The applicant stated he has insurance, and they paid, and has not be contacted by
Ms. Stuempfl's insurance. He acknowledges the incident occurred and stated he
would pay for the injuries. The applicant stated he is aware of a $300 co-pay, but has
not yet paid anything to Ms. Stuempfl.
Individual also present:
Susan Stuempfl 2051 W Howard Ave stated she was injured at the premises when
she slipped on ice getting out of her car. She has a torn meniscus in her hip and she
also hit her heard. She stated her insurance company sent the applicant letters and
he has refused to respond or pay.
Ald. Coggs asked the applicant if he has spoken with Ms. Stuempfl about her injuries
or her insurance company.
Ald. Zielinski stated the applicant is giving contradictory testimony because he said
his insurance paid, and then he said they did not pay.
Ald. Zielinski moved for a 10 day suspension based on not maintaining the property
resulting in the injury of Ms. Stuempfl. (Prevailed 4-1, Ald. Rainey voting no)

Retailer's License Application for "Clarke Foods" at 832 E Clarke St.
The applicant stated he has several stores and sometimes he transfers product
between the stores, and he knows it's not the right thing to do. He added he has been
there for 6 years and has been the only owner.
Appearing with the applicant:
Eiad Jamal 832 E Clarke St manages the store stated when he applied 6 years ago
he was fine without selling alcohol, but now business is down which is why they want
to sell beer.
Individuals also present:
Ald. Kovac stated there was a concern that the applicant was selling K2. He added
that the Riverwest Neighborhood Association meeting had more people in support,
than opposed, but there were more opposed than usual. The receieved the folllowing
contacts of 16 in opposition and 6 in support. He requests denial of the applicant
based on concentration and neighborhood testimony.
Individuals present in opposition:
Elizabeth stated she went to the store when it first opened a few years ago and Eddie
would flirt with her, ask her out, and grabbed her behind.
Maya Pisel 825 E Center St stated she felt uncomfortable going to the store because
of harassment, and she says the store is run very well.
Larry Spike Bandy 3957A N 62nd St stated he was lived in Riverwest for the past 40
years stated he has heard complaints for quite a while regarding the store. He added
that there are several places in the neighborhood to purchase alcohol.
Brian Rothgary 826 E Clarke St stated he bought his house in September and does
not want to live next to a liquor store because there are 5 places in a 4 block radius to
buy alcohol.
Vincent Noth 2952 N Booth St Executive Director Riverwest Food Pantry stated a
liquor store is not beneficial to the community, espcially across from a church and
Meta House.
Peg Cartfinger 3320 N Dousman stated she is a boardmember of the Riverwest
Neighborhood Assosciation and provided minutes from 2010 regarding the premises
stating they do not want to sell alcohol.
Ald. Perez moved to enter the Riverwest Neighborhood Association minutes into the
record as exhibit #1. (Prevailed 5-0)
Deborah Koenig 833 E Michigan St is the chairwoman of Meta House stated she
agrees with the previous speakers.
Sara Joyce 3225 N Dousman works at Meta House and has heard from clients that
there was K2 and liquor being sold.
Cindy Butler 2762 N 63rd St former Meta House participant and she believes the
owner is dishonest.
Michael Gruell 2439 N Richards St stated he believes drug addicts steal from
Walmart and sell to the premises.
Christine Colvert 311 E Erie St boardmember of Meta House stated she has heard of
women buying single cigarettes for $1 for the premises.
Jessica Cushlin Meta House stated she agrees with the previous speakers and
witnessed a client under the influence of something she purchased from the premises
called a "relaxation brownie" which is a brownie laced with benadryl.
Neil Gravinger 2934 N Richards St stated he agrees with the previous speakers.
Amy Linder CEO Meta House stated she agrees with the previous speakers and
stated she is concerned about the criminal history of Eiad Jamal involving battery and
she provided a copy of the prosecutor's notes.
Ald. Rainey moved to enter int ot the record as exhibit #2 the prosecutor notes
regarding Mr. Jamal's battery charge.
Dan Parhan 3000 N Booth St agrees with the previous speakers.
Benjamin Hopke 2010 N Holton St stated he agrees with the previous speakers and
anyone who sellings K2 is irresponsible and should not be allowed to sell alcohol.
Pat Moore 3320 N Dousman stated the applicant has some work to do with the

business plan and having a liquor store across from Meta House is not the best idea.

Whitney Duman 2633A N Humboldt St stated the applicant is nothing but a good guy
and he contibutes to the neighborhood. She added that the residents of Meta House
cause problems and make up stories.
Joseph Wyak 2600 N Bremen St stated he was happy when the premises reopened
and he would like them to sell beer and they have been kind to him and have a clean
store.
Mary Lynn Young 2560 N Pierce St stated she is a frequent shopper at the premises.
Marcel Barker 1002 E Meineke St stated she is an employee of the store and the
manager is nice and helps people out.
Melysia Leoung 2518 N Fratney St stated it is the only clean store and the manager
helps her often. She added that the people loitering are people from Meta House.

shot was an unruly customer that was asked to leave. He added that he and his
employees clean up litter. He added that he only has a large crowd during Green Bay
Packer games.

done a good job cleaning up the premises.
Ald. Johnson stated he is here to represent his residents because Hampton Ave is
the border between his and Ald. Bohl's districts. He stated residents on 76th St have
complained about loud noise, litter, and parking issues from the premises.

Atty. John Gimbel stated the current building is going to be torn down and rebuilt
which is why there have been no occupancy permits filed. He added if a security
guard is needed, they will hire one. He added that the applicant is offering a brand
new development, that would be offering jobs to residents. He believes this is the
best use of the vacant property.
Robert Theunis 1315 S 87th St West Allis, WI stated the corporate offices determined
the store did not qualify for a security guard.
Individuals also present:
Ald. Bohl stated the neighborhod testimony was consistent with what he heard at the
neighborhood meeting in December, where there were 7 residents opposed, 1 in
support, and 3 were unsure. He stated the premises has been vacant for years. He
added that he heard from 8 other residents in opposition. He recommends denial
based on neighborhood concerns.

Sue Cummings 4154 N 79th St stated she was concerned because there was no
plan for security or litter. She added that they already have a similar store in the area.
Ald. Rainey moved to amend the application to include a security guard during hours
of operation. (Prevailed 3-0)
Ann Sturvent 4150 N 81st St stated she has watched the neighborhood go through
degridation. She added that there are other stores that offer what the premises offers.
She is concerned about litter and traffic.
Joe Randanzo 4157 N 80th St stated there is a lot of traffic and he is concerned
about the lack of a security guard.

Sandra Randazo 157 N 80th St stated she is against the premises because of the
traffic.

Nathan Powers Burke Company, represents the seller of the property and stated the
property has been on the market for 3 years and this is the first offer and it is a blight
on the neighborhood and is an easy target for vandalism. He stated the best use for
the property is to be torn down and to build something new.

time investments in the community. He stated there has to be some accountability in
response to neighborhood concerns.

Demetrious Brown 4213 N 40th St stated there is loitering and littering all around the
premises and people feel unsafe.
Maurice Fair 2761 N 17th St stated he agrees with the previous speaker and has
seen drug trafficking in front of the premises. He has also witnessed a customer
being robbed.
Pastor Barbara Williams 4344 N 27th St stated her church is next to the premises
and she has witnessed drug trafficking in front of the premises and her church. She
added parishoners have had damaged to their cars, the gate, and the parking lot has
been damaged by patrons of the premises. She stated there has been liquor bottles
on the roof of the church and in front of the church from the premises. She added that
car from customers of the premises block the church driveway.
Dante Brown 4424 N 28th St stated he is concerned about the loitering and the
traffic.
Jannell Elder Green 4333 N 29th St stated there is drug, loitering, and prostitution
activity daily. She stated the premises is destroying the neighborhood.
Vince Tony 2721 W Roosevelt Dr stated he agrees with the previous speakers and
the neighborhood gave the premises an opportunity to change and it has not
happened.
Shawn Moore 4381 N 26th St stated he has been working in the neighborhood for
years and the premises is breeding death. He stated the premises does not need to
sell liquor and the applicant does not care about the community.
Individuals present in support:
Rodney Campbell stated he is a long time resident and he agrees with previous
speakers, but the issues are from the community as a whole, not the premises. He
added the applicant has been kind to the residents. He stated he has talked to the
applicant about closing down or not selling liquor. He stated another boarded up
building is not the answer.
James Cockroft 2615 W Atkinson Ave stated he has a problem with the loitering but
the applicant has worked with the police to stop the loitering and drug dealing. He
added that the employees of the premises pick up litter from his yard. He added the
applicant needs time to work on the problems because they did not occur overnight,
so they cannot be fixed overnight. He added that the premises isn't the problem the
culture of the neighborhood is.
Lashaunda Jordan 2609 W Roosevelt Dr stated she has seen changes throughout
the neighborhood and has seen security guards stopping people from loitering. She
added that it is convienent because you can buy food, liquor, clothes, and pay your
cell phone bill.
David Detmar 4408 N 29th St stated he walks to the premises from his house and
there is a lot of loitering but there is loitering everywhere.
John Pickin 3551 N 20th St stated he agrees with the previous speakers.
Joe Bouva 4468 N 26th St Secretary of the Garden Homes Neighborhood
Association, stated he setup meetings with the applicant, MPD and the City
Attorney's Office regarding loitering and drug dealing in the area because he believes
it is a community problem, not a problem with the premises. He stated witnessed no
loitering at the premises 95% of the time he drives past.
Janet Mays 2940 N Downer Ave stated she owns a property in the neighborhood and
she has seen improvements since the meeting last summer.
Darell Farmer 5016 N 51st Blvd stated he has met with the owner and if he sees
loitering he contacts the owner.
Royce Carter 3450 N 46th St has been the security guard at the premises since the
summer and he agrees with the previous speakers. He stated he has contacted MPD
and the response time for drug dealer is 2 hours.
Ald. Rainey stated the hot spot is an appropriate name for the premises because
there is prostitution, drug dealing, and all things happening like the tv show "The
Wire".

Ald. Zielinksi stated he believes the applicant doesn't know how to run this type of
operation based on neighborhood testimony. He added that the applicant has had
plenty of time to fix the problems and he has not.
Ald. Lewis stated she supports a suspension to give the neighbors some relief.
Ald. Coggs stated the testimony is reflective of the city as a whole. She added
whatever efforts have been made in the last 15 years have not been enough to
support the quality of life in the community.
Ald. Rainey moved nonrenewal of the Class A Malt & Class A Liquor license and
renewal of the Food Dealer license based on neighborhood testimony. (Prevailed
5-0)
