wurth stated the premises was a gang hangout which may be the cause of
shots fired. The gentleman's club down the street stated they're receiving
undesirables because of the premises. There are also parking concerns because the
premises only has 4 parking spaces.
Sgt. Tabiadon stated there have been several police calls to the premises.
Ald. Perez stated the location has a history of nuisance behavior and has not heard
from the applicant how he will successfully manage the business.
Individuals present opposed:
Patrick Housfeld, 1212 W Harrison Ave stated the patronage of the bar has always
been a problem. He stated he was intimidated by patrons at the premises previously.
Julian Merced, 1322 W Cleveland Ave stated he has observared multiple shootings
and drug dealing at the premises.
Donna Burke, 2710 S 13th St stated she is the former manager of the premises.
Terry Randall 2690 S 13th St, previous manager of the premises stated she did not
allow problems and now the bar is not a place you want to be.
The applicant stated he and his family will be running the premises and he will be
there in the morning for deliveries and at night when problems occur.

The applicant stated he is the only one who will be involved in the business and it is
all in his name. He added his sister and brother will not be involved, so their credibility
is not an issue. He stated he will employ security personnel for the outside and add
cameras which will help with crime.

denied, he filed the same application for the same location. He added that the
applicant's sibilings are also not credible because they lied to the Committee about
their plan with the previous premises.
Cpt Moore stated the Police Department's objections are based on the breach of trust
with the previous licensee, the business practices by his brother who was his
business partner, and failure to comply with the operation plan by his sister.

Grand Avenue stated his clients are invested in the revitilization of Wisconsin Ave
and the downtown area.
Stephen Chernof 3722 N Lake Dr, WAM DC, LLC stated the efforts of the
organization are to attract business and revitilization to the Wisconsin Ave area and a
gentleman's club is not in line with those efforts.
Joe Werick, stated he is feels this type of premises would prohibit their ability to
attract new, professional businesses. He stated a good restaurant would be better
suited for the location.
Stacy Callies, 633 W Wisconsin Ave, Executive Director of the Westown Association,
and Board member of the Downtown Neighbors Association stated the use as adult
entertainment are detrimental to the commercial uses of the other buildings in the
area.
Bob Monnet, 2609 E Lynwood Ave, Mandel Properties, Inc, property managers of
Library Hill and Boston Lofts stated his residents are looking for high end restaurants
and entertainment venues and downtown is becoming a residential area.
Matt Dorner 141 N Jackson St, Economic Director of Milwaukee Downtown BID #21,
stated the Westown neighborhood is working on making the area more family friendly
and the application is not compatible with the efforts in the area.
David Willing 720 N Old World Third St, stated he moved downtown from Wauwatosa
and he loves living downtown and he feels that the premises would be loud and fears
for his safety because of the clientele it would attract.
Jim Halmin General Manager of the Fairfield Inn and Suites by Marriott - as a
business operator many of his customers mention the unsafe environment with the
panhandlers and his business and employees have been victims of crime. He would
support a dinner type of club, a Starbucks or a Target in the mall.
Matt Walgren, 720 N Old World Third Street, stated he agrees with the previous
speakers and feels this premises will have a negative perception.
Brent Ellis, 720 N Old World Third Street, stated he is a student at MIAD and
Marquette, and parking is already an issue in the area.
Shanel Briggs 8620 Ludington, Wauwatosa, representing the Grand Wisconsin
Apartments located at 720 N Old World Third St, stated this premises would affect
their occupancy because people do not want to live next to a gentleman's club.

Assistant City Attorney Nick DeSiato stated there were eight undercover drug buys.
Five of the buys occurred between January and May resulting in the purchase of
cocaine. A search warrant was executed after the fifth buy when a considerable
amount of cocaine and methamphetamine was recovered.
The following day the police were notified that more drugs were being sold. Three
more buys took place and another search warrant was executed on October 1st
where cocaine was found throughout the premises. The buys were conducted by a
confidential informant and a police officer. Every buy was confirmed and tested
positive for cocaine or methamphetamine. The Department of Revenue participated
in the search warrants, found violations of excise laws and confiscated three crates of
alcohol the first time, and ninety-nine bottles the second time.
